Pollution at Powai Lake: NGT orders setting up of panel for remedial measures

The order, uploaded on Friday, took cognisance of an application filed by Rakesh Bakshi, a member of DK Flag Foundation, who flagged that nearly 80 per cent of the lake's surface is engulfed by invasive water hyacinths, rapidly depleting oxygen levels and endangering aquatic life, including its crocodile population.
Hearing the application on July 10, the NGT bench of judicial member Arun Kumar Tyagi and expert member Dr. Afroz Ahmad found prima facie substantial questions relating to environment, under the enactments specified in Schedule-I of the National Green Tribunal Act, 2010.
Pointing to the environmental concerns flagged, the NGT has called for the formation of a joint committee comprising officials of the CPCB, MPCB and the MSWA to conduct a joint site visit within two weeks and verify the grievances.
The MPCB has been made the nodal agency for coordination in the committee, who have been directed to submit a report outlining the remedial measures.
The report is expected to be submitted before the NGT's Western Zone Bench at Pune within one month.
Meanwhile, with the application raising concerns over neglect by the the Brihanmumbai Municipal Corporation (BMC), the NGT has also issued notices to BMC, MPCB, MSWA and the state government, directing them to submit a response by September detailing remedial measures and causes for neglect of the water body.
Earlier this month, the BMC floated a Rs 71 crore tender to set up a Sewage Treatment Plant (STP) at the lake to treat the sewage water. According to civic officials, nearly 18 million litres (MLD) of sewage water flows into the lake.
Of the total 18 MLD, nearly eight million litres of sewage is proposed to be treated at the STP treatment plant, before being discharged back to the lake. Meanwhile, to improve the water quality, the remaining eight million litre waste waste will be diverted to the STP in Bhandup while the remaining two million litre water will be diverted for treatment to the STP near Mithi River.
The civic plan came along the heels of a campaign launched by the civic-appointed Advanced Locality Management committee and NatConnect Foundation.
'Powai Lake is the victim of a long neglect by officials and elected representatives. While the BMC has thankfully stepped in now, the process of executing the work of diverting the sewer and setting the treatment plants must be transparent and time-bound,' said B N Kumar, director of the environment watchdog group, NatConnect Foundation.

Southern Railway used faulty coaches in 2023 Nilgiri train: CAG flags risk
The Southern Railways compromised passengers' safety by introducing deficient coaches to serve as special train in the Nilgiri Mountain section in July 2023 without any approval from the ministry, the Comptroller and Auditor General of India said in its report tabled in the parliament on Monday. "Ministry of Railways may develop a robust mechanism for development of prototype coaches in consultation with RDSO and only after successful trial run, regular production of coaches should be started to avoid creation of ineffective and deficient coaches," the CAG said in its recommendations and observed that it didn't get any reply from the ministry on the said issue. The full report contained 25 audit findings from various railway zones across the country and pointed out cases of undercharges or overpayments of Rs 543.17 crore. One of the audit findings with regard to the Nilgiri Mountain Railway (NMR) under Southern Railways (SR) has not only pointed out financial deficiency worth Rs 27.91 crore but also highlighted how "Railway's improper decision which is in the nature of compromising the safety of the passengers by introducing the deficient coaches to serve as Special train without sanction of the Ministry of Railways, is also a serious lapse on the part of the Railways." The audit said that to replace the 100-year-old 28 coaches, operational between 45.88-km-long Mettupalayam and Udagamandalam stations, SR approached the Railway Ministry in May 2015 to advise Integral Coach Factory (ICF) to design and develop a prototype coach to suit NMR. The ministry advised ICF in July 2015 to manufacture a prototype coach for NMR in consultation with Research, Design and Standards Organisation (RDSO), based on inputs given by SR. ICF initially manufactured 15 coaches and delivered them to SR after which a trial run was conducted from Mettupalayam to Udagamandalam on April 2, 2019, with the first four coaches. The report noticed that the trial was not conducted on the section having a gradient. "SR noticed (March 2020) that there was an increase in weight of the new coaches by around 5 tonnes each and advised ICF to reduce the weight in the remaining 13 coaches yet to be manufactured. However, no action was taken by ICF in this regard and 13 more NMR coaches were manufactured and delivered to SR in three lots," the report said. It added that in all, 28 NMR coaches were manufactured by ICF and delivered to SR at a total cost of Rs 27.91 crore, but the freezing of the design, layouts and manufacturing of these coaches were done without any consultation with RDSO and also without ascertaining the manufacturing and successful trial of the prototype coach. The report found that the SR modified six coaches, but even after modification, wheel slip in the locomotive was experienced during the trial run in the gradient section despite the weather being supportive with clear skies and dry weather. "Despite deficiencies noticed in the trial run, SR introduced weekly special train services from 15/7/2023 between MTP (Mettupalayam) and UAM (Udagamandalam) with the newly manufactured NMR coaches which were put to use in the special trains. Presently (May 2024), 15 out of the total 28 new NMR coaches have been put to use for operation as weekly special trains without approval of the Railway Board," the CAG report said. It added, "Thus, an imprudent decision was taken to manufacture 28 new NMR coaches without any consultation with RDSO and also without ascertaining the manufacturing and successful trial of the prototype coach despite clear instruction of MoR (July 2015)." The audit has stated that freezing the design and layout by SR and manufacturing the coaches by ICF without addressing the core issues of weight of the coaches and hauling capacity of the locomotive was also a premature decision, which was attributed to the manufacturing of these deficient coaches. Hence, the coaches manufactured at a cost of 27.91 crore could not be put to effective use even after the lapse of more than three years of manufacturing, the audit report stated. It has also expressed dissatisfaction with the response of the Southern Railways, which said that deficiencies noticed during the trial run were advised to ICF for rectification. "As regards operation of new NMR coaches, it was stated that 18 coaches are being used in weekend/joyride special trains and further service will be improved once sanction is received from the Railway Board," the report said regarding SR responses. "The reply of the SR Administration was not acceptable. Nothing has been stated in the reply regarding manufacturing of 28 new NMR coaches without any consultation with RDSO and also without ascertaining the manufacturing and successful trial of the prototype coach despite clear instruction of MoR," the audit said. It added, "Further it is evident from the reply of the SR administration that the deficient coaches were put to use for operation without obtaining sanction from the Railway Board.

