
Polls to local bodies, Jubilee Hills bypolls: CM devises strategy, PAC meet on Aug 16
During a one-on-one meeting with Telangana Pradesh Congress Committee president Mahesh Kumar Goud for nearly two hours at his residence here, the Chief Minister discussed the challenges facing the ruling party in its resolve to win the polls to local bodies and the Jubilee Hills by-elections.
Revanth Reddy has decided to hold TPCC's Political Affairs Committee (PAC) meeting on August 16 or 17 to finalise the filling of nominated posts and assess the party's preparedness for the elections to local bodies.
The Chief Minister instructed the TPCC president to shortlist the names of prospective candidates for filling Director posts in consultation with the Ministers and MLAs to avoid political differences. Second-rung leaders in the districts would be given priority while finalising the names for the Director posts in all corporations.
The recent dharna demanding the Centre to give approval to pending BC quota bills and its impact on the state and national politics was also discussed at the meeting. The PAC will take a call on whether to go for elections by implementing 42 per cent quota.
Party leaders said that the Chief Minister enquired from the TPCC president the response to the Janahita Padayatra conducted by state Congress incharge Meenakshi Natarajan in the districts. 'The outcome of the padayatra would be crucial for the Congress in the upcoming elections to local bodies', leaders said. A plan of action would be devised for aggressive campaign on the government's achievements as well as the implementation of welfare schemes and developmental programmes. All the Ministers have already been asked to come out with proposals for campaign in their respective departments. The Chief Minister also reviewed the Congress party's readiness to fight the Jubilee Hills by-elections and the changing political equations in the Assembly segment. Party leaders said that the Congress will finalise the candidate only after receiving survey reports.

HC overturns acquittal of four in 1984 riots case, orders retrial of surviving accused
The Delhi high court has set aside a nearly 40-year-old verdict that acquitted four men in a 1984 anti-Sikh riots case and ordered a retrial, saying the trial was conducted in a 'hasty manner' and that the Central Bureau of Investigation (CBI) failed to make sufficient efforts to collect evidence. (Shutterstock) The case concerned the killing of Harbhajan Singh in Ghaziabad's Raj Nagar on November 1, 1984 — a day after then Prime Minister Indira Gandhi's assassination. According to his wife, a group of men attacked and set her husband ablaze and also torched their home. In May 1986, a trial court acquitted the four accused of arson and murder, citing contradictions between the woman's statements to police and in court, as well as the delay in filing the complaint. A bench of justices Subramanian Prasad and Harish Vaidyanathan Shankar took up the matter suo motu after prima facie finding faults in the 1986 judgment and describing the investigation as 'perfunctory'. The issue came up while the bench was hearing appeals in another case from the same locality, in which five men — including former Congress councillor Balwan Khokhar, ex-MLA Captain Bhagmal, and Girdhari Lal — were convicted in 2013 for the murder of five Sikhs. Among the appellants in that case was Krishan Khokhar, brother of Balwan Khokhar. The court noted that neither the state nor the victims had challenged the 1986 acquittal, but said it could not ignore a flawed investigation and trial, particularly when the verdict was being cited in other appeals. In its verdict delivered on Monday, the bench said the trial court's decision had resulted in a 'miscarriage of justice' to the victim's wife and children, depriving them of their fundamental right to a fair trial. The judges faulted the CBI for failing to trace the victim's body or recover articles stolen from the house. They also noted that investigators did not associate key witnesses with the probe, including the victim's children — who were present at the time — and neighbours. The court rejected the trial court's conclusion that contradictions in the woman's testimony undermined the case, saying there was enough material to support her account. It also said the investigating agency had not taken 'sufficient efforts' to gather the best possible evidence. 