ISLAMABAD: The Ministry of Finance has reportedly given no objection to the import of sugar subject to the condition that no financial liability shall arise on the part of federal government as a deal is finalized with Azerbaijan's SOCAR, well-informed sources told Business Recorder.
The Finance Division has stipulated that the subsidy implication of proposed import of sugar may be borne by the respective provinces for which a prior firm commitment may be obtained.
Moreover, keeping in view, large amount of TCP receivables against the provinces for the past import operations, the payment may be made by the provinces to TCP on upfront basis to avoid undue accumulation of markup and receivables for TCP.

The Finance Division has also advised that the proposed import of sugar shall be carried out in staggered manner, aligned with the domestic price stabilization goals and assessed domestic demand as and when required.
'A robust regulatory framework shall be introduced to track the quantity, pricing and distribution of imported sugar to ensure that the proposed objectives are fulfilled,' the sources said adding that a revised Cash Credit Limit (CCL) for this quarter amounting to Rs 461,477.222 million to TCP has been issued by Finance Division keeping in view the import of 500,000 MT of sugar for which TCP requires an additional Rs. 115 billion.
The sources further stated that the Federal Cabinet has approved import of sugar from SOCAR due to emergency situation on the recommendations of Special Committee headed by Senator Ishaq Dar, Deputy Prime Minister.
According to Ministry of National Food Security and Research, at the time of closure of the crushing season 2024-25, it was observed that the sugar stocks in the country, including the 500,000 MT buffer stock of previous year, would be barely enough for meeting the domestic requirement before start of the next sugarcane crushing season.
The stockists and the hoarders started to take advantage of the tight stock position and a sharp increase was observed in the sugar prices in the country.
The government immediately initiated administrative measures to ensure the supply chain a smooth working without any bottlenecks. However, in order to replenish domestic stock Ministry of National Food Security initiated a summary for import of 500,000 MT of sugar.
The task of importing was assigned to the Trading Corporation of Pakistan (TCP). The first tender was floated on 10th July and the bids were opened on 22nd July, 2025. Two firms submitted their refusals due to terms and conditions, so practically no bid was received.
In view of the situation, the Steering Committee (established to facilitate the import process), in its meeting held on 23rd July, 2025 decided to issue another tender with revised terms and conditions to seek fresh interest from the suppliers.
During the meeting the Trading Corporation of Pakistan noted that beside the tendering they have also approached potential suppliers from different countries for G2G supplies.
Azerbaijan's SOCAR responded positively and submitted proposals for supply of 100,000 MT of medium grain sugar @ $ 570/MT at Karachi and $ 575/MT at Gwadar Port. TCP was directed to negotiate a possible reduction in the rate offered by SOCAR.
On July 31, 2025 the Committee under the chairmanship of Deputy Prime Minister, reviewed the procurement process. The TCP informed that they have received four bids against the 2nd tender for supply of sugar but three of the bidders did not meet the price and the crystal size of the grains given in the tender documents. So, they were declared as ineligible, whereas one qualified bidder has quoted the price of $ 599/MT (which is way above the offer of the SOCAR).
After detailed discussion, the Committee directed TCP to once again negotiate with SOCAR for further price reduction and also to reduce the supply timelines.
The Chairman, TCP informed the Committee that they have already re-negotiated the price with SOCAR which has offered a revised rate of $ 559/MT for order of 100,000 MT and the price would be reduced if order is enhanced to 200,000 MT, bringing down the rate to $ 558/MT at Karachi Port.
After detailed discussions and analyses of the tendering process and the offer of SOCAR, the Committee directed that the following recommendations may be placed before the Cabinet for its consideration/approval: (i) given the emergency situation of possible shortages of sugar in the country and the fact that the two tenders floated for the supply of sugar were non-responsive and the rates. offered by SOCAR being competitive, MNFSR shall invoke the provisions of alternate method of procurement provided under Section-42(c)(v) of PPRA Rules-2004, to enable TCP to procure 200,000 MT sugar from SOCAR with first shipment of 100,000 MT arriving Karachi before September 30, 2025 and to ensure the arrival of another 100,000 MT by mid of October, 2025; (ii) Cabinet may extend the deadline of FBR's SROs No. 1215(1)/2025, 1216/2025 and 1217(1)/2025 of July 8, 2025 from September 30, 2025 to November 30, 2025 to cover the arrival of the 2nd consignment tax free and; (iii) in order to keep the cost of import at reduced level, exemption may be granted from 60% mandatory landing requirement of government consignments at Gwadar Port as per Cabinet Decision of September 12, 2024.
According to sources, the Cabinet accorded the approval on a summary of Ministry of National Food Security and Research through circulation. The Cabinet Division has also sought implementation status of its decision.

