All countries need not play Tests, scarcity is Test crickets friend: Greenberg
Australia, which hosted a record-breaking Border-Gavaskar Trophy in the 2024-25 season, is set to welcome England for the Ashes later this year.
Earlier this month, India and England concluded a highly competitive five-Test series, while Australia and New Zealand recorded lopsided victories against the West Indies and Zimbabwe respectively — outcomes that have reignited debate about the global structure of red-ball cricket.
"I don't think there is a right number (of Test playing nations) … but I think in the future scarcity in Test cricket is our friend, not our foe,' Greenberg told reporters.
"What I mean by that is, I don't think everyone in world cricket needs to aspire to play Test cricket and that might be OK.
"A lot of traditionalists might not like that (and) I'm not suggesting I know the number that will play, but literally we're trying to send countries bankrupt if we force them to play Test cricket."
Emphasising the need for meaningful competition, he said: "We need to make sure we invest in the right spaces, play Test cricket where it means something and has jeopardy.
"That's why the Ashes will be as enormous and as profitable as it is because it means something … it means something to every player.
"We've got to make sure when we play Test cricket that's at the top of our mind.'
The International Cricket Council (ICC) recently formed a working group to examine the Test format, and Greenberg expressed his willingness to consider new models, including a two-tier system.
"I've got an open mind to that question because I don't know the details to what a two-tiered structure would look like,' he said.
"Test cricket needs an injection of capital and an injection of resources because it can't just be about Australia, India and England – it needs to be bigger than that.
"Red-ball cricket in this country, and in England and in India, is unbelievably successful but it's not like that in all parts of the world.
"It's incumbent on us to make sure we play our part to help, so the concept of tiers I think needs to be explored. I'm not prepared to say we're against something until we see all the details," he noted.

Warner had targeted Root's performance against Australian pacer Josh Hazlewood , stating: "Josh Hazlewood tends to have his number quite a lot. He will have to take the surfboard off his front leg." The comment referenced Root's record against Hazlewood, who has dismissed him 10 times in 31 innings at an average of 31.40. Speaking to Sky Sports Root responded to Warner's comments with composure, saying: "Just that. I have no control over how people perceive the game or discuss it in an interview. Nothing new, is it? It is sort of irrelevant to me. What can I do about it? Just make sure it is not a talking point in six months or 100 days' time. " The English batter further added: "When you get out there, you have to got to try and impact the game and help your team get off to a good start. Business as usual as far as I am concerned. I guess it is all part of the fun. We will see what happens out there [with Warner at Lord's during The Hundred, where they are playing for Trent Rockets and London Spirit respectively]. It is not really in my nature to get too verbal." Poll Will Joe Root score a century in the Ashes series? ‘Rohit Sharma wouldn't have been in XI without captaincy': Irfan Pathan says he was compelled to support star batter in Sydney Test interview
Former India all-rounder Irfan Pathan did not mince words as he said that Rohit Sharma would have struggled to make the Test XI in the second-half of the 2024 calendar year without the captaincy tag. Recalling Rohit's decision to opt out of the final Test of the Border-Gavaskar Trophy in Sydney in January this year after averaging an abysmally low 6.20 across three matches on the tour, Pathan said that he was compelled to support his ex-India teammate in an interview during the match. 'Rohit Sharma is an amazing player in white-ball cricket, but his average in Test cricket that year was 6, so we said that if he was not the captain, he would not have had a place in the team, and this is true,' Pathan said in a teaser video released by Lallantop on Wednesday. 'It was difficult for me to take this decision but if everything is put in front of us, then this decision was sensible, and I will not think too much ahead. What the team needed at this time, this was the only thought, and there was no other thought apart from that,' Rohit added. 'People say that we supported Rohit Sharma more than necessary. Of course, when someone comes to interview on your broadcasting channel, you will not misbehave with them, right? You have invited him, so you will behave politely. When Rohit came to interview, we were, of course, polite, and we had to show that, because he was our guest. So that was connected and said we were supporting him, but it was we who said…we had said that he should keep fighting, but that said, he should not have had a place in the playing XI. If he was not the captain of the team, he would have been dropped,' Pathan said. Rohit returned to form in white-ball cricket and led India to the Champions Trophy title in March before calling it quits from the longest format in May during the IPL 2025 season.
