EAC holds meeting on Polavaram–Banakacherla Project

The Environmental Appraisal Committee (EAC) of the Union Ministry of Environment convened a meeting to discuss the environmental clearance for the Godavari-Banakacherla Project on Tuesday (June 17, 2025).
The committee is led by Professor Chakrapani, and the meeting was held in virtual mode from the Ministry's office in New Delhi. As part of this meeting, the committee is reviewing the proposal submitted by the Andhra Pradesh Government and will evaluate the environmental impact of the Banakacherla project.
The Water Resources Department officials consider the meeting of the EAC as a major milestone in the approval process. The committee is now assessing the likely environmental consequences of undertaking the project.
Based on the committee's report, subsequent permissions will be considered. Recognising the importance of the moment, the A.P. Government is treating this meeting with utmost seriousness.
The A.P. Government would be asked to conduct the environmental impact, studies, etc. The EAC, at present, is studying the Pre-Feasibility Report (PFR) of the Godavari-Banakacherla Link project proposed by Andhra Pradesh. The EAC's evaluation report will play a critical role in determining the project's future permissions. At a later stage, the Detailed Project Report (DPR) would be prepared.
The EAC meeting assumes significance in the wake of the Telangana Government's serious objections to the project. Telangana Irrigation Minister Uttam Kumar Reddy has written a letter to the EAC, urging it not to grant any approval and to outrightly reject the Banakacherla Project.
He stated that the Andhra Pradesh Government was moving ahead with the project without prior consent or notification to Telangana. The project seeks to divert the Godavari waters to the Krishna basin, which he claims will result in violating Telangana's legitimate water rights. He strongly urged that no environmental clearance be granted to the project.

The court declared the appellant belonged to the Koli Mahadev Tribe and directed the scrutiny committee to issue caste validity certificate to him within six weeks The Supreme Court, on August 12, allowed an appeal seeking recognition of Scheduled Tribe status, holding that the affinity test is not a litmus test to determine caste or tribe claims and should not be treated as an essential step in every case. The court stressed that when available, credible pre-Independence documents must be given greater probative value. A bench comprising Chief Justice of India BR Gavai and Justices Satish Chandra Sharma and K Vinod Chandran delivered the ruling while setting aside a Bombay High Court judgment that had upheld an order of the Caste Scrutiny Committee invalidating the caste claim of appellant Yogesh Madhav Makalwad. The court directed the committee to issue a Caste Validity Certificate within six weeks, holding that the appellant belonged to the Koli Mahadev Tribe. The top court observed that with the passage of time, migration and modernisation have integrated many tribal populations into the mainstream, and the inability to recall anthropological and ethnological traits, deity, rituals, customs, marriage or funeral practices should not automatically result in rejection of a claim. The judgment cited Anand v Committee for Scrutiny & Verification of Tribe Claims (2012), which established that pre-Independence records carry a higher degree of probative value when declaring caste status than post-Independence documents. In Anand, it was also held that the affinity test is not conclusive for establishing a link with a Scheduled Tribe, and failure to match specific anthropological features should not be the sole ground to reject a claim. In the present matter, the State had alleged interpolation in the 1943 school record of the appellant's grandfather. The bench considered the handwriting expert's report inconclusive and, after examining the document with a magnifying glass, found the words 'Koli Mahadev" written in the same ink and handwriting as the rest of the entry, ruling out tampering. The court also relied on Maharashtra Adiwasi Thakur Jamat Swarakshan Samiti v State of Maharashtra (2023), where a three-judge bench reiterated that the affinity test cannot be determinative either way. That judgment clarified that when conducted by a vigilance cell, the test's results must be weighed along with other material of probative value in deciding caste validity claims. Applying these principles, the court held that the Scrutiny Committee's invalidation of the appellant's caste claim, and the Bombay High Court's July 23, 2024, order upholding it, could not be sustained. The facts showed that in 1943, the appellant's grandfather was admitted to Zilla Parishad Primary School, Narangal, Degloor Taluka, Nanded District, with his caste recorded as Koli Mahadev. In 1975 and 1979, the appellant's uncle, Vyankat Jalba Makalwad, and father, Madhav Jalba Makalwad, were admitted to Zilla Parishad Primary School, Kabirwadi, Degloor Taluka, with their caste recorded as Koli Mahadev. In 2005, the appellant's admission record at Janta Vidya Mandir Primary School, Murud Taluka, Latur District, also reflected Koli Mahadev as his caste. Census data from 2001 indicated that the appellant's village had a Scheduled Caste and Scheduled Tribe population exceeding 40 per cent. In 2019, after securing 334 out of 720 marks in the NEET UG examination and becoming eligible for medical admission, the appellant applied for validation of his caste certificate. The Scrutiny Committee, however, rejected his claim and that of his father, disbelieving multiple documents. On June 24, 2019, it passed an order confiscating the caste certificate. The appellant challenged the order in the High Court, but the court upheld the committee's decision. In the appeal before the Supreme Court, it was argued that the committee had failed to accord due evidentiary weight to the pre-Independence record and had erred in relying heavily on the affinity test. The Supreme Court agreed, holding that the earlier findings were based on presumptions, without adequately considering binding precedents on the probative value of old records. BENGALURU: Deputy Chief Minister DK Shivakumar informed the Legislative Council on Thursday that Prime Minister Narendra Modi, during his recent visit to Bengaluru, directed the state government to submit a formal proposal for the ambitious Tunnel Road Project. The PM's instruction came after he expressed admiration for the Ragigudda Double Decker Project and encouraged its expansion into a 44-km double-decker corridor for the city. Shivakumar was responding to BJP MLC CT Ravi's queries regarding the Tunnel Road Project's feasibility and alleged discrepancies in its Detailed Project Report (DPR). The DCM stated, "The PM said India is seen through Bengaluru and echoed what former PM Vajpayee has told. Hence we asked him to fund the Tunnel Road Project to which he replied saying give a representation and he shall look into it." He added that the Bruhat Bengaluru Mahanagara Palike (BBMP) and Bangalore Metro Rail Corporation Limited (BMRCL) would share the project cost equally. Highlighting Bengaluru's rapid urbanization, Shivakumar noted that the city's population has doubled from 70 lakh to 1.4 crore in 25 years, while vehicle numbers have surged to 1.23 crore. "The city has 25 lakh software engineers compared to 13 lakh in California," he said, emphasizing the need for infrastructure upgrades like the Tunnel Road, Double Decker corridors, and buffer zone roads to ease congestion. The DCM revealed that Union Road Transport Minister Nitin Gadkari had advised studying Mumbai's tunnel projects before finalizing plans. After a 1.6-year review, the government decided to proceed. Defending the higher cost compared to metro projects, Shivakumar clarified, "The DPR cost for Tunnel Road was more compared to Metro was due to increase in diameter and length and present-day situation." He detailed that the 14-meter-wide tunnel would accommodate three lanes plus an emergency lane, becoming India's longest upon completion at Rs 770 crore per km. The Build-Operate-Transfer (BOT) model will see the state contributing 40% and private agencies 60%, with Rs 800 crore allocated for land acquisition.