Finance Minister Muhammad Aurangzeb has directed authorities to fast-track the roll-out of three crucial social impact initiatives within weeks, focused on skills development, smallholder farmer financing, and energy efficiency. The minister gave these directives while chairing meetings to review the progress of work on major government initiatives on Friday. 'The initiatives, each designed to generate measurable social impact and advance national development objectives, are being implemented in close coordination with relevant ministries, regulatory bodies, financial institutions, and technical partners,' read a statement released by the Finance Division. As per the statement, the first meeting reviewed the Pakistan Skills Impact Bond (PSIB), the country's first outcomes-based, impact-linked financing instrument to be raised domestically. Developed under the Social Impact Financing Framework created by a Ministry of Finance-led committee constituted by the Prime Minister, this instrument will serve as the first in a broader programme to mobilise funding from both domestic and international private and philanthropic capital. All social impact financing will be tied to one or more of the six priority pillars outlined in the Framework and linked to several Sustainable Development Goals (SDGs). The finance minister observed that the PSIB must be positioned as a 'trailblazer' that not only meets immediate development needs but also sets a precedent for attracting a more diverse and deeper investor base. The second meeting focused on the National Subsistence Farmers Support Scheme (NSFSS), a flagship component of the ECC-approved Access to Finance framework for farmers. The government believes that the NSFSS will unlock digitally enabled, uncollateralized bank loans for smallholder farmers—those owning or cultivating up to 12.5 acres of land, including tenant farmers. 'By leveraging agronomy-related satellite data through the Land Information and Management System (LIMS), banks will integrate this data into their credit scoring models, enabling the provision of loans for agricultural inputs at reasonable mark-up rates, in contrast to the high costs associated with informal lending from middlemen,' read the statement. It was reported that the State Bank of Pakistan is collaborating with banks and the Pakistan Banks' Association to operationalise the scheme via a centralised portal developed and managed by the Punjab Information Technology Board (PITB), ensuring an end-to-end digital customer journey. The finance minister noted that this would be 'the first time space technology will be driving agricultural credit decisions on a national scale' and that the initiative represented 'a breakthrough moment' for rural financing in Pakistan. He also pointed out that with 97% of farmers owning less than 12.5 acres as per the latest 7th Agriculture Census, the scheme was directly targeted at the segment most in need of affordable credit, and it would have a transformative impact on rural livelihoods, agricultural productivity, and financial inclusion. Meanwhile, the third meeting reviewed progress on the Prime Minister's Fan Replacement Programme, an energy efficiency initiative co-developed by the Power Division's National Energy Efficiency and Conservation Authority (NEECA) in collaboration with banks. The programme will enable consumers to replace existing ceiling fans with energy-efficient models at affordable financing rates, with the Ministry of Finance providing a nominal first-loss guarantee to incentivise bank participation. An online portal, also developed by PITB, will facilitate a fully digital process—from customer onboarding to loan application, fan selection from approved local manufacturers, and loan disbursement and repayment. Multiple domestic manufacturers of energy-efficient fans have been onboarded and will expand production capacity to meet anticipated demand, contributing to job creation and SME growth. The Finance Minister emphasised that this initiative was 'about more than just replacing fans—it is about embedding energy efficiency into household choices, reducing the national energy footprint, and opening new lending opportunities for SMEs.' He underscored that linking such projects to SDGs and exploring additional sources of financing would amplify their social and economic impact while helping create sustainable local manufacturing capacity. Concluding the series of meetings, Aurangzeb observed that each project carried the potential to serve as a model for scale-up, both in Pakistan and internationally, and that delivering them effectively would 'signal that Pakistan is ready to innovate, ready to partner, and ready to deliver results that matter for its people.'

Pakistan, US vow to advance new trade agreement, boost trade & investment

Pakistan and the United States reaffirmed their commitment to deepen economic cooperation, with both sides agreeing to advance a new trade agreement aimed at expanding market access, boosting investment, and promoting collaboration in key sectors. The development came during a high-level meeting between Natalie Baker, Chargé d'Affaires of the Embassy of the USA, and Finance Minister Muhammad Aurangzeb on Friday at the Finance Division. Last month, the US administration imposed a 19% reciprocal tariff on a wide range of Pakistani goods, significantly lower than the initially proposed 29%, under an executive order signed by US President Donald Trump. Pakistan's revised tariff rate of 19% is lower than that of several regional economies, including India (50%), Bangladesh (20%), Vietnam (20%), and Sri Lanka (20%). During Friday's meeting, matters of mutual interest, including avenues for enhancing bilateral trade, commerce, and US investment in Pakistan, were discussed. The finance minister stated that Pakistan's economy had 'turned a corner,' noting that the recent upgrade by Moody's—aligning all three major international rating agencies in their assessment of Pakistan's economic performance—was clear evidence that the hard and necessary reforms undertaken by the government were yielding positive results. Moody's upgraded the Government of Pakistan's local and foreign currency issuer and senior unsecured debt ratings to Caa1 from Caa2. The rating agency also upgraded the rating for the senior unsecured MTN programme to (P)Caa1 from (P)Caa2. Aurangzeb highlighted that Pakistan's bold and much-needed tariff reforms aimed at liberalising trade and steering the country towards export-led growth. Aurangzeb thanked the United States for its continued economic and development support to Pakistan and recalled his recent visit to Washington, D.C., where he had engagements with US Secretary of Commerce Howard Lutnick and United States Trade Representative Ambassador Jamieson Greer to finalise the trade agreement between the two countries. The finance minister emphasised that the agreement would usher in a new era of economic collaboration—particularly in energy, mines and minerals, IT, cryptocurrency, and other sectors—while expanding market access, attracting investment, and fostering cooperation in areas of mutual interest. He expressed hope that the deal would lead to increased US investment in Pakistan's infrastructure, development projects, and digital and mining sectors, which were ready for tangible action and progress. Meanwhile, Natalie Baker said that the trade agreement presented a significant opportunity for both Pakistan and the US to expand bilateral trade. She noted that US companies were taking a keen interest in investment and entrepreneurial opportunities in Pakistan, particularly in supply chain, production, project management, energy, critical minerals, mining, and oil exploration, read the statement. The meeting concluded with both sides reaffirming their commitment to working closely together to advance these initiatives, ensuring mutually beneficial outcomes and further strengthening trade and economic cooperation between the two countries.

