HCA secretary named in forgery and fund misuse case; Telangana CID launches manhunt as Devraj Ramchander goes missing

HYDERABAD: The Telangana Crime Investigation Department (CID) has named Devraj Ramchander, secretary of the Hyderabad Cricket Association (HCA), as accused No. 2 in a case involving forgery and misappropriation of funds.
Ramchander is currently absconding, and a search is underway to trace his whereabouts.
As part of its preliminary probe, the CID has recorded the statements of 15 witnesses, including D Gurava Reddy, general secretary of the Telangana Cricket Association and complainant in the case, former Andhra Pradesh cabinet minister C Krishna Yadav, two district registrars, two HCA staffers, general secretary of the Telangana Handball Association (THA), a vigilance and enforcement (V&E) official and Justice L Narasimha Reddy, former chief justice of Patna high court and ex-ombudsman and ethics officer of HCA.
A breakthrough came on July 2, when the Forensic Science Laboratory (FSL) confirmed that the signatures on documents related to Sri Chakra Cricket Club (SCCC) were forged. The signatures did not match those of Krishna Yadav, confirming that his signature had been falsified, allegedly by HCA president A Jagan Mohan Rao to gain fraudulent membership in the club and contest HCA elections. Jagan Mohan has since been arrested and sent to judicial remand.

'Procedural violations'
On July 5, CID sought clarification from Justice Narasimha Reddy regarding his 2018 ruling on the club's name change from Gowlipura Cricket Club (GCC) to SCCC. In his response (dated July 7, 2025), Justice Narasimha Reddy stated unequivocally that the name change was illegal. He emphasised that the club would continue to be known as GCC unless his 2018 order was set aside by a competent court, or a valid resolution was passed by the club's management as per prescribed procedures.
The investigation also uncovered serious procedural violations. On June 13, R Tulasi, district registrar of Hyderabad South, admitted to the CID that the registration process for SCCC had procedural lapses. On June 19, Shyamala Pawan Kumar, general secretary of the THA, testified that Jagan Mohan issued forms to handball players on March 4, 2024, in his capacity as THA president, even though he was already serving as HCA president.
"By concealing the fact that he was serving as president of the THA, he contested and got elected as HCA president, which is legally untenable," Shyamala said.
The CID is now preparing to file a petition before a local court, seeking custody of the five arrested accused, including Jagan Mohan, who are currently in judicial remand.

The court was hearing a public interest litigation filed by S M A Pon Gandhimathinathan. The petitioner sought a direction for a district judge to monitor the CB-CID probe into the caste killing incident and to provide compensation to the family members of the deceased man. The petitioner also sought a direction to the state to enact special legislation to prevent caste killing incidents. During the course of the hearing, the state informed that following the incident, swift actions were taken by the Palayamkottai police, who registered a case and arrested the accused, Surjith, on the same day of the incident on July 27. Police also arrested Surjith's father, Saravanan, who was working as a sub-inspector of police, on July 30. As per SC/ST Act and Rules, interim compensation was paid to the family members of the deceased. Subsequently, the case was also transferred to the CB-CID, who registered a case and commenced their investigation. However, the petitioner's counsel submitted that Surjith's mother, Krishnakumari, who is also a sub-inspector of police, was not yet arrested in the case. He submitted that an inspector of police, Kasipandian, threatened the deceased before the date of occurrence and acted in favour of the accused's family. This aspect should also be looked into by the investigating officer. Since it is a gruesome caste killing, a district judge should monitor the CB-CID probe in the case. A division bench of justice S M Subramaniam and justice A D Maria Clete observed that the CB-CID commenced the investigation in the case. Taking into account the fact that the petitioner had not raised any allegation against the investigating team, the judges directed the CB-CID to complete the investigation in the case and file a final report within two months, as per the state's submission.

The Tamil Nadu government on Tuesday informed the Madurai Bench of the Madras High Court that the investigation in the caste killing of Kavin Selvaganesh would be completed in two months. The court was hearing a public interest litigation petition filed by S.M.A. Pon Gandhimathinathan of Thoothukudi district, who had sought a direction for a CB-CID probe, to be monitored by a Tirunelveli District Judge. More relief sought The petitioner had also sought a direction to the government to provide an adequate compensation of ₹50 lakh under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Rules to the family of the deceased and to bring in a separate Act to prevent 'honour' killings. He said the accused, Surjith, the brother of the girl Kavin loved, and his father Saravanan, a sub-inspector, had been arrested, while Surjith's mother, Krishnakumari, also a sub-inspector, had not been arrested yet. Giving a direction at this point of time would affect the independence of the investigating officers, the Bench said, posting the matter for further hearing after eight weeks. Panel reviews action In Tirunelveli, the Chairperson and Members of the National Commission for Scheduled Castes met Tirunelveli Collector R. Sukumar and top police officers on Tuesday to review the action being taken following the murder of Kavin Selvaganesh. He was killed on July 27. The eight-member Commission, led by its Chairperson Kishor Makwana, met the Collector, top police officers, and the heads of various departments. Dr. Sukumar explained the circumstances that led to the murder and the action taken by the police. The police also presented a report based on their investigation. Inspector-General of Police, Social Justice and Human Rights, B. Shamoondeswari; Tirunelveli City Police Commissioner Santosh Hadimani; Deputy Commissioners of Police Vinodh Shantharam and Prasanna Kumar; District Revenue Officer M. Suganya; and other officials took part at the meeting. The Commission members had planned to visit the spot where Kavin was murdered. But the plan was dropped. After the meeting, they went to Arumugamangalam to meet the family of the deceased.

TIRUNELVELI: District police have arrested 82 people in 81 cases since January this year for circulating casteist content online. 'The posts glorified caste and incited casteist sentiments and create misunderstanding and confusion in society. Personnel from the social media wing are identifying such content, including videos and photographs displaying arms and arresting those posting them. Their social media accounts and WhatsApp groups are also being examined and monitored,' Superintendent of Police N Silambarasan said in a press statement. Further, city police warned people against spreading misinformation and rumours regarding the death of IT employee Kavin Selvaganesh, which is suspected to be a case of honour killing. In a statement, the police said some social media users are circulating a murder video claiming it to be of Kavin's. 'The incident took place in Andhra Pradesh. There is no connection between that and Kavin's murder. We will take stringent action against those creating law and order issues by spreading such misleading videos,' police said. Kavin was murdered allegedly by S Surjith, whose parents are both sub inspectors of police, on July 27. Surjith and his father Saravanan have been arrested. CB-CID is investigating the case.
