Approval for MRT3 a positive for builders

PETALING JAYA: The approval for the Mass Rapid Transit 3 (MRT3) Circle Line last week provides more clarity that the mega project is progressing, strengthening the optimism for the construction sector, analysts say.
RHB Research said the key beneficiaries of MRT3 can be divided into the first-liners (main contractors) and second-liners (subcontractors).
'Based on the track records in the previous MRT1 and MRT2 projects – contractors such as Gamuda Bhd , Sunway Construction Group Bhd , IJM Corp Bhd , Malaysian Resources Corp Bhd (MRCB), WCT Holdings Bhd , Gadang Holdings Bhd and Mudajaya Corp are expected to be the first-liners.
'Meanwhile, builders such as Econpile Holdings Bhd , Gabungan AQRS Bhd , Kimlun Corp Bhd and TRC Synergy Bhd could play a role as subcontractors for the MRT3 project,' the research house said in a report recently.
Last week, Transport Minister Anthony Loke formally signed off on the MRT3 project following a public-inspection exercise conducted between September and December last year.
After the approval of the final railway scheme for MRT3, the land acquisition process begins and is expected to be completed by end-2026.
The public inspection exercise held last year saw Malaysia Rapid Transit Corp (MRT Corp) receive over 45,000 written feedback submissions.
According to MRT Corp, an overwhelming 93.3% of the feedback expressed support for the project, reflecting strong public and stakeholder endorsement
Following the feedback received, several improvements were made to the placement of stations and viaducts along the project's alignment, as well as the design of the MRT3 Circle Line's rail system by MRT Corp.
Thirty two stations were planned for MRT3 – 22 elevated, seven underground, and three provisional ones with an alignment spanning 51km (39km elevated, 12km underground), during the public inspection exercise last year.
It was also highlighted by MRT Corp that land acquisitions have been reduced from 1,012 to 690 lots, and improvements were made to station and viaduct placements along the alignment.
'We envisage some details on MRT3 being announced during the upcoming tabling of either the 13th Malaysia Plan on July 31 or Budget 2026 on Oct 10, perhaps regarding the funding mechanism, latest estimated cost, and also if a fresh round of re-tendering is required.
'In the revised Budget 2023 tabled in February 2023, the government announced an intention to review the cost of the MRT3 project in the hopes of reducing the total amount to below RM45bil from the estimated RM68bil in 2018,' RHB Research said.
RHB Research's top picks with regards to the project include Gamuda, Sunway Construction, and Binastra Corp Bhd with a target price of RM5.86, RM6.80 and RM2.64, respectively.
MBSB Research said it expects a re-tender exercise to be called by mid-2026, and contracts to be awarded towards the end of the land acquisition exercise, which will likely be between end-2026 and mid-2027.
'MRT Corp had previously sought four extensions for the tender validity of MRT3. No extensions were sought after the fourth extension ended in March 2024, which would mean that the tenders have naturally lapsed.
'We believe there would also be some changes to the original alignment of the project and the placement of stations, considering the reduction in plots of land for acquisition,' the research firm said.
MBSB Research stated while the approval of the final railway scheme was slightly behind the initial schedule, where it was expected to be approved by the fourth quarter of financial year 2024 (4Q24), nevertheless, it is still 'a positive' as this marks 'a step forward for the mega rail project'.
'MRT Corp expects the land acquisition process to be completed by the end of next year, which will then pave the way for construction to begin.
'We also do not discount the possibility that the land acquisition process may take slightly longer than expected. Notices for landowners to vacate acquired land should be issued starting 1Q26, where they will be given up to six months to vacate,' the research house said.
MBSB Research maintained 'positive' on the construction sector following the latest developments.
The research house expects Gamuda, which has a 'buy' call with a target price of RM5.42, and its joint venture partner MMC Corp Bhd to be the front-runner for the largest MRT3 package when the retender exercise is called, premised on their large degree of experience with MRT1 and MRT2.
'Other potential contenders for the two smaller packages are YTL Corp Bhd with a 'buy' call target price of RM2.84, IJM Corp with a 'buy' call and target price of RM3.74, MRCB with a 'buy' call and target price of 56 sen, and Sunway Construction with a 'buy' call and a target price of RM6.44.
'We also expect Malayan Cement Bhd , with a 'buy' call and target price of RM7.49, to be a direct beneficiary of the project,' MBSB Research said.

