Net profitability is ultimate measure of turnaround for BSNL: Panel on PSUs

The committee on public undertakings has asked Bharat Sanchar Nigam Limited (BSNL) and the ministry of communications to speed up the pace of achieving profitability at the net level, while also ensuring that the target of setting up 100,000 4G sites by June 2025 and subsequent 5G launch are met.
'While BSNL has made progress in operational efficiency and revenue stabilisation, it continues to post substantial net losses. The committee, therefore, strongly recommends that BSNL, with active oversight from DoT, establish a clear and time-bound roadmap to convert its operational gains and positive Ebitda into net profit,' the committee said, adding that the ultimate measure of a successful turnaround was achieving net profitability.
BSNL's revenue from operations has shown a declining trend from ₹22,668 crore in 2017-18 to ₹16,809 crore in 2021-22, with a slight recovery to ₹19,128 crore in 2022-23. However, losses continued with a net loss of ₹8,162 crore in 2022-23.
BSNL had informed the committee that 83,993 4G sites had been deployed as of March 2025, of which 74,521 were live. Another 22,215 4G sites were planned under the expansion phase.
In response to the committee's suggestion of having a clear roadmap for 5G launch, the ministry said that the number four telco by customers was considering non-standalone architecture or NSA as well as standalone architecture or SA, for providing 5G services and had issued a tender for 5G as a service in Delhi zone in December 2024. The decision to change from NSA with upgradation of existing 4G core to 5G SA was taken considering the maturity of 5G related specifications.
The committee suggested that DoT should seek a one-time exemption or a phased implementation plan from the Ministry of Finance, for BSNL employees, since the CPSE did not qualify for the third pay revision guidelines as per Department of Public Enterprises (DPE) guidelines since it was a loss making CPSE since 2009-10.
This was the reason that superannuation contribution was not increased, but the government said that revision of allowances can be examined after revision of pay under 3rd PRC based on affordability.
The committee noted that prolonged stagnation in pay and benefits can severely impact employee morale and motivation, which was counterproductive to BSNL's revival efforts.
As a means to increase customer retention and reduce customer complaints, the committee sought a detailed action plan, including specific timelines and technological upgrades, aimed at proactively reducing complaint volumes and significantly improving the average resolution time to meet higher benchmarks.
The government apprised the committee that monetisation target assigned by Cabinet was ₹ 1,000 crore per year effective from 2026-27 which includes sale of land parcels and rental income, which the telco was aiming to achieve.
'BSNL is having its agreements with all TSPS viz. RJIL, Airtel and Vi. BSNL is further approaching entities like Prasar Bharti and other service providers like ISPs, PMRTS etc. for leasing out the BSNL towers infrastructure for extension of their services and testing new technologies etc. to increase number of leased out towers,' the government said in the response to suggestions for monetisation of assets at a wider level and faster clip.
'BSNL has already signed an agreement for 5G commercials with Reliance Jio and is in process of reaching an agreement with Airtel and Vodafone Idea for extending 5G services through leased towers of BSNL,' the ministry of communications said.

After Doval, Jaishankar heads to Russia next week amid tensions with US, may call on Putin

The two-day visit comes soon after a phone call between Prime Minister Narendra Modi and President Vladimir Putin Friday where both leaders 'reviewed progress in the bilateral agenda, and reaffirmed their commitment to further deepen the Special and Privileged Strategic Partnership between India and Russia', as per an MEA statement. During Jaishankar's visit, which comes on the heels of NSA Ajit Doval's trip to Moscow, he will fine-tune the agenda for President Putin's visit to India, later this year, which comes after a gap of 4 years. New Delhi: External Affairs Minister S. Jaishankar will travel to Russia 20–21 August, to meet his counterpart Sergey Lavrov, as India seeks to reinforce its strategic ties with Moscow amid growing tensions with the US. During the visit, he may call on President Vladimir Putin. The diplomatic flurry follows the imposition of a new round of U.S. tariffs on Indian goods with a 25 percent hike that effectively doubles the existing levy to 50 percent, in response to India's continued purchase of Russian oil. On the day President Donald Trump signed the order, Doval arrived in Moscow, where he held extensive talks with Putin and Russian Security Council Secretary Sergey Shoigu. During his meetings, the NSA expressed gratitude to Russia for its support following the 22 April terrorist attack in Pahalgam, noting that India's 'special and strategic partnership' with Russia holds even greater significance at a time when the world is facing 'a tumultuous situation'. India and Russia have maintained a close strategic partnership for decades, encompassing defence, nuclear energy, and space cooperation. Despite increasing Western scrutiny of Russia's international actions, India has sought to navigate a careful diplomatic course, preserving ties with both the West and Moscow while asserting its independence on the global stage. Post the tariff hike and Trump's tirade on India for buying Russian oil, India had maintained that India-Russia relations stand 'on their own merit and should not be seen from the prism of a third country'. EAM S Jaishankar to visit Russia next week; to hold talks with top leaders

