Parliament Monsoon Session: Opposition protests over SIR, PM reply continue, both Houses adjourned

The Rajya Sabha was adjourned for the day on Thursday after repeated disruptions by Opposition members over the issue of revision of electoral rolls in Bihar.
The House was adjourned soon after Commerce Minister Piyush Goyal made a suo motu statement on the imposition of 25% tariff by the US, asserting that India will take all steps necessary to protect its national interest.
Proceedings in the Lok Sabha too were adjourned for the day soon after Goyal made a statement on the US tariff announcement amid Opposition's protest against the Special Intensive Revision (SIR) exercise in Bihar.
The Upper House, earlier in the day, witnessed three adjournments amid uproar by Opposition MPs over no reply by Prime Minister Narendra Modi to the debate on Operation Sindoor in the House; they also raised the SIR issue.
The first adjournment happened soon after the proceedings began at 11 am; the second one when the House met at 12 noon; and the third when the House met again at 2 pm. The Chair adjourned the proceedings till 4.30 pm as Opposition members continued their noisy protests.
Parliamentary Affairs Minister Kiren Rijiju said Opposition MPs had raised slogans demanding the Prime Minister come to the House, triggering uproar from Trinamool Congress MPs.
'The behaviour of TMC MPs is not right… The way Derek O'Brien is behaving is not right,' Rijiju said.
He said PM Modi had already replied to the debate in the Lok Sabha for one hour and 42 minutes on Tuesday. 'He (PM) presented all the facts to the nation through the House. The Home Minister (Amit Shah) is capable of replying to the debate,' Rijiju said.
He said the government has a collective responsibility, and the Opposition does not get to decide who will speak. As soon as Rijiju finished his statement, the Chair adjourned the House till 4.30 pm.
When the House met again at 4.30 pm, Goyal made his statement amid sloganeering by Opposition members. 'The government attaches the utmost importance to protecting and promoting the welfare of our farmers, workers, entrepreneurs, exporters, MSMEs and all sections of industry. We will take all necessary steps to secure and advance our national interest,' he said.
The Opposition members continued raising slogans against the SIR and demanding that the Prime Minister come to the House, following which the House was adjourned for the day.
In the Lok Sabha, Speaker Om Birla tried to take up Zero Hour but the Opposition members continued to raise slogans. Birla then adjourned the House till 2 pm. When the Lok Sabha reassembled at 2 pm, it could function for only a few minutes. Amid sloganeering by the Opposition members, papers were laid in the House.
Samajwadi Party MP Awadhesh Prasad, who was in the Chair, urged the members to go back to their seats. When the protests continued, he adjourned the proceedings till 4 pm. Soon after the House met at 4 pm, Birla called for Goyal to make his statement. As soon as the statement got over, the Opposition MPs rushed to the Well and raised slogans. The Speaker then adjourned the House for the day.
The House, meanwhile, congratulated the scientists for the successful launch of the GSLV rocket that placed an Earth observation satellite, jointly developed by ISRO and NASA.

The Telangana High Court Friday quashed a criminal defamation case against Chief Minister A Revanth Reddy. The case stems from remarks made by the CM against the BJP during the Lok Sabha election campaign at Kothagudem in May 2024. On Friday, the Bench of Justice Lakshman allowed the petition filed by Reddy to quash the proceedings against him in the case pending trial before a Special Judicial First Class Magistrate (JFCM) for Excise cases (designated MP-MLA court) in Hyderabad. He was booked under Section 499 (defamation) of the Indian Penal Code (IPC) and Section 125 (promoting enmity between classes in connection with an election) of the Representation of the People Act. The complainant, Telangana BJP unit represented by its General Secretary Kasam Venkateshwarlu, contended that the statements, such as 'the BJP, if voted to power, would change the Constitution and abolish reservations to SC/ST and BC communities', were part of a 'fake and dubious political narrative' to confuse voters and promote enmity between communities. The BJP alleged that the speech lowered the party's reputation and caused damage during the 2024 Lok Sabha elections. The Special JFCM for excise cases in August 2024 had issued a summons to Revanth Reddy, asking him to appear personally before it. Subsequently, the chief minister approached the high court challenging the complaint and seeking to stay the proceedings initiated against him. The high court had earlier granted him an exemption from personal appearance before the trial court. The petitioner's counsel, T Niranjan Reddy, informed the court that political speeches should not be the subject of defamation, 'as elections inherently involve parties seeking to lower each other's reputation.' He said the 'alleged speech is a routine activity of a political leader to criticise the opposition and is not defamation,' and that such speeches are protected under Articles 19 and 21 of the Constitution. The petitioner, among other allegations, argued that the complaint was filed with a political vendetta to harass the petitioner and constitutes an abuse of the legal process. On his part, the counsel for the respondent, Devineni Vijay Kumar, argued that the statements created mistrust and fear among voters, bringing disrepute to the BJP. After hearing both sides, the court rejected the contention of the petitioner that political parties do not enjoy reputation and cannot maintain a complaint for criminal defamation. The court also found neither the complainant (BJP Telangana) nor its representative, Kasam Venkateshwarlu, was authorised by the national unit of the Bharatiya Janata Party to file the complaint. Refraining from discussing the contents of the alleged speech and the issue of its defamatory nature, the court noted, 'Political speeches are often exaggerated. To allege that such speeches are defamatory is another exaggeration.' 'It is trite law that, power of quashing should be exercised very sparingly and circumspection and that too in the rarest of rare cases. However, where the initiation of criminal proceedings suffers from material defects or where such criminal proceedings constitute abuse of process, the inherent powers can be exercised to quash criminal proceedings,' the court stated in the order.

PTI file photo New Delhi: The draft roll for Bihar published by the Election Commission on Friday includes 7.24 crore electors who submitted their enumeration forms within the July 25 deadline. Bihar's electorate, as per the draft roll, is over 65.6 lakh less than its 7.9 crore strength on June 24, 2025, ahead of the onset of the special intensive revision. This figure of 65.6 lakh, made public by EC on July 27 after conclusion of the first phase of SIR, includes 22 lakh dead electors, 36 lakh permanently shifted or absent/untraceable, 7 lakh voters enrolled at more than one place and electors who did not submit their enumeration forms. As many as 15 districts have recorded a higher than state average, though not alarming, percentage of exclusions from the draft roll. These include Gopalganj (15.1%), Purnea (12.1%), Kishanganj (11.8%), Madhubani (10.4%) and Bhagalpur (10.2%). Kishanganj and Purnea are districts with allegedly high concentration of illegal migrants from Bangladesh. The Opposition's relentless protest against the Special Intensive Revision (SIR) of electoral rolls in Bihar paralysed the functioning of the Lok Sabha yet again on Friday, with two forced adjournments, even as the floor leaders of Opposition parties wrote a letter to Speaker Om Birla demanding an urgent discussion on the SIR. The protest forced the first adjournment till 2pm. When the House reassembled, the Opposition members resumed their sloganeering. They carried placards and walked into the well of the House. Krishna Prasad Tenneti, who was presiding over the proceedings, warned the members against carrying placards and asked them to return to their seats. Papers were laid on the table and matters of public importance under Rule 377 were submitted amid the din. Tenneti repeatedly appealed to the Opposition to allow the House to function. In their letter to Birla, the Opposition floor leaders said, "This (SIR in Bihar) is unprecedented. ECI has indicated that similar exercises will soon be undertaken across the country.
