Sabah reps clash over steel mega project controversy
The clash was sparked by the ongoing controversy surrounding a RM31bil steel investment project by Esteel Enterprise Sabah Sdn Bhd.
During Question Time, Calvin Chong (Warisan-Elopura) suddenly interjected in Hakka, repeatedly asking 'Ngai cho coi lai hang?' ('Where did I go wrong?'), after state Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe (DAP-Luyang) accused him of failing to submit a formal question about the project to the assembly.
Phoong, the Sabah DAP chairman, accused Chong of not submitting a formal question to the assembly, but instead had chosen to 'make noise' outside the House.
The heated exchange over the Esteel Enterprise project in Sipitang's Oil and Gas Industrial Park reflected escalating political tensions as the state assembly nears the end of its five-year term on Nov 11.
Chong lodged a police report on the project last month, alleging failure in the implementation of the project.
Despite repeated calls by Speaker Datuk Seri Kadzim Yahya for both assemblymen to sit down, the shouting match continued until he moved on to the next question.
The Sabah assembly also passed a whopping RM1.86bil in additional funding to address longstanding issues related to water supply and road infrastructure under the 2025 Supplementary Supply Bill tabled by Finance Minister Datuk Seri Masidi Manjun.
Masidi said the extra money of RM523.5mil was for solving the state's persistent water and road problems while the remaining RM600mil was for statutory fund contributions, RM204mil for administrative expenses, RM195mil for operational needs and RM84mil for domestic grants.
In winding up the debates, Masidi said that all allocations under the Supplementary Bill were accounted for, and would benefit the people and help finance infrastructure development plans.
State Opposition leader Datuk Seri Mohd Shafie Apdal (Warisan-Senallang) questioned the need for such a high supplementary budget as the state had already approved RM6.7bil for Sabah Budget 2025.
He said that Sabah's total spending was almost RM8bil this year, yet there had been little tangible returns for the rakyat.
'We are spending billions but how much revenue are we actually generating?
'With this scale of spending, I believe Sabah is now facing a serious deficit,' he said when debating the Supplementary Bill.
'We will do a full audit to find out where the money was used,' he added.
Mohd Shafie added that every sen of public funds spent must see measurable outcomes, such as job creation and income generation or directly solve issues affecting people's daily lives, particularly the persistent water and electricity problems in rural areas.
'The people don't want luxury, they just want basic necessities like water to drink and shower with, and use the toilet,' he said.
The assembly sitting continues today.

Chong seeks urgent parliamentary debate on Batu Kawa stone-throwing incidents
Chong Chieng Jen KUCHING (July 23): Stampin MP Chong Chieng Jen has submitted an emergency motion to the Dewan Rakyat, seeking an urgent parliamentary debate over repeated stone-throwing incidents along Jalan Batu Kawa here, which have endangered road users over the past six months. Chong, who is DAP Sarawak chairman, said the motion was submitted to the Speaker of the Dewan Rakyat pursuant to Standing Order 18 of the Parliament. He revealed the Speaker will decide on Thursday whether the motion will be debated in the House or the Second Chamber, or rejected. 'With the matter now brought to the attention of the Parliament and the federal government, I hope that the matter can be resolved and the true culprit identified and arrested soonest possible,' he said in a statement yesterday. According to Chong, the motion mentioned, amongst others things, that unknown person(s) riding motorcycles, have on numerous occasions, thrown stones at oncoming cars at Jalan Batu Kawa, breaking their windscreens. Despite the police setting up roadblocks and the local council installing closed-circuit television (CCTV) cameras along the affected stretch, he said the culprit continues to evade arrest, and the stone-throwing persists. He added that the issue has gone viral and is widely reported on social media, revealing the incompetence on the part of the government to protect safety of its citizens. 'More importantly, road users are now in constant anxiety when travelling up and down that stretch of the road, fearing that at any moment a stone will smash through their windscreen when they are driving on the road. 'This is a specific matter that affects public interest and ought to be dealt with urgently before some lives is lost due to such criminal and irresponsible act,' he said.

