UP govt releases Rs 70 crore for infusing entrepreneurship amongst SC/ST youth

Lucknow: In a Dalit-centric move, the state govt has formally released a sum of around Rs 70 crore for skill development and infusing entrepreneurship amongst SC/ST groups under the UP State Rural Livelihood Mission (UPSRLM) for the 2025-26 fiscal.
The sum comprises a 60% share from the Centre (Rs 47.64 crore) and 40% from the state govt (Rs 31.73 crore).
In a communique, the state rural development department stated that the rural development commissioner and mission director of the UPSRLM will be responsible for actual ground-level verification of the achieved goals. The two officials will also ensure the issuance of utility certificates upon completion of the project.
A senior official in the UPSRLM said that the budget will help the department in its bid to augment the SC/ST groups through training and other measures.
Experts believe that the allocation was a clear policy step toward the economic inclusion of Dalits, who have historically faced structural and social disadvantages. By focusing on skill training and entrepreneurship, the govt is attempting to push the narrative of self-reliance and job creation within the socially disadvantaged communities.
Being routed through UPSRLM, the initiative links directly to rural empowerment. This includes enhanced non-farm employment opportunities in villages, encouragement of micro-enterprise development, and reduced dependency on traditional or subsistence livelihoods.
The Centre-state funding split (60:40) reflects effective cooperative governance, especially in social welfare programmes. It also signals continued Central govt support for inclusive rural development.
Nevertheless, the real impact depends on the execution of the scheme. Experts said that the success of this initiative will rely on a number of factors, including the quality and relevance of training modules, market linkages for entrepreneurs, reduction in bureaucratic delays or fund leakages, and inclusion of women and youth within the Dalit community.
Analysts said that the development also holds political significance in the run-up to the panchayat polls due next year.

The Dixon Technologies-HKC Overseas joint venture is for manufacturing and selling of LCD and TFT-LCD modules that are used in electronic devices like TV, mobile phones etc for display, a regulatory filing said on Saturday. "Dixon Technologies (India) Ltd has entered into a Term Sheet with HKC Corporation Ltd to form a joint venture for manufacturing of Liquid Crystal Modules, thin film transistor liquid crystal display modules, assembly of end products such as smartphones, TVs, monitors and auto displays and selling HKC branded end products in India," the filing said. HKC Overseas Ltd will acquire 26 per cent stake in Dixon Display Technologies Pvt Ltd (DDTPL) for USD 10.998 million, about Rs 95.5 crore and Dixon will acquire 74 per cent stake in the JV for USD 31.3 million, about Rs 274 crore in two tranches. "The company, HKC and DDTPL have executed the SSHA (share subscription and shareholders' agreement) on August 16, 2025," the filing said. Dixon has been on a spree of forming joint ventures with Chinese technology companies. Last month, the company had announced a JV with Chinese electronic component firms -- Chongqing Yuhai Precision Manufacturing Co Ltd and the Indian arm of Kunshan Q Technology -- for manufacturing and sales of electronic components used in electronic devices like mobile phones and laptops, among others. 1 2 3 4 Kendrapada: Paradip Port Authority (PPA) has handled 50 million metric tonnes (MMT) of cargo by the end of July in the current fiscal year, the fastest in its history, said chairman P L Haranadh on Friday. The port also handled Exim (export-import) containers for the first time in 2024-25. Services by MSC and RCL, along with Concor's new multimodal logistics park, are positioning Paradip as a key container gateway in eastern India, he said. Addressing the gathering during Independence Day celebrations at Paradip, Haranadh said the port aims to expand its annual handling capacity to 500 MMT by 2047. The 'western dock' project, with a 25 MMT capacity, is ahead of schedule and will enable handling of capesize vessels, reducing logistics costs, he added. "PPA is targeting 100% mechanisation by 2030, supported by initiatives like an AI-based harbour management system, a state-of-the-art command and control centre, and a next-generation vessel traffic management and information system. PPA is working towards becoming a 'smart port' by 2030 and achieving net-zero emissions by 2050," he added. "A green hydrogen/ammonia export terminal, backed by MoUs worth over Rs 50,800 crore, is under development to strengthen Paradip's role in the global green fuel supply chain. PPA has invested in welfare measures, including enhanced insurance schemes, medical benefits, and mandatory safety training for all contractual workers from Jan 2026 to prevent accidents," he said.
