Two gruesome deaths of senior citizens within a year, both mauled to death by packs of ferocious stray dogs, have forced the Karnataka Lokayukta to come down heavily on the Bruhat Bengaluru Mahanagara Palike (BBMP) for what he called 'shocking civic apathy".
With public safety now on the line and the numbers painting a grim picture, Lokayukta Justice Patil's warning to the BBMP, the city's civic body, has been straight: fix the problem, or face consequences.
Furious over the latest incident of 68-year-old Seethappa being mauled to death by dogs, the Lokayukta has pulled up the BBMP and demanded immediate and concrete action. 'Despite previous directions, no effective measures have been taken in a year. Errant officials will be dealt with under Section 13 of the Lokayukta Act," he said.
The death toll and case numbers have laid bare the scale of the crisis.
From January 2025 to the end of July, Karnataka recorded 2,60,514 dog bite cases. In just the last week of July, 10,212 fresh cases of dog bites were logged—of which 8,878 were from Bengaluru city and 4,408 from Bengaluru Urban district itself. To make matters worse, the number of rabies-related deaths this year has reached 13,831, which has also been on the rise.
The latest fatality has reignited public anger. On July 29, 68-year-old Seethappa, a retired worker and early riser, left his home around 3 am for his routine morning walk. Minutes later, he was found dead, mauled by a pack of stray dogs in North Bengaluru.
This comes less than a year after another horrifying attack. On August 28, 2024, 76-year-old Rajdulari Sinha, a retired teacher from Bihar visiting her daughter, was brutally killed by 10-12 stray dogs during her morning walk in Jalahalli. The dogs bit her all over the body. A resident tried to save her, but it was too late.
Following Rajdulari's death, Justice Patil had initiated a suo motu case and issued multiple directions to the BBMP. But with another fatal mauling in the same area, the Lokayukta is now demanding accountability.
'This incident happened in the same BBMP ward where we had taken up a suo motu investigation last year," Justice Patil said, pointing to the second case in North Bengaluru. 'Yet another senior citizen has lost his life. I have directed Bengaluru Lokayukta SP Vamshikrishna to visit the spot, conduct an inquiry and file a report within four days."
In 2019, the death of a young child, Durgesh, was yet another chilling reminder of the city's growing stray dog menace. The five-year-old boy was mauled to death by a pack of dogs in Bajjegowdanapalya near Soladevanahalli on the outskirts of Bengaluru. The young child was the fourth of five children of Mallappa and Mallamma, daily wage labourers who had migrated from Kalaburagi district. The family had been living in a temporary shelter near a construction site where the parents worked. Durgesh's father, Mallappa, had recalled to this reporter how his son had asked for Rs 5 to buy a packet of biscuits, as he did not want to eat rice. With Durgesh on his way to the store, Mallappa went for his bath. Suddenly, he heard screams.
'When I ran out, I saw at least ten dogs biting my child," said Mallappa. Durgesh was declared dead on arrival at the hospital, as he had sustained grievous injuries in the attack.
As part of the Lokayukta's directive to the BBMP, Justice Patil instructed them to set up observation homes in each ward to identify and treat aggressive dogs in every ward in the city. While the BBMP's Special Commissioner (Health) said that work is underway to complete a facility in Yelahanka that could house 50 stray dogs and would be completed in 15 days, the Lokayukta was in no mood to listen. He said the incidents only showed how negligent and ineffective BBMP's drives have been and asked them to set up one such housing unit in every ward that falls within the municipality's limits.