'Failure to order a reinvestigation 40 years after the incident would be turning a Nelson's eye to society's needs and the victim's rights to a comprehensive, free, and fair probe,' the bench said. Quoting the amicus curiae, senior advocate Vivek Sood, the court noted that after the assassination of Indira Gandhi, large-scale violence forced widows, children, and residents to flee their homes for safety. This, it said, meant witnesses would not have been readily available for investigation — but that did not absolve the agency of its duty to secure evidence using the powers under the Criminal Procedure Code. 'These errors have resulted in miscarriage of justice… If not rectified, this may result in loss of hope in our legal system and compromise the interests of society,' the bench observed. Sood argued that the acquittal was 'totally perverse' and ignored the scale of violence, property destruction, and displacement suffered by victims. He pointed out that the complainant herself was forced to leave Delhi after her husband's killing and the loss of her home. While the counsel for the sole surviving accused argued that a retrial would serve no useful purpose, the court clarified that the fresh trial would apply only to him. Proceedings against the three other accused have abated due to their deaths. The CBI has been directed to conclude the probe expeditiously, bearing in mind the age of the case. In a separate ruling, the same bench ordered the reconstruction of four-decade-old trial records in another 1984 anti-Sikh riots case from Raj Nagar. That case concerns the acquittal of five men, including Balwan Khokhar, in the killing of four Sikhs. The court said victims' and society's rights to a fair investigation and trial cannot be undermined by missing files or flawed earlier proceedings, and directed the trial court to undertake the reconstruction.

Youth Congress activists stop express train at Aurangabad to protest against police action on Rahul Gandhi
Chhatrapati Sambhajinagar: A group of local activists from the student wing of Congress briefly detained the Nagarsol-Narasapur Express train at Aurangabad railway station on Tuesday afternoon. The action was taken in protest against police measures targeting Rahul Gandhi in Delhi. The express arrived at Aurangabad railway station at around 2.10pm for a scheduled five-minute halt, during which approximately 35 activists from the National Students' Union of India (NSUI) entered the station. While security forces attempted to prevent them from reaching the rail line, around eight NSUI activists climbed onto the train, shouting slogans against Centre. The police present at the scene quickly intervened and detained the activists, who were then taken to the railway police chowkey. Railway police registered an offence against eight NSUI activists, including district president Mohit Jadhav, under relevant sections of the Railways Act, 1989. "The Nagarsol-Narasapur Express train had a scheduled departure from Aurangabad at 2.15 pm and left the station with a delay of only a minute. Movement of other trains was unaffected," he said. Jadhav said the NSUI would intensify its agitation in support of Rahul Gandhi and the 'Vote Chori' agitation launched by the Leader of the Opposition in the Lok Sabha. "It is high time that we raise our voices against BJP govt in Centre to save democracy. Ours was a peaceful agitation to draw public attention to attempts to rig every poll," he said. When contacted, Congress district president Kiran Patil Dongaonkar said he was unaware of the NSUI agitation at Aurangabad railway station. "The local unit of Congress held a protest on Monday to oppose the police detention of Rahul Gandhi. A section of NSUI activists were perhaps not present for Monday's agitation and, therefore, held a separate protest at the railway station on Tuesday," he said. Karnataka HC dismisses PIL seeking continuation of NEP 2020
Bengaluru: The Karnataka high court Tuesday dismissed a public interest litigation (PIL) seeking directions to the state govt to continue with the implementation of National Education Policy (NEP) 2020, in terms of the order dated Aug 7, 2021, issued by the previous BJP govt. Bengaluru-based advocates Girish Bharadwaj and R Ananda Murthy had challenged the Oct 11, 2023 order passed by the Congress govt for the constitution of a commission to draft the state education policy (SEP), claiming the decision was perverse and without jurisdiction. Incidentally, the commission submitted the draft SEP to chief minister Siddaramaiah last week. The petitioners also objected to the commission set up by the state govt, claiming it did not meet the standards and criteria as that of the committee that framed NEP 2020. The state commission, they argued, does not have adequate representation from various sectors and fields for providing valuable inputs in framing the new policy.
