Egypt approves largest economic support package for SMEs worth $100.8m

RIYADH: Entrepreneurs in Egypt's priority sectors will soon gain access to affordable financing, as the 2025/2026 state budget earmarks 5 billion Egyptian pounds ($100.8 million) to support micro, small, and medium-sized enterprises.
This partnership between the North African country's Ministry of Finance and the Micro, Small, and Medium Enterprises Development Agency, which accounts for the largest economic support in the new budget, represents a significant step in bolstering the private sector and productive industries, according to a statement.
This move supports financial policies that boost private sector activity and promote entrepreneurship, aiming for financial sustainability while enhancing MSMEDA's contribution to business growth nationwide.
It also aligns with recent data showing that startups across the Middle East and North Africa raised $289 million through 44 deals in May, a 25 percent increase from April and a 2 percent rise year-on-year. Egypt led regional fundraising with $125 million, driven by Nawy's $75 million round alongside seven other deals totaling $50 million.
The newly released ministry statement said the money 'will contribute to providing easy financing for young entrepreneurs, targeting priority sectors more closely.'
It added: 'This comes as part of a new phase of strong and effective cooperation with the agency, aiming to achieve financial sustainability for the agency to drive economic growth.'
The statement further revealed that Egypt's Finance Minister Ahmed Kouchouk noted that an initial agreement with MSMEDA has been reached to fund initiatives that support tax relief beneficiaries, promote entrepreneurship, and boost local manufacturing, as well as empower low-income households and advance export-focused projects.
Kouchouk added that this fiscal year, the initial group of businesses enrolling in the simplified and unified tax system would receive access to preferential, low-cost financing.
Basel Rahmi, CEO of MSMEDA, commended the Ministry of Finance's efforts to back emerging businesses and boost private-sector expansion.
Rahmi praised the minister's proactive vision, noting it would open doors for empowering young entrepreneurs economically.
In June, a statement issued by the Ministerial Group for Entrepreneurship indicated that Egypt's startup ecosystem saw notable progress in securing venture capital and debt financing in the first five months of the year, with tracked deals totaling $228 million since January.
The statement further revealed at the time that 16 deals were completed between January and May, with 11 of them publicly disclosing investments amounting to $156 million. These investments represented a 130 percent rise compared to the volume during the same period last year.

New guidelines to ensure safety of Riyadh's infrastructure projects

RIYADH: New guidelines to unify safety standards and ensure residents are not affected by ongoing infrastructure projects in Riyadh are set to come into effect on Thursday. The Infrastructure Projects Code provides a unified reference with standardized regulatory guidelines for government entities, utility service providers, contractors and consultants. Fahad Al-Badah, the CEO of the Riyadh Infrastructure Projects Center, told Arab News about the capital's projects in the coming years, with the city hosting major events such as the FIFA World Cup and World Expo. He said that the volume of investments in infrastructure projects had exceeded SR1 trillion and included more than 1,000 existing and future schemes over the next five years. He added: 'The code today is in effect the result of an effective partnership between public and private sector workers, asset owners, and contractors. 'More than 100 challenges were addressed within this code to serve as a comprehensive technical reference.' He said that the code was based on international best practices and standards, taking into account the rapid urban growth in Riyadh. He added that the capital was witnessing significant growth in the number of projects, and noted that the number of infrastructure licenses had grown by 20 percent annually, reaching more than 150,000 by the end of last year, which was 'a record number.' He explained that the code included performance indicators to measure goals in terms of the number of licenses, safety rates and spending efficiency. Al-Badah added: 'The success of any initiative cannot be measured without an approved measurement mechanism.' The code includes numerous regulations related to safety and barriers, licensing, execution quality, site cleanliness, signage and information boards, dust and waste control, and ensuring accessibility to homes and public facilities. The code is also designed to improve work quality and compliance levels, enhance on-site conditions, and ensure the safety of residents, pedestrians and workers. The code mandates that contractors provide safe pedestrian pathways, coordinate traffic movement, secure project sites around the clock, install standardized identification signage, use warning lighting, clean sites daily, and regularly update permits.

RIYADH: Saudi Arabia's Tadawul All Share Index edged up on Wednesday, gaining 24.89 points, or 0.23 percent, to close at 10,946.74. The total trading turnover of the benchmark index stood at SR4.80 billion ($1.27 billion), with 169 listed stocks advancing and 78 declining. However, the Kingdom's parallel market Nomu declined by 143.18 points to close at 26,709.64 The MSCI Tadawul Index also recorded a modest gain, rising 0.12 percent to reach 1,410.12. The top performer on the main market was Shatirah House Restaurant Co., whose share price rose 10 percent to SR16.83. The company reported a 19.3 percent year-on-year increase in revenue for the first half of 2025, reaching SR83.81 million, up from SR70.26 million in the same period last year. However, operating profit dropped nearly 30 percent to SR1.41 million, while net profit declined by 24.6 percent to SR1.07 million. The share price of Abdullah Saad Mohammed Abo Moati for Bookstores Co. also rose 10 percent to SR41.80. Jadwa REIT Al Haramain Fund saw its stock price increase by 5.62 percent to SR5.83. On the other hand, Riyadh Cement Co. witnessed a drop in its share price by 2.79 percent to SR31.40. In corporate announcements, Dr. Soliman Abdel Kader Fakeeh Hospital Co., known as Fakeeh Care, reported a 24.1 percent year-on-year rise in revenue for the second quarter of 2025, reaching SR811.84 million, compared to SR654.04 million in the corresponding period last year. In a statement on Tadawul, the company also announced that its net profit jumped 59 percent year on year in the second quarter to SR68.2 million, driven by strong underlying business growth across segments, lower finance costs, and higher finance income. Fakeeh Care's share price climbed 2.35 percent to SR40.98. Herfy Food Services Co. reported revenue of SR284.56 million in the second quarter of 2025, marking a 5.5 percent decline compared to SR301.12 million in the same period of 2024. Despite the drop in sales, the company recorded a net profit of SR899,934 in the second quarter, reversing a net loss of SR23.7 million a year earlier. The improvement was attributed to lower general and administrative expenses, reduced finance and zakat costs, despite increased selling and marketing expenses. Herfy's share price rose 3.55 percent to SR23.65. Edarat Communication and Information Technology Co., also known as Edarat, posted a 31.6 percent year-on-year increase in net profit for the first half of 2025, reaching SR15.24 million, up from SR11.58 million a year earlier. The growth was driven by a 35.4 percent rise in gross profit, which reached SR27.9 million in the first half of 2025. Improved cost efficiency also played a role, with administrative expenses as a percentage of revenue declining from 17.56 percent in the first half of 2024 to 13.8 percent in the same period this year. Edarat's share price fell 3.42 percent to SR240. Arabian Centers Co., known as Cenomi Centers, recorded a 34.2 percent year-on-year increase in net profit for the second quarter of 2025, reaching SR474.7 million, compared to SR353.8 million in the same period last year. The rise in earnings was attributed to a 7.7 percent reduction in cost of revenue due to operational cost optimization, as well as a boost in other operating income, which reached SR14.2 million following the sale of land in Al Kharj. Cenomi Centers' share price advanced 5.38 percent to SR21.56.