Both Warisan, KDM conspired with Umno: GRS

'The GRS government is now moving forward much like Sarawak's GPS government, which is formed by local parties representing all communities. This is the best model for Sabah. Advertisement 'If we look at Sarawak, the Parti Pesaka Bumiputera Bersatu (PBB) holds a clear majority but still chooses to work together with other parties to jointly develop Sarawak's socio-economy — not go it alone,' he said. Joniston, who is also the Information Chief for both GRS and Parti Bersatu Sabah (PBS), said this during the Papawantai Taasok Ceremony and Community Leaders' Gathering with the People of Mukim Lembah, Saturday. Commenting on the recent announcements by Warisan and Parti Kesejahteraan Demokratik Masyarakat (PKDM) to contest solo, Joniston described it as a political tactic that reflects a direction inconsistent with the aspirations of the people of Sabah. 'We do not deny any party's right to contest on its own, but ultimately, the people will judge by the outcomes — and stability can only be achieved when local parties choose collaboration over competition. 'If they are truly advocating for mature politics, that must be accompanied by a willingness to cooperate and compromise... not by acting alone and disregarding collective strength,' he said. Joniston also reminded the public that Warisan and PKDM had previously colluded with Umno in an attempt to overthrow the government led by Datuk Seri Hajiji Haji Noor — a move he said clearly prioritized personal political interests over state stability. 'Such actions do not reflect leadership that puts the people first. Instead, they undermine public confidence and disrupt focus on development efforts,' he said. Joniston said the GRS administration under Hajiji's leadership has proven that a coalition of local parties can function effectively, achieving significant milestones such as boosting the state's financial reserves and implementing various welfare initiatives. In the Kiulu constituency, he said rural development continues to advance under the Sabah Maju Jaya (SMJ) development blueprint, including agricultural road upgrades to improve access to farms and remote villages. 'We acknowledge there is still a lot of work to be done, and we do not deny the existence of challenges such as water, electricity, and infrastructure. But we take full responsibility and will keep moving forward,' he stated. Maybank issues Southeast Asia's first sustainability-linked loan to MNC
KUALA LUMPUR: Malayan Banking Bhd (Maybank) has become the first commercial bank in Malaysia and Southeast Asia to issue a sustainability-linked loan (SLL) amounting to US$150 million to Austria Technologie & Systemtechnik Malaysia (AT&S Malaysia). The landmark transaction marks the first such facility by a local lender to a multinational company in Malaysia's semiconductor sector, Maybank said in a joint statement with ATS recently. "This deal follows a US$250 million loan provided to AT&S Malaysia by International Finance Corporation (IFC) in March 2025 and concludes the parallel loan arranged by IFC under the same agreement," it said. The financing will support the development of AT&S' first high-end IC substrate plant in Kulim Hi-Tech Park, Malaysia. This will include state-of-the-art equipment and closed-loop recycling systems, adhering to AT&S' comprehensive sustainable energy framework. The companies said the facility will produce advanced IC substrates, essential components to meet surging demand for high-performance data processors, data centres, and AI infrastructure. "With over US$1 billion committed to Malaysia, this represents AT&S Group's largest initial investment," they added. The targets attached to the SLL include reducing annual greenhouse gas emissions by 31 per cent by March 31, 2028, using fiscal year 2022 as the baseline. Maybank global banking group chief executive officer Datuk John Chong said the financing aligns with its strategic focus on the semiconductor ecosystem in Southeast Asia. Chong said the SLL structure also strengthens the group's commitment to mobilising sustainable finance and powering the region's green transition. "This transaction is also a reaffirmation of our growing collaboration with the International Finance Corporation," he added. From 2021 to the end of the first quarter of 2025, Maybank mobilised RM125.46 billion in sustainable finance across Asean, surpassing its RM80 billion target by this year.