External Affairs Minister S Jaishankar will travel to Moscow next week to hold crucial talks with his Russian counterpart Sergey Lavrov , amid some strain in India 's ties with the US over New Delhi's procurement of crude oil from Russia. Jaishankar's trip to Russia comes days after National Security Advisor (NSA) Ajit Doval travelled to Russia and met President Vladimir Putin and several top-ranking officials. Live Events The external affairs minister is also expected to co-chair the 26th session of the India-Russia Intergovernmental Commission on Trade and Economic, Scientific-Technological and Cultural Cooperation. The Russian delegation at the dialogue is likely to be led by First Deputy Prime Minister Denis Manturov. India's continued energy procurement from Russia is likely to figure in Jaishankar's meetings with Russian leaders in Moscow. US President Donald Trump issued an executive order last week, slapping an additional 25-per cent tariff on Indian goods as a penalty for New Delhi's continued purchase of Russian oil. The additional duties raised the overall tariff on India to 50 per cent. Defending its purchase of Russian crude oil, India has been maintaining that its energy procurement is driven by national interest and market dynamics. India turned to purchasing Russian oil sold at a discount after western countries imposed sanctions on Moscow and shunned its supplies over its invasion of Ukraine in February 2022. Consequently, from a mere 1.7 per cent share in total oil imports in 2019-20, Russia's share increased to 35.1 per cent in 2024-25, and it is now the biggest oil supplier to India. During Jaishankar's visit to Moscow, the two sides are also likely to deliberate on the Ukraine conflict. India has been consistently calling for ending the Russia-Ukraine conflict through dialogue and diplomacy. Prime Minister Narendra Modi travelled to Moscow in July last year and told Putin that a solution to the Ukraine conflict is not possible on the battlefield and peace efforts do not succeed in the midst of bombs and bullets. The next month, Modi visited the Ukrainian capital city of Kyiv and conveyed to President Volodymyr Zelenskyy that both Ukraine and Russia should sit together, without wasting time, to end the war.

TRAI Issues Formal Response To DoTs Back-Reference On Recommendations

New Delhi: The Telecom Regulatory Authority of India (TRAI) has issued its formal response to the Department of Telecommunications (DoT) regarding matters related to the Terms and Conditions of Network Authorisations under the Telecommunications Act, 2023. This follows a back-reference from the DoT, dated July 3, 2025, seeking reconsideration of certain recommendations that TRAI had earlier submitted on February 17, 2025. According to a press release from the Ministry of Communications, the July 3 back-reference was sent under the Telecom Regulatory Authority of India Act, 1997. The DoT indicated that some recommendations might not be accepted as proposed or would require modification, prompting the regulator to revisit its earlier stance. This exchange originates from an initial request on July 26, 2024, when the DoT, under the TRAI Act, asked the regulator to suggest terms and conditions, including applicable fees, for granting authorisations to establish, operate, maintain, or expand telecommunication networks under the 2023 law. An additional request followed on October 17, 2024, asking TRAI to examine authorisation provisions for satellite communication networks under the Telecommunications Act, 2023. After consulting stakeholders and industry representatives, TRAI submitted its detailed recommendations on February 17, 2025. These covered various aspects of network authorisation, aiming to align regulatory requirements with the provisions of the new telecommunications framework. The Ministry of Communications noted that the government's prima facie observations on certain points led to the July back-reference. In its latest reply, TRAI addressed each of these observations and provided clarifications or revised positions where necessary. The regulator's response has now been made publicly available on its official website.