KUALA LUMPUR: Southern Cable Group Bhd is well-positioned to secure a substantial share of the MRT3 cable supply package, building on its strong track record in MRT2, comprehensive product range, and established market leadership. In a recent report, Apex Securities Bhd estimated that, assuming a cable supply package valued at RM600 million, with 60% market share and a blended gross profit margin of 15%, Southern Cable could generate RM54 million in gross profit from MRT3—equivalent to 25% of the research firm's FY25 forecast. 'This would provide a meaningful uplift to earnings visibility over the medium term,' Apex said. The MRT3 project has received final approval from the Transport Ministry, enabling the land acquisition process to begin. The project is targeted for completion by end-2026. The MRT3 Circle Line will span 51km, comprising 31 stations. Construction is scheduled to begin in 2027, with full operations expected by 2032. In rail infrastructure projects, cable supply contracts are usually split across several key work packages including power supply systems, signalling and control systems, track works, and station components. As a reference point, MRT2, which spans 52.2km with 36 stations, has a total project cost of RM56.9 billion. Cable supply contracts for MRT2 were estimated at around RM550 million, according to market sources. 'Given the comparable scale of MRT3, we estimate the cable supply package to be valued at RM600 million,' Apex added. In light of MRT3 and other infrastructure rollouts such as the Penang LRT, Apex Securities has revised its earnings forecasts upward by 9.5% for FY26 and 18.5% for FY27. The research firm noted that cable orders for large infrastructure projects are typically distributed across multiple packages and subcontractors. This results in staggered purchase orders, rather than a single lump-sum entry in Southern Cable's order book. 'We raise our price-earnings (PE) multiple from 15x to 17x to reflect Southern Cable's improving earnings visibility and robust growth outlook. 'Valuation remains attractive, with a price/earnings-to-growth (PEG) ratio of 0.4x, based on our projected EPS compound annual growth rate (CAGR) of 33.9% for FY24–27. 'Our revised target price of RM2.14, up from RM1.72, is based on a 17x FY26 EPS of 12.6 sen, and supported by a three-star ESG rating. 'We maintain a 'Buy' call on Southern Cable. We remain positive on the company, given its position as a proxy for Malaysia's rising power demand, growing need for high-voltage power cables, and export exposure to the US market,' Apex Securities concluded.

KOTA BHARU: The proposal to extend the East Coast Rail Link (ECRL) from Kota Bharu to Rantau Panjang in Pasir Mas is still under review by Malaysia Rail Link Sdn Bhd (MRL) and the Ministry of Transport. Kelantan Deputy Menteri Besar Datuk Dr Mohamed Fadzli Hassan stated that the proposal aligns with plans to revive the railway link between Malaysia and Thailand. 'The Kelantan government is proposing that the ECRL line be extended to Rantau Panjang instead of the original alignment in Tumpat,' he said during the State Legislative Assembly sitting. The move aims to strengthen connectivity with Thailand, where discussions are ongoing to restore the Pasir Mas-Sungai Golok rail link under KTMB. Transport Minister Anthony Loke confirmed that the ministry is evaluating the proposal to enhance cross-border rail connectivity. Meanwhile, the Kelantan government has outlined strategic plans to maximize economic benefits from the ECRL project, including Cargo Oriented Development (COD) at Pasir Puteh Station and Transit Oriented Development (TOD) at Tunjong Station. 'The COD initiative will attract investments and stimulate downstream economic activities, while TOD will revitalize Tunjong as a new township,' Mohamed Fadzli added. Bursa posts 2nd straight week of net foreign fund pull-out but deficit shrinks to RM206m

FOREIGN investors extended their net selling streak to a second successive week by posting a net outflow of -RM206.1 mil for the July 14-July 18 trading period (previous week: -RM516.6 mil). They were net sellers on every trading session except Monday (July 14) and Friday (July 18) with outflows ranging from -RM61.9 mil to -RM173.3 mil, according to MBSB Research (formerly MIDF Research). 'The largest outflow was recorded on Wednesday (July 16) followed by Tuesday (July 15) with -RM88.3 mil and Thursday (July 17) with -RM61.9 mil,' observed the research house in is weekly fund flow report. 'Monday (July 14) and Friday (July 18) recorded net inflows of RM1.21 mil and RM116.2 mil respectively.' The top three sectors that recorded the highest net foreign inflows were construction (RM199.5 mil), transportation & logistics (RM102.1 mil) and industrial products & services (RM94.7 mil). On the other hand, the top three sectors with the highest net foreign outflows were financial services (-RM525.4 mil), technology (-RM86.1 mil) and consumer products & services (-RM71.8 mil). On a similar note, local institutions also reversed their buying momentum last week to end their eight straight weeks of net inflows with a modest withdrawal of -RM33.3 mil. However, local retailers continued their net buying activities to a second week in a row with a net inflow of RM239.4 mil which was about four times higher than the previous week's inflow of RM52.7 mil. The average daily trading volume (ADTV) experienced a broad-based incline last week with the exception of local institutions. Foreign investors and local retailers recorded increases of +6.9%% and +9.0% respectively while local institutions saw a decrease of -2.6%. In comparison with another four Southeast Asian markets tracked by MIDF Research, only Thailand again posted a net inflow of US$141.5 mil to extend its streak of foreign purchases to a second week. However, Indonesia recorded the second highest outflow in the region at -US$100.7 mil to mark five straight weeks of net foreign selling while the Philippines saw a modest net outflow of -US$60.1 mil to stretch its foreign selling streak to two weeks. Again, Vietnam's net flow data was not available at the time of writing.
