
UDF spotlights court's observation that a ‘superpower authority' controlled Vigilance as an indictment of CMO
Leader of the Opposition V.D. Satheesan stated that the clique operated beyond the pale of law and legislative scrutiny.
Mr. Satheesan said the court had shone a light on how the coterie controlled the police, including the VACB. He highlighted the court's observations in the high-profile case.
Inquiry Commissioner and Special Judge A. Manoj had written that the 'court cannot believe that the officers of the Vigilance department and the superpower authority controlling them' violated the Supreme Court's stricture on investigating official corruption.
Mr. Satheesan also seized upon a damning observation of the court to criticise the CMO. The court stated that the 'facts of the case suggest that there is an invisible penetration by someone into the inquiry that leads to the preparation of a report favourable to the suspect, who holds a high position in the Police department. The inquiry report is a subservient report prepared for those who need reports like the present one.'
The judge flagged an 'apparent attempt' at the inquiry's outset to supersede the statutory provisions of the Vigilance Manual and Supreme Court judgments, including the establishing Lalithakumari case.
The judge wrote that the investigation officer juggled facts and statements to absolve the accused officer of the alleged crime of disproportionate assets accumulation.
Mr. Satheesan said the court's decision to conduct an inquiry on its own was an indictment of the Left Department Front (LDF) and its Home and Vigilance departments. He stated the court had signalled an evident lack of trust in the VACB governed by Chief Minister Pinarayi Vijayan.
Mr. Satheesan alleged that the VACB's clean chit to Mr. Ajith Kumar was a quid pro quo for the ranking officer acting as the Communist Party of India (Marxist) [CPI(M)]'s secret emissary to the Rashtriya Swayamsevak Sangh. He alleged that Mr. Vijayan had protected the officer, despite him holding secret parleys with the RSS' national leadership.

Shinde and BJP: The saga continues
Even after deputy chief minister Eknath Shinde's trip to Delhi where he met prime minister Narendra Modi and union home minister Amit Shah, things don't seem to have gotten much better for him. Shinde skipped not just Tuesday's cabinet meeting but even a dinner hosted by chief minister Devendra Fadnavis on Wednesday night for various dignitaries on the occasion of Independence Day. Shinde and BJP: The saga continues Soon after Shinde returned from Delhi, the Enforcement Directorate (ED) arrested Anil Pawar, former commissioner of Vasai-Virar City Municipal Corporation, who happens to be a relative of Shinde's party colleague and education minister Dada Bhuse. Pawar had been posted in Vasai-Virar civic body by Shinde, who heads the urban development department. The decisions taken by Pawar are now being probed by the ED. Shinde's ministers, Bharat Gogawale and Dada Bhuse, were unhappy over the guardian minister issue. Gogawale even skipped the cabinet meeting because he was not given the opportunity to hoist the flag in Raigad on Independence day. The tussle between Shinde's party and local BJP leaders also continues. Last week, two senior BJP leaders from Thane district trained their guns on Shinde. Forest minister Ganesh Naik, who has a long standing feud with Shinde, publicly said that Shinde the latter won a lottery (in the form of power) but he should be able to retain it. Another BJP MLA Kisan Kathore (also from Thane district) indirectly sought a probe regarding corruption in Badlapur civic body, which was ruled by Shinde's party. Where will this bitter tussle between Shinde and the BJP lead? Everybody in Mahayuti wants to know. When Ajit met Jayant Former state NCP (SP) chief Jayant Patil did not mince his words when he got a chance to taunt bete noire, Ajit Pawar at a function to inaugurate an auditorium of an educational institute in Sangli. Speaking at the function where Pawar was sitting on the dais, Patil said that he comes from Walwa in Sangli where people don't bow down to anyone and do not resort to betrayal. Responding to Patil, a visibly unhappy Pawar said he had always chosen not to criticise the latter on a public platform. He also insisted that he had taken a decision which he thought was right. Pawar and Patil were bitter rivals in the undivided NCP. Ajit Pawar wanted to remove Patil as state NCP president, which was turned down by NCP chief Sharad Pawar. While the junior Pawar split the party to join the government with BJP, Patil remained loyal to senior Pawar. CM's guardian ministership headache Chief minister Devendra Fadnavis has not yet been able to resolve the dispute over the guardian ministership of Raigad and Nashik districts. In January, when the guardian ministers were appointed for each district in the state, Fadnavis selected his party colleague Girish Mahajan for Nashik and NCP's Aditi Tatkare for Raigad. The Shinde-led Shiv Sena objected to both the appointments following which he put them on hold. The issue which has not been resolved yet, was back to haunt Fadnavis last week as guardian ministers were deputed to hoist the flag for Independence Day. Since the two disputed districts did not have any guardian ministers, Tatkare and Mahajan were asked to do the honours by Fadnavis. Shinde's minister Bharat Gogawale, who has staked claim to the post of Raigad guardian minister publicly expressed his anguish over the same. NCP minister Chhagan Bhujbal also made his unhappiness known over Mahajan hoisting the flag in Nashik. Bhujbal and Sena minister Dada Bhuse have staked claim on the post in Nashik. The issue over Raigad doesn't seem to have been resolved even after Shinde and state NCP chief Sunil Tatkare held a meeting in Delhi a few days ago. Bharne's travel trouble NCP minister Dattatraya Bharne who was handed the agriculture portfolio after it was withdrawn from the controversial Manikrao Kokate, is not exactly excited with the frequent travel he has to undertake due to the new responsibility. Speaking at a function in his constituency, Bharne, pointed out that he was travelling for two-three days in a row and he remarked that his earlier portfolio of sports and minority welfare had no such hassles. He then quickly added that he was not complaining about his new portfolio but just pointing out that he has been travelling frequently. Since he has taken the responsibility, he would do what needs to be done, he insisted. His last sentence was probably meant for his boss, deputy chief minister Ajit Pawar who had removed Kokate following the online rummy controversy a fortnight ago and warned all ministers to watch what they say.