ISLAMABAD: The Power Division and the Finance Division are likely to share final proposal for complete implementation of power sector debt re-profiling with Chinese IPPs to impact the existing tariff with Prime Minister Shehbaz Sharif in a few days, well informed sources told Business Recorder. This information was recently shared by the Power Division with the Prime Minister, following which Chinese Ambassador to Pakistan Jiang Zaidong held a meeting with the Minister for Power Sardar Awais Khan Leghari. China International Capital Corporation (CICC) had initiated the due diligence which halted for awhile, after the killing of three Chinese officials near Karachi airport in a suicide attack. Currently, Central Power Purchasing Agency-Guaranteed (CPPA-G), the Market Operator (MO) owes about Rs 475 billion to Chinese CPEC IPPs. Chinese IPPs face Rs500bn in unpaid dues The government wants the Chinese IPPs to write-off huge Late Payment Surcharge (LPS) which they have not agreed to and have urged Pakistani authorities to take up this thorny issue with Beijing as they are unauthorized to take any final decision on it. Prime Minister, Sharif who is visiting China to attend the Shanghai Conference at the end of current month, is expected to table this issue before the top Chinese leadership. Minister for Planning, Development and Special Initiatives, Ahsan Iqbal, who also heads CPEC affairs is finalizing the wish list for the Prime Minister. Power Division with the support of Finance Division is finalizing the requisite documents with about 18 commercial banks to disburse the amount of Rs 1.275 trillion to retire power sector circular debt to bring it down from current level of Rs 1.614 trillion to around Rs 330 billion. The sources said since a major chuck of banks loans of Rs 1.275 trillion are to be given to the ' protesting' Chinese CPEC IPPs, the government wants a discount like offered by other IPPs on account of LPS. This will have significant impact on the balance sheets of Power Holding Limited (PHL). 'Circular debt swap arrangement is under discussion for loan of Rs 1.225 trillion to be parked in CPPA-G. Base loan of PHL of Rs 660 billion is assumed for FY 25 with additional loan Rs 565 billion to be availed from commercial banks ,' the sources quoted Power Division as informing the Prime Minister. Swap of circular debt stock of Rs 2.4 trillion in six years is to be through re-financing of Rs 1.275 trillion at cheaper rates to be serviced by Debt Service Surcharge (DSS) of Rs 3.34 / kWh. However, this cap will be removed as per agreement with the IMF to bridge any gap in collection. The Cabinet approved the transaction on June 18, 2025 with 16 documents received from banks and 5 documents awaited. In this regard Power Division's team was in Karachi to finalize the remaining documents with the banks. The package is to be executed on Friday (Aug 15) or next week. Drawdown to be in place on execution within 90 days. Power Division has harvested Rs 260 billion LPI waiver as of June 30, 2025 whereas Rs 76 billion is under negotiation- nuclear Rs 32 billion + 17 billion RLNG, Uch 8 billion and Rs 19 billion miscellaneous. According to Power Division, it has signed renegotiated settlement agreements with 42 power projects of which contracts of 6 were terminated. Tariffs with 16 thermal power plants, 9 baggasse-fired power plants, 4 GPPs/RLNG, 2 Gencos, 6 nuclear power plants have been completed. The reduction is now translated through QTAs. The Prime Minister has also been informed that negotiations with 34 power projects are also underway. Of this 3 projects are hydel of KPK, 3 SHPs in GEPCO jurisdiction, 18 CPEC (5 wind, 3 solar, 1 HVDC, 7 coal, 2 hydel) 2 Korean, (Laraib and Lucky), 3 DFC Wind and WAPDAs' Neelum Jhelum Hydropower project is expected to be operational after two years.
