Police question parents of 2 victims of Harni boat tragedy for ‘disrupting' Gujarat CM's inauguration of development works

The Vadodara city police on Friday whisked away and temporarily detained the mothers of two victims of the January 2024 Harni boat tragedy at the Pandit Deendayal Upadhyay Nagar Gruh, where Chief Minister Bhupendra Patel was inaugurating development works of the Vadodara Municipal Corporation (VMC).
The two mothers, who disrupted the event, were later granted an audience with the Chief Minister after the function ended and were 'let off'.
Police detained the parents of Roshni Shinde and Vishwa Nizama — two of the 12 students who died in the boat capsize on January 18, 2024 — after the women refused to sit down when asked by the Chief Minister.
The incident took place while Patel was addressing the gathering during his visit to Vadodara to inspect the Vishwamitri River rejuvenation project and inaugurate VMC works worth Rs 1,156 crore.
Sarla Shinde and Sandhya Nizama stood up and said that 'no justice had been given to the families even after 450 days of the tragedy.'
From the dais, Patel requested the women to sit and meet him after the event.
The women claimed they had been denied a meeting with the CM since the day of the incident.
Responding, Patel said, 'It cannot be… Everyone is allowed to come to the CMO and make petitions. If you have come with a special agenda, this is not the way… remain seated, we will meet later.'
When the women continued speaking despite police trying to make them sit, Patel said, 'They are here with a special agenda, they need not be paid attention to.' They were then removed from the venue and detained until the event concluded, after which the CM met them.
Addressing the gathering, Patel said, 'Representations must be made in a civil manner… Every Monday, people are welcome to come to the CMO and make representations… When a programme is on, interrupting to make a petition is not befitting of civilised society. We must get out of this mindset…'
He added, 'Despite such incidents, the passion for people's development should not be broken. We are always working… I even say that news reports appearing in the media, if they are negative, must be checked because it is true that there could be lapses… We are willing to rectify our errors, verify media reports and work on the issues highlighted. I have already instructed everyone on this…'
Commissioner of Police Narasimha Komar said that the couples had not been formally detained after being whisked away, but a senior city police official said the two women and their husbands were questioned to 'ascertain their motive' for disrupting the CM's speech. The officer said, 'We conducted a simple inquiry into the incident to understand if they had arrived at the venue on their own or were provoked… They have not been booked under any charges and were let off after meeting the CM.'
However, Advocate Hitesh Gupta, who has been representing the 14 victims of the Harni boat tragedy in Vadodara, arrived at the Vadodara Crime Branch office, stating that the couples were in continued detention.
Gupta said, 'It is unfortunate and a mockery of justice that victims of a tragedy have been detained by the police to find out who provoked them to ask questions to the Chief Minister… We challenge them to come out in the public and engage in a dialogue with us, where we will put forth documents to show how there has been corruption in the Harni lake redevelopment that led to the tragedy. If we are proven wrong, we will apologise in public but if the government is proven wrong, they will have to tender unconditional apology to the people… When there is a public programme that is open to all, why can't victims be present at such a government event to raise questions?'
Kalpesh Nizama, father of Vishwa Nizama, said, 'What wrong did my wife do by raising questions about justice and the work of the government when the CM was speaking about how everything is in order under the Prime Ministership of Narendra Modi … Are we terrorists or criminals that the police dragged out both women, including my wife, and kept us under detention and watch, questioning our intention? We have lost our children, what justice has this government done? Not a single official of the VMC, who was responsible for allowing the illegal boat operations, has been booked. All the accused are out on bail… Do they understand the anguish with which we are living each day remembering our innocent children?'