‘We will do anything to save stray dogs': Protesters urge authorities to step up sterilisation in Delhi
Around 300 protesters from Delhi and nearby areas protested amid heavy police barricading on the road in front of Ramlila Maidan on Sunday against the Supreme Court's August 11 directive on relocation of dogs of Delhi-NCR to shelters. The top court's intervention came just days after the directive by a two-judge bench sparked massive outrage. The protesters, who alleged that permission to hold demonstrations inside the ground was cancelled at the last moment, marched till the 108-foot Hanuman statue in Karol Bagh after protesting for over two hours. Police personnel stationed in the area, however, claimed that multiple applications had been received, but not a single permission was granted. 'Yesterday, we received multiple calls from police officers who told us that we could protest and that we would be provided security, but when we arrived today (Sunday), they denied permission,' says Rishi Sharma, founder of Bharat Mata Rescue Animal Trust. Ashima Sharma (50), an animal feeder and caregiver, claimed that people want to work with the authorities, but they do not respond. 'We call the Municipal Corporation of Delhi to urge officials to pick up dogs for sterilisation, but they do not respond. If they do, they say: 'The driver is on leave'. But now, they are picking dogs during the night. How?' Another dog feeder from Shahdara's Ashok Nagar, Suraj Chaudhary (46), said that he has got 22 stray dogs sterilised. He has fed them and taken care of their medical bills for 27 years now. 'We will do anything to save our dogs, but I won't let even one dog get picked up from my colony. They are my family,' he said, adding that he was ready to cooperate with the authorities. During Sunday's protest, people also held placards. Some read: 'Stop relocation, start vaccination and sterilisation,' 'Awareness of rabies is needed, not elimination of an entire species,' 'Have compassion for living creatures'. Some protesters used megaphones to raise slogans like: 'Speak with us, CM Rekha Gupta,' 'No dog, no vote'. Sheila Devi in her forties from Gol Market who feeds 8 stray dogs hails the apex court decision as wrong. 'They should follow the ABC rule rather than mass relocating them. They bite only when they are hungry or somebody teases them.' Soon she is interrupted by another protester who says why not videos of puppies being thrown into drains are getting viral, citing they are also kids. 'There is no clue of any shelter, which place, at least tell us where you all are taking them?' she asks. Ambika Shukla, Trustee of People from Animals says dogs have co- existed along with humans. ' 'These dogs have existed here in many areas and lived here even before these colonies were built. Now that people have moved in, the same dogs are suddenly seen as a nuisance — why should they be gotten rid of ?' she questions adding that a dog bites in a state of fear as proven by animal behavioural experts. Shukla adds, 'If the world's apex body WHO clearly states that ABC method is the only proven way to curb dog populations, bites and rabies, why ignore the experts and impose our own uninformed views?' adding that the problem lies in poor implementation of the existing policies. She says that the authorities need to rope in the community feeders, 'the feeder knows every dog. Come and stand at the start of a gully, the feeder can bring every dog. This is more systematic, and efficient. The feeders are an asset, not an adversary,' she says, adding that every dog bite needs to be assessed before categorising it as a case of dog bite.

During his tenure as BJP's state unit chief, he carried out a 19,000 km yatra.
