Assam to tighten Aadhaar rules to curb illegal immigrants: CM Sarma

Guwahati: To bar illegal immigrants from acquiring Aadhaar cards, the BJP led government in Assam is planning to make the rules for issuing Adhar cards and birth and death registration stricter. Aadhaar cards to adults (above 18 years) will now be issued by Deputy Commissioner only.
Assam chief minister Himanta Biswa Sarma while talking in Guwahati, 'Very soon, we will implement a decision where Aadhar cards to adult citizens will be issued only by DCs. This will ensure that no illegal immigrant can get an Aadhar made, and we can track and push them back easily.'
He added, 'Last night we pushed back 20 more Bangladeshis as part of our ongoing efforts to detect and push back illegal infiltrators. The decision to toughen Aadhaar issuance rules will only aid our efforts in this direction'.
Sarma said that the government is contemplating to make the rules regarding issuance of Aadhar card stricter to ensure that only genuine citizens can acquire the vital document, categorized as national identity card. 'We have discussed the issue of making the rules for Aadhaar card stricter in today's cabinet. We are going to discuss it further in the next cabinet.'
'In Assam, we are going to stop issuing Aadhaar cards for the adults (Those above 18 years) now. It has been two years, and we have given Aadhaar cards to the adults already. Now the government will continue issuing Aadhaar cards to the newborns and children only. In case of adults who are yet to get an Aadhaar card, he or she must approach the District Commissioner, who will have the authority to issue the Adhar card to the adult population,' Sarma said.

'Considering the issue of illegal foreigners in the state, we have decided to make the rules for Aadhaar cards stricter. As we are going to stop issuing Aadhaar cards to adults, no foreigners who enter the state afresh, would not be able to get an Aadhaar card,' he said.
'Similarly, we are also going to make the rules for birth and death registration stricter. Earlier, people used to get a birth certificate, years after his birth also. We are going to make the rules stricter so that birth certificates are issued to genuine cases only. Here also the District Commissioners will be empowered to take a decision in terms of exceptional cases,' he added.
Last year Assam government has observed that at least four districts of Assam having Aadhaar enrolment more than the population.
Sarma had said in at least four districts, the number of Aadhaar cardholders has surpassed the population. "In Barpeta, 103.74% of the population have Aadhaar cards, in Dhubri 103.48%, in Morigaon 101.76%, and in Nagaon about 100.86% have obtained Aadhaar cards. This raises concerns, as it suggests that suspected foreign nationals may have managed to procure the cards."

Two northeastern States have toughened their stand on identification documents to curb unauthorised cross-border movements of Bangladesh and Myanmar nationals. The Assam government has decided to implement a policy to issue Aadhaar cards to adult citizens only through the District Commissioners (DCs) to prevent Bangladeshi nationals from acquiring them, while the Mizoram Government plans to retain the identity cards of Myanmar nationals to regulate movement across the border. Assam Chief Minister Himanta Biswa Sarma said the need to toughen the rules of issuing Aadhaar cards was discussed at the State Cabinet meeting on Friday (June 27, 2025). 'Usually, people who come to Assam and Bharat from Bangladesh [illegally] are adults. Since we have already achieved 100% Aadhaar coverage, we will thoroughly enquire into the applications of new adults,' he told journalists in Guwahati. 'Soon, only the DCs will have the power to issue Aadhaar cards. If such a policy is made, it will be difficult for Bangladeshi people to obtain Aadhaar. Detecting and pushing them back will be easy if they do not possess this document,' he said, hours after announcing that 20 more illegal Bangladeshi immigrants were pushed back. The Bharatiya Janata Party-led Government has been working on plugging the vulnerabilities of Aadhaar since April, when, Mr. Sarma said, people who did not apply for inclusion in the National Register of Citizens have been barred from getting the unique identification number. In September 2024, he said that four Assam districts had more Aadhaar cardholders than their projected population. Bengali-speaking Muslims are a majority in these districts — Barpeta bordering Bangladesh, Dhubri, Morigaon, and Nagaon. 'We found that 103.74% of the population were issued Aadhaar cards in Barpeta, 103.48% in Dhubri, 101.74% in Morigaon, and 100.68% in Nagaon. Some immigrants definitely managed to take Aadhaar,' the Chief Minister had said. In Aizawl, Mizoram Chief Minister Lalduhoma proposed the confiscation of the identity cards of Myanmar nationals who cross over into India frequently, amid the civil war in their country. He came up with this proposal at a meeting with Surinder Bhagat, Joint Secretary in the Ministry of External Affairs and Protector General of Emigrants, at the Chief Minister's Office recently. Acknowledging the humanitarian crisis in Myanmar forcing many to take refuge in Mizoram, Mr. Lalduhoma said, 'Many refugees are law-abiding, but there are some who continue to cross the border to and from Myanmar, exploiting the ongoing crisis there.' He warned of stern action against those misusing the shelter provided, including the seizure of their Myanmar-issued identity documents. He suggested that such IDs be collected from each Myanmar national for the duration of their stay in Mizoram. The Chief Minister also stated that the government has started collecting biometric data of people entering the State from Myanmar.

Bengaluru, June 27 (UNI) The Karnataka High Court today quashed two criminal cases filed against former Chief Minister and BJP leader Basavaraj Bommai, who was facing charges of promoting enmity between religious groups over remarks made during a political rally against the Waqf Board. The allegations stemmed from a protest rally held by the BJP in November 2024, where Bommai had sharply criticised the Congress-led State government and the Waqf Board. He was reported to have said, "If a stone is thrown in Savanur, wherever it falls, it is Waqf land." The comment was perceived as inflammatory and led to charges under Section 196(1)(a) of the Bharatiya Nyaya Sanhita, 2023. Challenging the FIRs, Bommai moved the High Court seeking quashing of the cases, terming them "politically motivated and legally untenable." Justice S.R. Krishna Kumar, who presided over the matter, ruled in Bommai's favour. 'In light of the vague, bald, omnibus, laconic allegations made in the impugned complaint, coupled with the principles stated by the apex court and this court, the continuation of the proceedings would amount to an abuse of process of law,' the judge said in a strongly-worded order. The Court made it clear that the relief granted would apply solely to Bommai and not to other co-accused in the case, if any. Bommai was represented by Senior Advocate Prabhuling K. Navadgi, with Advocate Shivaparasad Shantanagoudar filing the petitions on his behalf. The verdict is expected to bring significant political relief to the former CM, who has been a vocal critic of what the BJP has called 'discriminatory land policies' allegedly favouring minority institutions under the current government. 'PDA is a collective, social, community declaration of new consciousness and unity among the traditionally neglected and oppressed people who have suffered the triple curse of 'pain, sorrow and humiliation'. PDA is not a call for revenge but for change in thinking. PDA is a determined declaration of positive-progressive 'rule of social justice' that removes inequality and ensures equality, parity, dignity and prestige,' said the SP chief.