Stray dogs attacked two students of Dr BR Ambedkar School of Economics University on Tuesday on the Bangalore University campus while they were on a morning walk, weeks after Bruhat Bengaluru Mahanagara Palike (BBMP) drew flak over a plan to feed stray dogs non-vegetarian food at a cost of Rs 2.88 crore. Dr BR Ambedkar School of Economics University is on Bangalore University's campus, spread over about 1,000 acres. The campus witnesses more than a thousand footfalls daily, and many living in nearby areas go there for morning walks. It also houses the National Law School of India University (NLSUI). The students, Soujanya G J from Haveri and Rega Nikshitha from Telangana are in the final year of their graduation course. 'They were on their morning walk at two different places. The incidents were reported between 6.30 am and 7 am. We do not know what triggered the stray dogs. The victims were shifted to a hospital for further treatment and they are recovering there,' said a source at Bangalore University. Speaking to G Lokesh Ram, a student leader and research fellow, said the dog menace was rampant at the university. 'A lot of stray dogs that are caught in residential areas are sterilised and are abandoned here. It is not just about morning walk, but also it is hard for us to walk during day and night time in the campus. As we speak, I suspect that there are about 300-350 stray dogs on the campus and there is less space for them to get food,' he added. Vikas Suralkar Kishor, Special Commissioner, BBMP, told that he would not deny the students' claims. But he said it was illegal to relocate stray dogs. 'Generally, if there is a case of dog bite complaint, we take those dogs and keep them under observation for 10 days to check if they have rabies. In case of general complaints, we catch the dogs, vaccinate and sterilise them before releasing them to the same area. But now, we have started multiple observation centres where dog bites have been reported repeatedly. We keep these dogs in observation centres,' he added. Dr T Chandraiah, Joint Director of Animal Husbandry, did not respond to calls made by The BBMP in July launched a scheme to feed rice and chicken to 5,000 street dogs in selected areas of the city. The civic body was about to spend Rs 22 per dog a day and the estimated budget was Rs 2.88 crore. Also in July, a pack of dogs attacked Seethappa, 68, who had stepped out of his house around 3 am in Kempegowda Layout of Kodigehalli. Earlier, in August 2024, stray dogs fatally attacked Rajdulari Sinha, a retired schoolteacher, inside the Air Force East residential camp in Jalahalli. According to the state health department, Karnataka reported 2.81 lakh dog bite cases and 26 people died till July 31. Vijayapura reported 15,527 dog bite cases, followed by Bengaluru city (13,831), Hassan (13,388), Dakshina Kannada (12,524), and Bagalkot (12,392), among other places.

Surat: A diamond worker and 10 others were cheated of Rs 19.45 lakh by a loan agent who used their documents to buy expensive mobile phones and defaulted on repayments. Dindoli police have arrested the accused, identified as Pankaj Patil, and initiated an investigation. According to police, the latest victim, Yogesh Mali (25) of Katargam, approached Patil for a personal loan. Patil persuaded him to opt for a consumer loan instead, claiming it would be cheaper. He then took Mali to different stores in Surat in 2024, bought three high-end phones in his name, and kept them. Patil paid instalments for around 10 months before stopping payments. Mali later learnt that Patil had cheated 10 others — Sagar Rokde, Kalpesh Babul, Bharat Bagul, Dattu More, Akshay Mahajan, Avinash Mali, Bakirao Borse, Bhimrao Rokde, and Manoj Dubey — in the same way during 2023 and 2024. Patil would either sell or mortgage the phones and pocket the money. Police said all the mobiles, including iPhones and Samsung models, were worth Rs 19.45 lakh. Further investigation is underway. Nashik: A man from Jalgaon defrauded 19 people of Rs 55 lakh by posing as the personal assistant of then Maharashtra chief minister Eknath Shinde, police said on Sunday. The case, initially registered with the Shanipeth police station of Jalgaon on Friday, was subsequently transferred to the Economic Offences Wing (EOW) of the Jalgaon police. Inspector Sandeep Patil of the EOW said that teams have been formed to locate the accused, and he will soon be arrested. According to the complaint filed on Aug 8, the accused approached the complainant in Nov 2024 through an acquaintance, claiming to be the PA of Eknath Shinde, who was overseeing administrative work in the Mantralay. The accused presented a Maharashtra govt identity card and claimed that he could secure a job in the Railways or have any other work at the Mantralay level done. He further persuaded the complainant by offering to obtain flats under the Maharashtra Housing and Area Development Authority (MHADA) schemes and facilitate car rentals through the Railways. The complainant, suspecting fraud, investigated and discovered that the accused had deceived another 18 people with similar promises of Railway jobs, contracts for various Railway projects, bank loan approvals, and MHADA flats, police said. "In July, one of the victims received a call from the accused, who admitted that he was not the PA of the then chief minister Eknath Shinde and had provided false information. When threatened with a police complaint, the accused responded that nothing would happen to him," Patil said. Realising the extent of the fraud, a complaint was lodged on Aug 8, accusing the man of cheating a total of 19 people of Rs 55.6 lakh.
