UP govt to invest ₹700 cr in EV manufacturing hub in Kanpur

The Uttar Pradesh government on Monday announced plans to develop Kanpur into a major electric vehicle (EV) manufacturing hub with a proposed investment of ₹700 crore under the Kanpur Metropolitan Development Vision - 2030, PTI reports.
The Uttar Pradesh State Industrial Development Authority (UPSIDA) will set up a state-of-the-art EV park across 500 acres near Bhimsen, strategically located along the Dedicated Freight Corridor (DFC). The project will be implemented under the Public-Private Partnership (PPP) model, the government said in an official statement.
'The initiative aims to position Kanpur as a key player in India's EV ecosystem by bolstering the local supply chain and encouraging indigenous manufacturing,' the statement added.
What does it include?
The upcoming park will host units for manufacturing electric motors, chassis, steel components, and lithium-ion cells. It will also include facilities for assembling batteries, chargers, controllers, and other electronic parts critical to EV production.
A dedicated research and development (R&D) centre will be a core component of the project, with a focus on driving innovation and supporting the development of advanced EV technologies. The centre is expected to contribute to both regional growth and global EV advancements.
To further support the ecosystem, the state is also developing an integrated EV components cluster within the park, aimed at enabling small and medium enterprises (SMEs), startups, and local entrepreneurs to actively participate in the EV value chain.
Officials noted that the park's proximity to the DFC will offer a logistical edge, enhancing connectivity for the transportation of raw materials and finished goods through robust rail and road networks.
The government expects the project to create significant employment opportunities, boost local entrepreneurship, and contribute to Uttar Pradesh's overall economic growth.

Union Minister for Road Transport and Highways, Nitin Gadkari, on Monday said that bioenergy has the potential to replace up to 50 per cent of India's fossil fuel consumption within five years. Speaking at the 'Bhoomipujan' ceremony of the Indian School for Design of Automobiles, Gadkari highlighted the growing concerns around air pollution, attributing 40per cent of it to emissions from the transport sector. 'Air pollution has become a serious problem due to fossil fuels,' he said, underlining the urgent need to shift to cleaner fuel alternatives. Alternative Fuels in Focus India is exploring a broad range of alternative fuels including ethanol, flex-fuel engines, methanol, biodiesel, bio-LNG, CNG, electric, and hydrogen. Ethanol is already being blended up to 20per cent in petrol, he said, adding that further diversification is key to energy security. 'With an import bill of ₹22 lakh crore for fossil fuels, the shift to bioenergy is not only environmentally essential but economically strategic,' the minister emphasized. Call for R&D in Auto Sector Gadkari urged the automobile industry to ramp up innovation in fuel and automotive engineering. 'There is huge potential for new research. We must protect our ecology and move towards the Prime Minister's vision of making India a carbon-neutral nation,' he said. Auto Industry's Economic Role Highlighted The minister lauded the domestic automobile sector as a vital pillar of the Indian economy. 'This is the industry with the highest exports — ₹3 lakh crore — and it has already created 4.5 crore jobs,' Gadkari said. He noted that companies like Bajaj, TVS, and Hero export up to 50per cent of their production, highlighting India's growing global footprint in the two-wheeler segment. Concluding his address, Gadkari expressed optimism about the future of India's auto industry, citing the convergence of innovation, sustainability, and economic growth. 'The future of the automobile industry is very good. We are on the cusp of a transformation,' he said.

