Haryana to conduct statewide civil defence exercise 'Operation Shield' on May 31
The Haryana government will conduct a major statewide Civil Defence Exercise, "Operation Shield", on May 31, across all 22 districts to enhance the state's emergency preparedness and response capabilities.
Scheduled to begin at 5 p.m., this comprehensive drill is being organised under the guidance of the Union Ministry of Home Affairs, to simulate critical incidents such as air raids, drone attacks, and other wartime scenarios in the light of current national security concerns, an official statement said here on Friday.
The mock exercises are scheduled for May 31 between 5 p.m. to 9 p.m. and should not be the cause of alarm for the citizens, officials said.
Earlier, this drill was scheduled for May 29 but was postponed as per the instructions of the Ministry of Home Affairs, it said.
Giving further details, Additional Chief Secretary, Haryana's Home Department, Sumita Misra on Friday stated that the exercise aims to test existing emergency mechanisms, improve coordination between the civil administration, defence forces, and local communities and to identify areas that need to be strengthened, thus ensuring swift and effective response during any crisis.
She said that currently there are around 32,000 Civil Defence Volunteers across state who will also contribute in this exercise.
All Deputy Commissioners have been directed to call out Civil Defence Volunteers, NSS, NCC, Nehru Yuva Kendra Sangathan (NYKS), Home Guards, of their respective districts in order to brief them regarding their deployment, duties and exercises to be undertaken.
She further stated that, key components include drills responding to aerial threats such as air raids and swarms of unmanned aerial vehicles (drones), activation of air raid sirens, and testing of control room communication hotlines established with the Indian Air Force.
Additionally, a controlled blackout of 15 minutes will be observed from 8 p.m. to 8.15 p.m. near vital installations, with exception of essential emergency services such as hospitals, fire stations, and police stations.
Mr. Misra highlighted that the exercise also aligns with the Incident Response System (IRS), which Haryana officially notified on January 28, 2025, under the Disaster Management Act, 2005, providing a structured framework for effective emergency response.
She directed all Deputy Commissioners, who are also Chairpersons of District Disaster Management Authorities, along with Commissioners and Superintendents of Police, to ensure meticulous planning and execution of the exercise in their jurisdictions.
They have been instructed to submit detailed Action Taken Reports to the Commandant General, Home Guards, and Director, Civil Defence, Haryana, which will be compiled for state-level review and forwarded to the Ministry of Home Affairs.

More than 2,000 alleged illegal Bangladeshi immigrants are estimated to have been 'pushed back' across the border by Indian authorities since Operation Sindoor began in the early hours of May 7, following a nationwide verification exercise, Government sources told The Indian Express. During the same period, they said, a similar number of immigrants showed up near the India-Bangladesh border voluntarily to cross over amid the fear generated by the crackdown. According to the sources, the Government action is taking place along the Bangladesh border in Tripura, Meghalaya and Assam. Gujarat was among the first to begin the round-up and has accounted for nearly half of all those who have been 'pushed back', they said. Delhi and Haryana, too, have sent back immigrants in large numbers with the rest being rounded up from Assam, Maharashtra and Rajasthan, the sources said. 'It is an ongoing process and all states which have cities with significant economic activity are rounding up such illegal immigrants after verification of their documents. A focused effort began in this direction following the Pahalgam attacks in April. Since Operation Sindoor, it has picked up pace. Gujarat was the first off the blocks followed by Delhi and Haryana. More states will begin sending soon. The instructions from the Ministry of Home Affairs are clear in this regard and the states, too, are cooperating,' a senior Government source said. According to the source, these alleged illegal immigrants are being ferried to the borders in IAF aircraft from various locations and handed over to the BSF to be held in makeshift camps along the border. They are provided food and some Bangladeshi currency, if needed, and 'pushed back' into their country after a few hours of detention, the source said. Referring to the action happening along the border in Tripura, Meghalaya and Assam, a security establishment officer said, 'There is a perception that these states have been chosen because they are BJP-ruled. But that is not true. BJP is a small minority in Meghalaya. These states were chosen because of the ease in pushing back from these states. In West Bengal, because of the nature of the border, which often passes through the middle of villages or even houses, and the familial connections on either side, there was fear of law and order issues cropping up.' According to another official, just under 2,000 Bangladeshi immigrants have showed up on the border voluntarily to cross over. 'Because of largescale reporting in the media about a crackdown, many illegal immigrants from Bangladesh are voluntarily leaving the country for the fear of being detained,' the official said. According to sources, the operation has been running smoothly so far with the Border Guards Bangladesh (BGB) 'cooperating' with their Indian counterparts. 'It is because most of those who have been rounded up are not resisting deportation. Barring those who came to India decades ago, most are willing to go back. Once rounded up and taken to the border, they call up their relatives in Bangladesh who come to pick them up. Most of them know that once they are rounded up, they will end up in detention centres or jails. A majority of them are poor labourers with no means to fight a legal battle. They prefer to go back to their families,' another security establishment officer said. Sources, however, said they expect some official unease in Bangladesh once the numbers swell to 10,000 or 20,000 a week. 'This is only a temporary solution. Such exercises, albeit on a much smaller scale, have been carried out in the past as well, even under the UPA government. But these illegal immigrants often come back once the heat lowers. That is why the Government is pushing for biometric capture of all such immigrants who are being pushed back and integration with larger immigration data,' an official said.

Ludhiana conducts mock drill to tackle drone attacks at Dholewal Military Complex
A mock drill as part of the second statewide civic defence exercise, codenamed Operation Shield, was held at Dholewal Military Complex in Punjab's Ludhiana late Saturday evening. The exercise was aimed at evaluating and ensuring quick access of relief and emergency response teams to military installations during drone attacks, as well as to equip the public with the skills to handle crises effectively. The drill commenced at 8 pm with an alarm, prompting swift coordination among multiple agencies, including the Army, National Disaster Response Force (NDRF), fire brigade, district administration, municipal corporation (MC), police, health department, civil defence, National Cadet Corps (NCC), Nehru Yuva Kendra and others. Organised by the district administration in collaboration with defence authorities, the exercise simulated a real-time emergency response. Subdivisional Magistrate (Ludhiana East) Jasleen Kaur Bhullar said an incident command post was promptly established within the complex where nodal officers from participating departments convened. The fire brigade and NDRF conducted demonstrations on management techniques, while other teams showcased methods for rescuing and treating individuals during emergencies, emphasising life-saving protocols. Deputy Commissioner Himanshu Jain emphasised that the drill was designed to raise public awareness and ensure readiness for any district-wide emergency. Before the mock drill, the administration had urged residents to remain calm, clarifying that this is a routine preparedness drill in compliance with the Ministry of Home Affairs' mandate following the Pahalgam terror attack. This was the second such drill in Punjab, following the one held on May 7. That mock drill was conducted nationwide shortly after Operation Sindoor, India's military operation under which the armed forces targeted terror bases in Pakistan and Pakistan-occupied Kashmir (PoK) in response to the April 22 Pahalgam terror attack, in which 26 people were killed in South Kashmir.
