According to papers released by the National Archives in Kew, west London, Mr Mandelson (as he then was) even enlisted the help of former BBC director general Lord Birt in his campaign to secure another top job.
His efforts were rewarded when Mr Blair appointed him to the plum post of Britain's commissioner on the European Commission in Brussels with responsibility for trade.
Mr Mandelson was forced to quit as Northern Ireland secretary in January 2001 following claims he had helped the controversial Indian businessman Srichand Hinduja secure a UK passport in return for sponsoring the Millennium Dome.
Although an official inquiry cleared him of any impropriety, Mr Blair was reluctant to bring his old friend back into the fold after he had already resigned once before in a scandal over an undeclared home loan from fellow Labour minister Geoffrey Robinson.
In April 2003, however, Lord Birt – who was serving as a senior policy adviser in No 10 – wrote to the prime minister urging him to think again.
'I gather from Peter that you still talk to him regularly – but, as a safeguard, you may like to know what he reports to me about his current state of mind,' he wrote.
'He feels this spring/summer may be the moment of decision for him. He's approaching 50 – and he is sorely conscious that time is passing and he has yet to fulfil his promise.
'As you know, Peter's deepest wish is to return to government. He stresses that he has already proved to be a capable minister, and that he would be a strong ally for you in cabinet.
'If you judge a return to government is not possible, then he would like you to consider appointing him as EC Commissioner.
'One way or another, he says he wants to settle his future this year, even if it means a career outside politics.'
Just four months later, it was announced that he was to be the UK's next European commissioner. He was subsequently awarded a life peerage in 2008 and is currently the British Ambassador to the United States.

BRUSSELS, July 28 (Reuters) - The United States and the European Union agreed on a framework trade deal, ending months of uncertainty for industries and consumers on both sides of the Atlantic. Here are the main elements of the deal: * Almost all EU goods entering the U.S. will be subject to a 15% baseline tariff, including cars, which currently face 27.5%, as well as semiconductors and pharmaceuticals. The 15% tariff is the maximum tariff and is not added to any existing rates. * The U.S. is to announce the result of its 232 trade investigations in a few weeks and decide on tariff rates for the sectors under investigation. But the EU-U.S. deal already secures a 15% tariff for European chips and pharmaceuticals, so the results of the investigations will not change that, U.S. officials said. It is not yet clear, however, if the same 15% rate has been set for timber and copper, which are also under U.S. 232 investigation. * The U.S. and EU will have zero-for-zero tariffs on all aircraft and their components, certain chemicals, certain generic drugs, semiconductor equipment, some agricultural products, natural resources and critical raw materials. More products would be added. * The situation for wine and spirits - a point of friction on both sides of the Atlantic - is still to be established. * Tariffs on European steel and aluminium will stay at 50%, but European Commission President Ursula von der Leyen said these would later be cut and replaced by a quota system. * The EU pledged to make $750 billion in strategic purchases, covering oil, gas, nuclear, fuel and chips during U.S. President Donald Trump's term in office. * The EU pledged to buy U.S. military equipment. * European companies are to invest $600 billion in the U.S. over the course of Trump's second term. Unlike Japan's package - which Tokyo says will consist of equity, loans and guarantees from state-run agencies of up to $550 billion to be invested at Trump's discretion - EU officials said the Europe's $600 billion investment pledge is based on private sector projects already in the pipeline.

BRUSSELS, July 28 (Reuters) - Abu Dhabi state oil giant ADNOC's 14.7 billion euro ($17.15 billion) bid for German chemicals company Covestro ( opens new tab may face hurdles after EU antitrust regulators opened an investigation on Monday into potential distortions caused by foreign subsidies. ADNOC struck the deal to buy Covestro last October, marking its biggest ever acquisition and one of the largest foreign takeovers of an EU company by a Gulf state. The European Commission, which has been reviewing the deal under its foreign subsidies rules since May, opened an in-depth investigation on Monday, warning that foreign subsidies granted by the United Arab Emirates could distort the EU internal market. The Commission, which acts as the EU competition enforcer, said the possible foreign subsidies include an unlimited guarantee from the UAE, as well as a committed capital increase by ADNOC into Covestro. "ADNOC may have offered an unusually high price and other favourable conditions, which may have deterred other investors from making an offer," it said in a statement. The EU investigation will also look into possible negative effects in the internal market resulting from the merged company's activities once the deal is concluded. The Commission set a December 2 deadline for its decision on the deal. Both companies did not immediately respond to requests for comment. The EU's Foreign Subsidies Regulation (FSR) focuses on unfair foreign aid for companies in a bid to rein in unfair competition from non-EU companies subsidised by their governments.
