
DIB arranges $1bn sovereign financing for Pakistan
The facility was arranged in collaboration with a consortium of regional and international financial institutions, read a statement on Wednesday.
The five-year facility is partially guaranteed by a Policy-Based Guarantee (PBG) from the Asian Development Bank (ADB) — marking the first PBG transaction of its kind undertaken by ADB for the country.
The Islamic tranche, structured as an AAOIFI-compliant Commodity Murabaha, represents approximately 89% of the total facility, which reflects the growing demand for Shariah-based financing and supports Pakistan's strategic objective of expanding Islamic finance.
As per the statement, DIB acted as the Sole Islamic Global Coordinator and, alongside Standard Chartered, also served as the Joint Mandated Lead Arranger and Bookrunner.

Other leading Islamic banks from the region included Abu Dhabi Islamic Bank, Ajman Bank and Sharjah Islamic Bank.
'This landmark financing arrangement not only underscores the strong confidence of regional and international financial institutions in Pakistan's economic reform trajectory, but also marks an important step in expanding our access to innovative and Shariah-compliant funding solutions,' said Minister of Finance, Muhammad Aurangzeb.
Meanwhile, Dr Adnan Chilwan, Group Chief Executive Officer, DIB, commented: 'This transaction marks a key milestone in demonstrating how Sharia-compliant financing can be scaled effectively to meet sovereign objectives while upholding partnership and prudence.
'DIB is delighted to have reintroduced Pakistan's credit to the Islamic term financing market after a hiatus of over two years through an innovative structure. We are confident this will pave the way for the government to access broader pools of Sharia-compliant liquidity in the near future,' he said.
The Islamic bank shared that the inclusion of an ADB Policy-Based Guarantee has played a key role in facilitating Pakistan's return to the international commercial market, while reflecting confidence in the country's ongoing fiscal reforms and macroeconomic resilience.
'For the Government of Pakistan, the transaction marks a strategic re-engagement with Middle East capital markets after more than two years, demonstrating growing investor trust and a renewed appetite for collaboration through ethical and cost-effective financing solutions,' it said.

CAREC region sans PRC attracts $13.3bn FDI inflow in 2023
ISLAMABAD: Central Asia Regional Economic Cooperation (CAREC) region (excluding the PRC) attracted foreign direct investment (FDI) inflow of $13.3 billion in 2023, and as a share of gross domestic product, Mongolia stood out with FDI of 11 percent, far exceeding countries such as Pakistan (0.5 percent), says Asian Development Bank (ADB). The bank in its report, 'deepening trade and transport facilitation policy analysis of border crossing points expanding the CAREC corridor performance measurement and monitoring framework', stated that CAREC region (excluding the PRC) attracted FDI inflow of $13.3 billion in 2023, accounting for just one percent of global FDI, significantly lower than sub-regions such as Southeast Asia (17 percent) and South Asia (three percent). Kazakhstan received nearly one-fourth of this inflow, reflecting its openness to foreign investment and international integration. However, as a share of gross domestic product, Mongolia stood out with FDI of 11 percent, far exceeding countries such as Pakistan (0.5 percent) and Kazakhstan and Tajikistan (1.2 percent each). ADB-funded CAREC project: NHA rejects irregularity claims The report stated that to bridge economic disparities through regional cooperation, CAREC has mobilised over $51 billion in investments across 276 regional projects since 2001, with a strong focus on developing multimodal transportation networks, enhancing trade, enabling free movement of people and goods, and laying the groundwork for the development of economic corridors. Of these investments, transport has the biggest share, with about 67.4 percent or about $34.3 billion; while trade facilitation and trade policy accounts for 2.7 percent or about $1.4 billion. Circular debt plan: OGDCL receives Rs7.7bn first interest payment
Oil and Gas Development Company Limited (OGDCL), Pakistan's largest E&P firm, has received the first interest payment of Rs7.73 billion from Power Holding (Private) Limited (PHL) under the government's circular debt settlement plan. The E&P disclosed the development in a notice to the Pakistan Stock Exchange (PSX) on Monday. 'As part of the circular debt settlement plan, OGDCL has received the first interest payment of Rs7.725 billion from PHL, pursuant to the Government of Pakistan (GOP) approved mechanism. 'As previously disclosed, the total interest amount of Rs92 billion is to be repaid in twelve equal monthly instalments, commencing July 2025,' read the notice. OGDCL shared that receiving this initial payment reflects progress under the Government of Pakistan's initiative to address circular debt in the energy sector. Last year in June, as part of the circular debt settlement plan, the government approved payment of Rs82 billion to OGDCL, representing the principal amount of the company's investment in Privately Placed Term Finance Certificates (PPTFC) issued by PHL. The government also approved repayment of interest of Rs92 billion in twelve equal instalments commencing from July 2025. OGDCL, as part of the settlement, agreed to waive off Rs72 billion on account of liquidated damages on the directives of the government. OGDCL was incorporated on 23 October 1997 under the Companies Ordinance, 1984 (now the Companies Act, 2017). The company was established to undertake exploration and development of oil and gas resources, including production and sale of oil and gas and related activities formerly carried on by Oil and Gas Development Corporation, which was established in 1961.

Two more joint border markets: Jam urges Iran to fast-track operationalisation
ISLAMABAD: Federal Minister for Commerce Jam Kamal Khan has reaffirmed Pakistan's strong commitment to expanding trade and economic relations with Iran, expressing confidence in achieving the target of 10 billion dollars in bilateral trade by 2028. He was addressing the Pakistan-Iran Business Forum in Islamabad, held as part of the two-day official visit of Iranian President Dr Masoud Pezeshkian to Pakistan. In his welcome remarks, Jam Kamal Khan greeted the high-level Iranian delegation and emphasized the historical, cultural, and geographic ties between the two neighbouring countries. 'As someone from Balochistan, I know firsthand how vital cross-border trade with Iran is for our region's livelihood,' he said. PM Shehbaz says Pakistan-Iran trade to increase to $10bn The event was marked by the presence and speeches of President of Iran Dr. Masoud Pezeshkian and Pakistan's Deputy Prime Minister Ishaq Dar, reflecting the strong political will on both sides to deepen bilateral economic engagement. Iranian Minister of Industry, Mining, and Commerce Mohammad Atabak also addressed the forum, underlining Iran's interest in enhancing trade and joint ventures with Pakistan. Jam Kamal highlighted the recent reactivation of the Mand-Pishin Joint Border Market on July 30, calling it a major breakthrough for regional economic integration. He urged Iran to fast-track the operationalization of two more joint border markets at Chaghi-Kouhak and Gabd-Reemdan, which are seen as vital for the prosperity of bordering communities. The Minister announced the finalization of the Pakistan-Iran Free Trade Agreement (FTA), adding that it will provide a structured framework for expanding trade. He called for the swift implementation of the barter trade mechanism, which can help address currency and payment-related constraints. Other key areas of focus included the removal of non-tariff barriers, enhanced customs coordination, improved transport connectivity, and border infrastructure development. Jam Kamal pointed to significant untapped potential in minerals, agriculture, and energy sectors, and invited Iranian businesses to explore investment opportunities in Pakistan. He noted that the Government of Pakistan remains committed to facilitating trade through policy reforms and private-sector engagement. The Minister also confirmed that both sides have agreed to expedite the next session of the Pakistan-Iran Joint Economic Commission, which will play a pivotal role in resolving trade issues and unlocking new areas of cooperation.
