Home Minister Datuk Seri Saifuddin Nasution Ismail announced the appointment today, stating that it was made in accordance with Clauses 4 and 5 of Article 140 of the Federal Constitution, with the advice of the Prime Minister and the recommendation of the Police Force Commission.
"Khalid brings with him vast experience and leadership qualities in policing and national security.
"His appointment ensures continuity in leading the police (force)," Saifuddin said in a statement today.
Born on April 8, 1965, in Manong, Perak, Khalid holds a Master's Degree in Comparative Laws from the International Islamic University Malaysia (IIUM).
He began his career in the police force on April 5, 1987, joining the Special Branch at federal police shortly after completing his basic police training.
Throughout his career, he served in various key roles both domestically and abroad, including as deputy director of Special Branch I at federal police and as Security Liaison Officer (SLO) in London, United Kingdom.
"He was promoted to director of Special Branch on April 10, 2023, and retired on April 8, 2025.
However, his service was extended on a contract basis from April 8, 2025, and now continues with his new appointment as IGP.
"On behalf of the Madani government, I also express appreciation to the outgoing IGP, Tan Sri Razarudin Husain, for his service since June 23, 2023.
"We extend our deepest gratitude to Razarudin for his dedication and contributions throughout his tenure," he said, adding that the government also congratulated Khalid on his appointment and wished him every success in leading the police force.
In his speech during the Handing Over of Duties Ceremony at the Police Training Centre, Saifuddin said the appointment of Khalid is a trust and a responsibility to ensure the nation's safety and security.
Saifuddin said the position of IGP is not a privilege, but a solemn duty that carries immense accountability.
"The role of a leader is to bring prosperity, and that must come with responsibility and accountability.
"This appointment is not a reward. It is a trust and a duty placed upon Khalid as the new Inspector-General of Police to lead this respected force," he said, highlighting the expectations that come with leading the police force as the country navigates increasingly complex security challenges both domestically and abroad.

(Muhammed Abdul Khalid pic) PETALING JAYA : A targeted reduction of only 1.1% in the incidence of absolute poverty in the country shows a lack of ambition in the 13th Malaysia Plan (13MP), according to an economist. For Muhammed Abdul Khalid, the objective to bring the rate down from 5.8% currently to 4.7% over the next five years was in sharp contrast to the government's objective to make Malaysia a high-income nation. 'We want to rank among the top 30 nations in the world (in terms of income), which is commendable,' he told FMT. 'On the other hand, we must also ensure that growth is inclusive.' At a talk organised by Kelab Belia Prihatin here on Aug 14, Muhammed had said that the government should focus more on reducing poverty and narrowing the income gap. 'Only then will we be a developed country, where everyone benefits,' he said. When tabling the 13MP for debate at the Dewan Rakyat on July 31, Prime Minister Anwar Ibrahim had said that the target was to also eradicate hardcore poverty, which now stands at 0.19% of all households. Muhammed, who served as Dr Mahathir Mohamad's economic adviser during the latter's second stint as prime minister, also took issue with the RM15 billion increase in development expenditure to RM430 billion compared with the 12MP. 'That is only RM3 billion a year. We need to spend more on healthcare, education and housing. The government has announced plans to build a million new affordable homes over the next 10 years. 'How will this new target be achieved? Who will be responsible for delivering it?' he asked. Another shortcoming, he said, is Anwar's decision to ignore PR1MA, the previous government's affordable housing programme, despite pledging to build a million affordable homes from 2026 to 2035. He said another flaw in the 13MP is its low target for narrowing the income gap. 'Income inequality is not being treated with the seriousness it deserves despite it being one of the most pressing challenges,' he said. '(This is) made worse by the fact that lower-income groups continue to shoulder multiple taxes,' he added. He described the government's target of narrowing the rich-poor gap by only 1% over five years as 'extremely modest'. Under the 12MP, the gap as measured using the Gini coefficient was 0.390. The target under the 13MP is 0.386. For Muhammed, it is 'merely symbolic'. The average Gini coefficient in the Organisation for Economic Cooperation and Development (OECD) is 0.315. 'If the government only aims for a marginal reduction, our inequality gap by 2030 will remain wide and far from the standards of more equitable societies. This is not good for the economy and rakyat,' he said. In 2020, the statistics department reported that income inequality in the country was higher in 2019 than it was in 2016.

Hong Kong busts ‘upskirt' voyeur ring, 10 arrested over 15,000 illicit images
HONG KONG, Aug 21 — Hong Kong police said on Thursday they had arrested six men and four women for running online channels that procured and shared thousands of 'upskirt' and other non-consensual images of women. Four of the suspects took clandestine intimate photographs and videos, many in public spaces such as bus stations and shopping malls, before sharing them in a group with nearly 9,000 members, police alleged. The suspects distributed around 15,000 such images over the course of three years, police said, charging users for 'VIP' content to make HK$4 million (RM2.2 million). The online platform, which was not identified, has been blocked and more arrests are possible, police warned. 'Every user who downloads these images is also an accomplice,' police clinical psychologist Fung Ho-kin said. Hundreds of women were targeted, including 200 students. 'The victims will suffer varying degrees of mental trauma,' Fung said. The suspects are aged from 20 to 62 and have been charged with a range of offences, including conspiracy to 'publish intimate images without consent'. — AFP

Along Cham's lawyer: Witness remarks labelling him addict are prejudicial
SEPANG: The lawyer of actor and comedian Along Cham today requested the prosecution to advise its key witness in his ongoing drug case to refrain from making alleged prejudicial comments, including labelling her client a drug addict. Zaleha Al-Hayat, who is acting for Along — whose real name is Muhammad Nizamuddin Ahmad, 42 — raised the issue during mention proceedings before magistrate Khairatul Animah Jelani. Describing the court as the proper forum to raise the matter, Zaleha said Along had informed her about a statement made by the witness on an online platform last month, which was later published by several media outlets. Zaleha argued that the statement was inappropriate given the case is still pending trial. "We believe that referring to him as a drug addict is prejudicial and gives the impression that he is already guilty and punished, which is not the case at this stage. Moreover, the trial has yet to begin. "Although the statement would not influence the court in making a decision in the accused's case, we submit that this matter deprives him of a fair trial under Article 5 of the Federal Constitution and contradicts the principle of innocence until proven guilty. "We raised this matter not to stifle the freedom of speech of the witness. However, this should not happen, especially being a prosecution witness. "We request that the prosecution advise their witness against making incriminating and prejudicial statements about my client in the future," she said. After hearing the submission, Khairatul Animah said the court recorded the matter, while deputy public prosecutor Luvithaa Veerasamany acknowledged the issue. Meanwhile, the court set Sept 25 to hear the decision on the representation regarding the drug charges against Along. Along faces three drug charges under Sections 6 and 15(1)(a) of the Dangerous Drugs Act. On the first and second charges, he was accused of possessing 1.49g and 49.61g of cannabis, respectively, at 3.10pm at a house in Cyberjaya on Dec 14 last year. The third charge involves alleged consumption of 11-nor-delta-9-tetrahydrocannabinol-9-carboxylic acid at 10am at the Sepang district police headquarters on the same day.