During the campaign, a total of 4,189 e-challans were issued, and fines amounting to Rs 41,89,000 were collected, underscoring the severity of the problem. Police took strict action against offenders, seizing and crushing thousands of silencers that mimic firecracker sounds under a road roller to prevent their reuse. In cases where fines remained unpaid, court notices were issued directly to the vehicle owners. Under the Motor Vehicles Act 198, vehicle modifications that violate regulations attract a minimum fine of Rs 1000, and in some cases, criminal charges are filed. What Makes The Danger Worse The noise from such silencers is not just irritating but also harmful to health. Constant exposure puts strain on the ears, with the elderly and children most affected. The risk of accidents rises sharply when riders combine these silencers with stunts or high-speed turns. Such bikes are often seen in large numbers during festival rallies, where the deafening noise troubles citizens and causes other drivers to lose balance on the road. Noisy bikes tearing through busy Mumbai areas late at night or early in the morning are instantly recognizable. They cause disturbed sleep, distract students, and add to the discomfort of patients. The problem is felt most acutely in sensitive zones such as hospitals, schools, and residential colonies. Ongoing Police Crackdown The Mumbai Police continue to act against violators, with no exemptions for those using such silencers for style or hobby. The police have indicated plans to intensify their efforts in the future. What Citizens Can Do Citizens are encouraged to report sightings of two-wheelers with 'firecracker' silencers to the traffic police and adhere to vehicle regulations themselves. The government is considering a reduction in the Goods and Services Tax (GST) on small cars. At present, these vehicles attract 28% GST along with an additional 1% cess. Under the new proposal, cars under four meters in length with engines up to 1,200 cc (petrol, CNG, or LPG) may be taxed at just 18% GST. This can bring down prices of small cars. Relief For Car Buyers On GST? Tax rates on larger cars and SUVs may also be lowered, though they will remain expensive. A 'special rate' of 40% has been proposed for these vehicles. Currently, combined GST and cess push their tax burden to between 43% and 50%. Meanwhile, electric vehicles are expected to continue with just 5% GST. 40% Special Rate Likely For Large Cars According to reports, the government may restructure GST into just three key slabs 5%, 18%, and a special category. While the 12% and 28% brackets may be removed, a 40% rate could remain for certain categories like luxury cars and large SUVs. Essential goods would continue under the 5% bracket, while most industrial and consumer goods may fall into the 18% category. For example, products like white goods (refrigerators, washing machines, etc.) currently taxed at 28% may shift down to 18%, potentially reducing their market prices. Small Car Prices Could Drop By 12% Industry experts suggest that if GST is cut by 11%, the ex-showroom prices of small cars could fall by nearly 12 – 12.5% and reduce Rs 20,000–25,000. It give a major boost for consumers. The tax cut will also benefit the entry-level car segment, where demand has been weak. However, compact SUVs like Hyundai Exter and Tata Punch (under four meters) may not see as big an impact since their popularity has been rising despite higher taxes. PM Modi Hints Diwali Surprise Modi had announced the proposal to reform the GST law in his Independence Day speech on August 15 from the ramparts of the Red Fort. 'For us, reform signifies the advancement of good governance, which is why we place a strong emphasis on continuous improvement. In the near future, we are set to implement reforms aimed at making life and business operations smoother and more convenient. 'As part of this vision, next-generation reforms will be introduced under the GST framework. This Diwali, these GST reforms will bring a double bonus to the people, enhancing their celebrations,' he said.

New Delhi: The high court of Bombay at Goa has declared the arrest of an elected councillor of a local body for being an alleged member of the Popular Front of India (PFI) as 'unlawful'. The high court ruled that a mere apprehension that a person may indulge in illegal activities in the future is insufficient ground to justify the arrest under section 151 of the Code of Criminal Procedure (CrPC), reported Indian Express. Sarfaraz Sayyad, the petitioner in the case, who is a municipal councillor from Valpoi Municipal Council was arrested on September 29, 2022, along with three other people, by the Goa Police who invoked section 151 of CrPC on the premise that he is a member of the PFI. Two days before the arrest of Sayyad, the Union government had declared the PFI and its affiliates as 'Unlawful Association' under the Unlawful Activities (Prevention) Act (UAPA). Following the arrest, the court had order their release on a personal bond of Rs 1 lakh each and a surety residing within the local limits of Valpoi police station of Rs 1 lakh. Sayyad had challenged this order. A division bench of Justices Bharati Dangre and Nivedita P. Mehta said in an order passed on August 11 that the police did not place sufficient material before the magistrate. The police had just stated that the PFI was declared as an Unlawful Association under the UAPA and it was suspected that the members of PFI are likely to indulge in activities, which were likely to disturb the peace in the locality. 'No other specific material was placed before the Magistrate regarding the design or intention to indulge in any cognisable offence, which could not have been prevented unless and until he was arrested. The mere apprehension that the person may indulge in illegal activities in future and there is a possibility of breach of peace in the locality or commission of any cognisable offence, according to us, is not sufficient ground which would justify exercise of this power,' the court said, reported Indian Express. The court added that the power conferred on the police officer necessarily must be discharged with accountability and responsibility. 'We do not find any material in that regard as we have noted that except expressing an apprehension of likelihood of such activity being committed, with no concrete material establishing the link of the petitioner with the PFI or substantially establishing that he has indulged in activities of the Unlawful Association in the past giving rise to an apprehension that he may indulge into the said activities, upon it being declared an Unlawful Association, is conspicuously absent,' said the court. The court added that the petitioner has a right to contend that his image in the society has been tarnished due to his wrongful arrest despite the absence of any incriminating material justifying the arrest under the said provision. 'When we test the aforesaid arrest in the backdrop of Article 21, i.e. 'right to life and liberty', which has considered a right to reputation as a cherished right and an important facet of Article 21 of the Constitution of India, as the term 'life' is of wider amplitude and necessarily convey, life with dignity and involve reputation of a person, with the petitioner being enjoying a position in the society, he definitely has a right to contend that his image in the society has been tarnished on account of the action of his wrongful arrest without sufficiency of the material justifying such an arrest under Section 151 of the CrPC,' the court said. The high court ruled that the arrest of the petitioner is 'liable to be declared as unlawful' and granted him liberty to seek compensation before an appropriate forum.
