Hajiji: Civil servants must embody MADANI core values

The Sun09-05-2025

KOTA KINABALU: Civil servants must fully embrace the values behind the MADANI concept - Sustainability, Prosperity, Innovation, Respect, Trust and Compassion, and not treat them as mere slogans, said Chief Minister Datuk Seri Hajiji Noor.
He stressed that these principles should be reflected in the behaviour and work culture of civil servants.
'Civil servants are the backbone of the state's development and play a key role in implementing government policies. That's why their actions must be guided by integrity, efficiency and a strong sense of responsibility,' he said.
'The public is watching us. Our behaviour, words and how we treat the people reflect the government's service delivery today,' Hajiji said at the Jelajah Taat Setia MADANI Programme held at the Sabah International Convention Centre (SICC) today.
Also present was Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
Hajiji urged all 21,989 state civil servants and 126,677 federal civil servants in Sabah to act as facilitators, helping to communicate government policies and implement its initiatives effectively.
He reminded them that it is their duty to ensure people understand that the government is not just planning, but actively carrying out many development programmes to improve the well-being of Sabah and its people.
The Chief Minister also reaffirmed his commitment to strengthen public service delivery and ensure that development benefits reach all levels of society under the Malaysia MADANI approach.
He said Sabah now has 219 MADANI Communities established with RM657,000 in funding, along with the Ehsan@KUSKOP initiative in three target districts - Kota Belud, Kota Marudu and Kudat, and various forums and education programmes to help people better understand the MADANI concept.
Hajiji also called on all Sabahans to put aside political differences and work together to strengthen unity for the good of the state.
'Political stability is the key to prosperity. Let us move forward together in the spirit of solidarity, prioritising unity, and renewing our commitment to building a brighter future for Sabah,' he said.

PKR's leave to appeal bid in Zuraida's bond payment case set for hearing on June 24

PUTRAJAYA: The Federal Court will hear on June 24 an application by Parti Keadilan Rakyat (PKR) to seek leave to appeal against a Court of Appeal's decision which reduced the bond payment to be made by the party's former vice-president, Datuk Zuraida Kamaruddin, in a breach of party bond case. PKR's lawyer, Navpreet Singh, when contacted, told Bernama that the hearing will proceed via online proceedings. "A final case management was held before the Federal Court deputy registrar Husna Dzulkifly today, he said, adding that all parties have updated the court pertaining to compliance with pre-hearing directives relating to their submissions. The case revolves around a civil suit filed by former PKR secretary-general Datuk Saifuddin Nasution Ismail, on behalf of the party, claiming that Zuraida, who was then the Ampang member of parliament, had breached the bond she had signed. The terms of the bond, among others, required Zuraida to pay PKR RM10 million within seven days of winning an election on the PKR ticket, should she resign from the party, join another political party, or become an independent representative. In June 2023, the High Court ruled in favour of the party and ordered Zuraida to pay the RM10 million, with the court finding the bond to be valid and enforceable. However, in December last year, the Court of Appeal agreed with the High Court that there was a breach of bond but reduced the bond amount to RM100,000, citing that the RM10 million is not a reasonable amount of compensation. This prompted PKR to file a leave to appeal. In her defence, Zuraida contended that she was forced to sign the bond with the party to be able to stand for election as a candidate in the 14th General Election (GE14) in 2018. The Federal Court will now decide whether PKR can proceed with its appeal against the Court of Appeal's decision. In civil cases, litigants must obtain leave before they can proceed with their appeals in the Federal Court.

ASEAN Higher Education Ministers' Roundtable in Langkawi on June 19

PUTRAJAYA: The ASEAN Higher Education Ministers' Roundtable: Envisioning the Next Decade and Beyond will be held in Langkawi on June 19, and is expected to outline a new direction for regional higher education, said Higher Education Minister Datuk Seri Dr Zambry Abdul Kadir. He said the roundtable would be one of the main events under the ASEAN Ministers of Education and Higher Education Roundtables (#EduRoundtables2025) and Events, which will take place on the resort island from June 17 to 19. 'This event will see the participation of education and higher education ministers from ASEAN member states and Timor Leste, as well as senior representatives from Myanmar and the ASEAN Secretariat,' he said during a briefing with editors-in-chief at the Ministry of Higher Education (MOHE) here today. He said one of the key outcomes of the meeting would be the ASEAN Leaders' Declaration on Higher Education: Towards an Inclusive, Sustainable and Prosperous ASEAN, which would serve as a foundational document or new blueprint to strengthen higher education in the region over the next decade. Zambry said the new declaration would renew and reinforce the Kuala Lumpur Declaration on Higher Education adopted at the 27th ASEAN Summit on Nov 21, 2015. He added that the ASEAN Senior Officials' Meeting on Education (SOM-ED) held on Feb 14 had also endorsed the implementation of the ASEAN Global Exchange Mobility and Scholarship (ASEAN-GEMS) initiative proposed by Malaysia through Education Malaysia Global Services (EMGS). 'This proposal involves the implementation of an Intra-ASEAN Scholarship Programme that facilitates smoother student exchanges among ASEAN countries, free from mobility restrictions, while also providing students with exposure to diplomacy and culture,' he said. Zambry also noted that the 8th Meeting of the ASEAN Working Group on Higher Education Mobility (AWGHEM) had agreed to place both initiatives on the main agenda of the upcoming roundtable in Langkawi. Separately, he said that in conjunction with the MADANI Rakyat 2025 programme to be held at Lumut Waterfront, Perak, from June 13 to 15, with the theme Higher Education as the Driver of a MADANI Nation, the ministry will highlight the role of higher education in advancing the MADANI national agenda. The programme is scheduled to be officiated by Prime Minister Datuk Seri Anwar Ibrahim and will feature various activities involving universities, polytechnics and community colleges. Commenting on Malaysia's role as ASEAN Chair this year, Zambry said MOHE had taken a strategic approach by convening two ministerial meetings — one involving education ministers and the other focusing specifically on higher education. 'In this engagement, we want Malaysia to be the heart of ASEAN higher education excellence by strengthening regional collaboration, including through the empowerment of teaching personnel in areas such as artificial intelligence and the latest technologies,' he said.