Markets watchdog Sebi's board is likely to discuss a series of regulatory reforms during its upcoming meeting on Wednesday. Several of these proposals have already been floated for public consultation, indicating a broader push towards refining the regulatory landscape. This would mark the second board meeting under the chairmanship of Tuhin Kanta Pandey , who assumed office on March 1. One of the key agenda items is the simplification of rules and regulatory compliance for Foreign Portfolio Investors (FPIs) investing exclusively in Indian Government Bonds (IGBs) through the Voluntary Retention Route (VRR) and the Fully Accessible Route (FAR). This move is aimed at attracting more long-term bond investors to the Indian market, people aware of the development said. Currently, foreign investors can invest in Indian debt through three routes-- General, VRR, and FAR. The VRR and FAR routes are comparatively liberal, as they allow investments without many of the restrictions, such as security-wise or concentration limits that apply under the General route. Live Events To further streamline this, Sebi proposed creating a new FPI category, IGB-FPIs, focused solely on government bond investments, according to the consultation paper issued last month. Under this, the regulator recommended easing registration and other compliance requirements for these entities. Notably, Sebi suggested that IGB-FPIs should be exempt from disclosing investor group details, since bond investments under VRR and FAR are not subject to such caps. Typically, FPIs are required to disclose their group structures for monitoring investment limits, but this requirement may no longer apply to IGB-focused investors. In addition, the board may discuss a proposal to rationalise the content of the placement document of Qualified Institutions Placement (QIP) by prescribing only the relevant information regarding the issue, people aware of the development said. Presently, in QIPs, the issuer is required to disclose the details in the placement document as prescribed under the ICDR (Issue of Capital and Disclosure Requirements) norms. The board of Sebi may review a proposal on providing flexibility to alternative investment funds to offer co-investment opportunities to investors within the AIF structure, they added. Co-investment, in AIF industry parlance, refers to the offering of the investment opportunity to the investors for additional investment in unlisted securities of an investee company, where an AIF is also making or has made the investment. The Financial Action Task Force (FATF) has strongly condemned the 22 April terrorist attack in Pahalgam that claimed 26 lives, stating that such brutal acts are made possible only through the flow of funds between terrorist networks. The statement titled 'Strengthening efforts to combat terrorist financing' read, 'Terrorist attacks kill, maim and inspire fear around the world. The FATF notes with grave concern and condemns the brutal terrorist attack in Pahalgam on 22 April 2025. This, and other recent attacks, could not occur without money and the means to move funds between terrorist supporters.' Indian officials viewed this as a sign of appreciation for New Delhi's efforts to push for Pakistan's return to the FATF grey list. Countries on the grey list face heightened scrutiny and are required to follow an action plan, with their progress reviewed every four months. Failure to show sufficient improvement can result in being moved to the blacklist and subjected to countermeasures. As of now, the countries on the FATF blacklist (formally called the 'Call for Action') are Iran, Myanmar, and North Korea. Earlier, as part of their global outreach programme to highlight India's stance against terrorism following the recent terror attack, all-party delegations raised concerns about Pakistan's financing of terrorism. They advocated for Pakistan's reinstatement on the FATF grey list as a measure to curb such funding. Being grey-listed (formally referred to as 'Other Monitored Jurisdictions') by the FATF restricts a country's access to international financial assistance. Pakistan was placed on the grey list in 2018 and subsequently removed in 2022. The FATF rarely issues condemnations of terrorist attacks; this marks only the third time in the past decade that it has done so. It previously condemned attacks in 2015 and 2019, both considered severe enough to warrant international attention. According to sources cited by PTI, those statements emphasised that such attacks would not go unpunished and noted that they were carried out by Pakistan-trained terrorists. FATF is the global watchdog on terror financing and money laundering. It establishes international standards to combat illegal activities. Founded in 1989 in accordance with the G7 initiative to develop policies to prevent money laundering through the implementation of legal, regulatory, and operational measures, FATF's mandate expanded to encompass terrorism financing in 2001 after the 11 September attacks. Its headquarters are in Paris, France, and it was founded by a group of seven, an intergovernmental political and economic forum, namely Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States. The European Union (EU) is a 'non-enumerated member'. As of 2023, it has 38 member jurisdictions, including India, and two regional organisations, representing most major financial centres worldwide. There are 28 international organisations holding 'FATF Observer' status. These include the International Monetary Fund, the United Nations, along with its six expert groups, the World Bank, and the OECD. All observer organisations have anti-money laundering as one of their key tasks. It has announced that it will soon release a 'comprehensive analysis of terrorist financing', featuring cases submitted by its global network of 200 jurisdictions. 'The FATF has been working for 10 years to help countries stay ahead of terrorist financing risk, for example, relating to abuse of social media, crowdfunding, and virtual assets. To improve this picture, the FATF will soon release a comprehensive analysis of terrorist financing, compiling cases provided by our Global Network. It will also host a webinar to help public and private sectors understand the risks and stay alert to emerging threats,' ANI quoted it as saying. While speaking at the recent No Money for Terror Conference in Munich, FATF President Elisa de Anda Madrazo of Mexico reiterated the significance of global unity. 'No single company, authority, or country can combat this challenge alone. We must be unified against the scourge of global terrorism. Because terrorists need to succeed only once to achieve their goal, while we have to succeed every time to prevent it,' she said, while stressing the collective responsibility to prevent terrorist financing, according to ANI.