4 villages get vacuum tankers from Seechewal
Ludhiana: MP and environmentalist Balbir Singh Seechewal Monday provided vacuum tankers to four villages in the district using his MPLAD fund. It will benefit Bhukhri Khurd, Bhamia Khurd, Amar Colony, and Guru Ramdas Colony. Earlier, dairy waste and cow dung from these villages would flow directly into the Buddha Dariya. With the vacuum tankers, the wastewater will now be collected and disposed of in open fields, thereby preventing the Buddha Dariya from getting polluted. A grant of Rs 15 lakh was allocated for the tankers, which were formally handed over to the sarpanch of the villages in a ceremony attended by the MP, Buddhewal sugar mill chairman Zora Singh Mundian, and mayor Inderjit Kaur Gill. Sarpanch Satpal Singh of Bhukhri Khurd village, Balwinder Singh Virk of Guru Ramdas Nagar Colony, Kulwant Singh of Bhamia Khurd, and Rajinder Singh Hundal of Amar Colony thanked Seechewal for the initiative. Seechewal said, "The Buddha Dariya belongs to all Punjabis, and it is our collective duty to keep it clean. This river has been blessed by Guru Nanak, which makes it as sacred as the Holy Bein. That is why it is being cleaned with the same reverence and dedication."

Planning for new ghats along Godavari in final stage, says divisional commissioner
Nashik: Planning for additional bathing ghats in Trimbakeshwar and Nashik city, as part of the preparation for the upcoming Kumbh Mela is in the final stage, said the civic authorities. They said the work is set to commence after the rainy season with a strong focus on crowd management, river cleanliness, and infrastructure readiness. Arrangements are being made to ensure the Godavari river has water flowing Gedam, the Nashik divisional commissioner who heads the Kumbh Mela Authority established by state govt, said, "The work on the finalisation of the location of the ghats and their planning is almost done. This exercise is being carried out to diversify the large number of people who come during the Amrut Snan at both Nashik and Trimbakeshwar to take a dip in the Godavari. This will not only help in crowd management during the Simhastha Kumbh Mela, which occurs during the rainy season, but will also help people bathe peacefully." A significant issue facing the Godavari is the mixing of untreated sewage with river water, along with seasonal water scarcity. "Regarding the work on sewage treatment plants, the Nashik Municipal Corporation (NMC) has already started taking steps for the Rs 1600 crore project. The other measure being carried out is for the continuous flow of water. This is being done by pumping in water from smaller adjoining dams in Trimbakeshwar taluka into the Godavari. The flow will be limited only for the special days across the year," Gedam said. He also said the Railways is undertaking major augmentation of Nashik Road railway station along with Devlali, Odha, Kasbe-Sukene, and Kherwadi railway stations, which would be assigned to handle passengers coming by trains from specific regions. Gedam said while there would be no compromise on security arrangements, measures would be taken to ensure pilgrims did not face hardships as experienced during the Amrit Snan in the Kumbh Mela 2014-15. "We will have an incident-free Kumbh Mela at Nashik, for which precautions are being taken by all the govt departments concerned," he said.
