Our focus on maternal and child health, immunization, and control of communicable and non-communicable diseases has been consistent and impactful,' said Vijaykumar Khorte, Additional Commissioner, PCMC.
The assessment covered crucial areas including maternal and child health, immunization, family planning, adolescent health, implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, effective use of the Reproductive and Child Health (RCH) portal, surveillance under the Integrated Disease Surveillance Programme (IDSP), tuberculosis (TB) control, rabies prevention, leprosy elimination, dengue and malaria management, non-communicable disease control, the National Urban Health Mission (NUHM), accreditation for quality health services, the e-Aushadhi drug supply system, free diagnostic services, the Ayushman Bharat–Health and Wellness Centres (AB-HWC) initiative, HIV services, the Accredited Social Health Activist (ASHA) programme, and financial administration.
'Securing the first rank across the state for two consecutive months reflects the dedication of our medical officers, health staff, ASHA workers, and the cooperation of citizens. We are committed to sustaining this momentum and delivering the best possible healthcare services in the future,' said Municipal Commissioner Shekhar Singh.

'The judgment has done me justice': Northeast's first transwoman doctor wins court battle; Manipur HC asks authorities to issue updated certificates
By: Donald Sairem IMPHAL: In a landmark judgment delivered on Tuesday, the Manipur high court allowed the change of name and gender in the academic records of the transwoman Dr Beoncy Laishram, following a petition filed by her. The court directed the authorities concerned to issue fresh education certificates reflecting the petitioner's new name and gender — 'Beoncy Laishram' and 'female' — within one month. She is not just Manipur's first and only transwoman doctor, she is also northeast's first transgender doctor. Dr Beoncy had approached the HC after her Feb 2024 request to update her name and gender on academic and official documents was denied by the authorities. Her birth name was 'Boboi Laishram' and gender listed as 'male'. Dr Beoncy, a biological male before undergoing gender reassignment surgery in Oct, 2019, had applied to the district magistrate of Imphal West for a transgender certificate. The DM issued both the certificate and a transgender identity card under her new name and gender. Her Aadhaar, Voter ID, and PAN card were subsequently updated to reflect the changes. Despite these updates, her requests to the Board of Secondary Education Manipur (BOSEM), Council of Higher Secondary Education Manipur (COHSEM), Manipur University (MU), and Manipur Medical Council to amend her academic records were not accepted. Senior counsel Jayna Kothari, representing Dr Beoncy, cited Sections 5, 6, and 7 of the Transgender Persons (Protection of Rights) Act, 2019 – the provisions which empower transgender people to apply for identity certificates and mandate that revised gender and name be reflected in all official documents, including birth and educational certificates. After hearing arguments from both sides, the court ordered BOSEM, COHSEM, MU, and the Manipur Medical Council to issue updated certificates under Dr Beoncy's new identity. The court further directed that the provisions of Sections 6 and 7 of the Act shall be incorporated into all existing laws, rules, and regulations of establishments within Manipur, as defined under Section 2(b) of the Act. The chief secretary of Manipur was instructed to issue necessary directives to all the establishments in this regard. Until formal incorporation is completed, these provisions shall be deemed to be read into all existing frameworks under Section 20 of the Act, the court ruled. Speaking to TOI, petitioner Dr Beoncy expressed immense joy over the HC's judgment. "It is a relief. I have been thinking of completing PG as well to advance my career and specialising in surgery or gynaecology someday. But I was scared I'd be made to stay in a boys' hostel just because my academic records say I'm a male, even though I've undergone reassignment surgery. The judgment has given me reassurance and done me justice," she said. She also hoped the judgment would raise awareness about the rights of transgender people, who often face marginalisation and systemic barriers. Couple gets 2nd chance at having baby as HC gives IVF nod to overage husband
1 2 Kolkata: A couple from Narendrapur received a second chance at having a child through IVF after the Calcutta High Court on Monday allowed the man, now 59 years old, through the process despite him overshooting the age criteria by four years. Justice Amrita Sinha directed an IVF clinic to permit the couple to undergo the procedures for IVF. The Assisted Reproductive Technology (Regulation) 2021, implemented in 2022, states the service is available to women above 21 years and below 50 and to men above 21 and below 55. After their failed attempts at having a baby, doctors recommended IVF. The couple approached an IVF clinic in 2019, when the man was aged 53, well within the age limit. But their procedure was halted abruptly in March 2020 as the Covid struck. After the pandemic ended, the couple again visited the IVF centre in 2023. Doctors found that though the woman, 45 at that time, was within the age limit, the husband had reached 57. Turned away, the couple approached the Calcutta High Court, seeking permission to go for IVF. The HC had recently granted permission for IVF to several couples, among whom one of the spouses had slightly overshot the age limit. The Narendrapur couple's counsel, Debangan Bhattacharjee, relied on a judgment by Justice Sinha in a case, in which the husband had also crossed the age bar. In that case, the childless couple, married for 30 years, desired to go in for IVF, but the husband was 58 years old. In that case, Justice Sinha had observed that it would be "sheer injustice" to the woman if she was not allowed to avail of ARTS as her husband was ineligible. "For the ineligibility of the man, the wife ought not suffer," Justice Sinha had observed. Pointing out that the law was enforced in 2022, the Narendrapur couple, in their petition, had raised a question on "what happened to people who had started the fertility procedure before the Act came into being, and suddenly found themselves disqualified during the course of their treatment after the Act was enforced".
