Harder for illegal foreign fishing vessels

Kota Kinabalu: Malaysia has strengthened controls on foreign fishing vessels entering its waters through the Management System for the Entry of Foreign Fishing Vessels into Ports (e-PSM). Department of Fisheries Malaysia Director-General Datuk Adnan Hussain said the digital system was developed in line with international standards and under Section 15(2) of the Fisheries Act 1985, aimed at combating illegal, unreported and unregulated (IUU) fishing activities. 'This system manages applications for foreign vessels to enter the country's ports, improves control efficiency and supports Malaysia's commitment against IUU fishing. Any foreign vessel must obtain approval from the Fisheries Department before being allowed to dock at national ports,' he said. Through e-PSM, vessel owners must submit applications including information on entry dates, destination ports and catch details for assessment and entry approval. He said failure to implement such controls would be seen as supporting IUU fishing.
Advertisement Despite not yet ratifying the Port State Measures Agreement, Malaysia remains committed to complying with the requirements outlined in the international agreement. The system ensures entering vessels are not in the IUU category and controls fish species landings to prevent violations of international regulations, including prohibited fish or species under the CITES list. Applications are reviewed with international bodies including Australia, the European Union and regional organisations such as the Indian Ocean Tuna Commission and Western Pacific Tuna Commission to verify vessel registration status. As of 2024-2025, a total of 20 foreign vessels have been approved to enter Malaysian ports, landing 550 metric tons of tuna and similar species at Penang Port. Review of 28 labour laws

Kota Kinabalu: Now that amendments to the Sabah Labour Ordinance were officially gazetted on May 1, marking a historic milestone in the protection of workers' rights in the State, the Human Resources Ministry has embarked on a comprehensive review of 28 labour-related laws under the Ministry. This includes the Sabah and Sarawak Labour Ordinances and the Employment Act, to ensure they are updated and relevant to today's labour landscape. Advertisement 'Many of these laws date back to the pre-independence era. We are now reviewing whether they need to be revised, updated or replaced with more appropriate provisions,' its Minister Steven Sim said. He said specific provisions in the Sabah and Sarawak ordinances, particularly those requiring consultations with the state governments, would continue to be upheld. 'Sabah and Sarawak's labour laws contain mechanisms for State-level consultations which are not found in the Employment Act. We must take these unique legal features into account during the review process,' he said. Beyond legislative reform, Sim highlighted several key initiatives implemented by his ministry to empower workers in Sabah, including the launch of the first Kesuma One-Stop Service Centre in Malaysia, which brings together nine departments and five agencies under one roof. Sabah is leading the way in this effort and we hope it will help accelerate labour-related services,' he said. Sim also announced that the Gig Workers Bill will be tabled in Parliament this month, another landmark move by the Government to extend protections to gig economy workers. 'This Bill is historic as it will, for the first time, provide legal protection for gig workers. Sign up for Madani Workers' Card plan, Sabahans urged

Kota Kinabalu: Sim also encouraged workers in Sabah to sign up for the Madani Workers' Card programme, which now includes over 150,000 union members as cardholders. The card provides various discounts of up to 30-40pc on goods and services. 'In fact, here in Sabah, one property company participating in the Madani Workers' Card programme has agreed to offer a 10pc discount on homes purchased by cardholders, subject to terms and conditions,' he said. Advertisement He said all these initiatives reflect Kesuma's comprehensive approach to not only strengthen trade unions but also uplift the rights and wellbeing of all workers. The event also witnessed Chief Minister Datuk Seri Hajiji Noor handing over flags and banners to the Sabah contingent that will participate in the inaugural National Workers' Sports Games (Super) in Penang. On the amendments, Human Resources Minister Steven Sim Chee Keong said they not only align the rights of workers in Sabah with those in Peninsular Malaysia but also rectify decades of labour inequality. 'This is a historic amendment that workers have waited 20 years for. We have finally corrected an injustice to ensure workers in Sabah enjoy the same rights and protections as their counterparts in the peninsula,' he said. Mutiara GRS reaches out to the needy in Tawau

TAWAU: Mutiara Gagasan Rakyat Sabah (GRS) continued its series of welfare tours through the Ziarah Amal Tawau programme, reaching out to those in need in the district on Saturday. The programme, organised by the Welfare Bureau and the Visits Bureau of Mutiara GRS, with the delegation led by wife of the Chief Minister, Datin Seri Julia Salag, reached out to special needs children, single mothers, and special education students at several schools around Tawau. Advertisement Julia said the programme is a continuation of Mutiara GRS's year-round efforts to visit various districts and deliver direct assistance to communities in need. 'Last month we were in Nabawan, today (Saturday) in Tawau, and next month we will visit another interior area.' 'This is a special experience for us as we get to engage with special needs children and assist those in need,' she said. She hopes this effort will inspire other non-governmental organizations (NGOs) to also take an active role in advocating for community welfare. Advertisement Meanwhile, one of the aid recipients, Sumarti Calla, 53, from Kampung Ranggu, expressed relief at being selected, given the increasingly challenging cost of living. As a single mother, she said the financial and material assistance she received had been a great help in supporting her four children, including three who are still in school. She said that with the rising cost of living, many single mothers don't know where to begin, but she felt relieved and grateful to receive support from Datin Seri Julia and Mutiara GRS. 'I sell food, some days I earn RM100, other days less. This assistance has been a great help to me,' she said, holding back tears. Meanwhile, Rusia Mahmud, 58, from Kampung Sungai Gading, Wakuba, received the assistance on behalf of his mother, a single mother currently undergoing treatment for gallbladder swelling.
