In the Footsteps of Basho

Japan's northern Tohoku region was once a rugged land of deep mountains and wild forests. Anyone traveling there during the ordered days of the Edo period was thought to be risking life and limb for very little gain. Yet people still traveled, and one way of doing so was via the old Nikko Kaido highway. Built to safely connect Edo to the mausoleum of Tokugawa Ieyasu in Nikko, its construction had the unintended effect of solidifying the master status of one of the world's greatest poets.
The Master of Masters
A person would be hard-pressed not to have heard of haiku master, Matsuo Basho. His travels across Japan fine-tuned his poetic craft to such an extent that he became one of Japan's greatest cultural exports. Even now, over three hundred years after his passing, there are still few who could seriously claim to have bettered his art. Often translated as The Narrow Road to the Deep North , his most famous work, the travelogue Oku no Hosomichi , owes its inspiration to Basho's journeys into Japan's wilds, a journey he began from the Nikko Kaido highway.
Soka on the Map
Beginning in what is now Kita-Senju in East Tokyo, Basho soon arrived at the highway's second post station, Soka. The city, once verdantly agricultural, is known for its senbei rice crackers and commuter town university life, but perhaps owes a verse or two to Basho. His words, ' We barely managed to reach the post-town of Soka by nightfall. My greatest burden was the pack I carried on my thin, bony shoulders. ' An inauspicious start, perhaps, but Soka was now permanently scribed on the map. Leaving the next day, Basho traveled further, wrote deeper and became a national legend.
Hundreds of Trees, Hundreds of Years
The city maintains its connection with Basho's Edo-era times. During those years, hundreds of pine trees were planted along the Nikko Kaido highway. These trees, including more recently planted ones, still line what is now the Soka Matsubara Promenade, a designated National Place of Scenic Beauty. At the time of its recognition in 2013, there were 634 pine trees lining the promenade and the city has worked hard to ensure that the legacy of Basho, as well as its own, remains accessible. Replete with reminders of Basho, the promenade follows the north-south flow of the Ayase River and is an extension of the area's Fudabagashi Park.
Standing Watch
Standing sentinel at the entrance to the promenade as it leads north is a replica wooden Edo period bourou watchtower. Once used for spotting fires in flammable old Japan, the tower's crisp geometric shape marks the metaphorical border between Basho's old life and the new one he would come into during his travels. A beautiful touch, a little further on, is the lifesize bronze statue of Basho glancing backwards towards the old city of Edo as he steps forward into the north. Watching over it all is a short verse engraved in stone by the esteemed scholar of Japanese literature, the late Donald Keene, while a hagi bush-clover tree planted by Keene further honors Basho's connection with Soka.
The Two Bridges
The promenade features two particularly impressive bridges. One, Yatate Bridge, was so named because of a famous line in Basho's travel diary that references the portable yatate brush-and-ink case he used to begin his writing. The bridge's arched structure offers elevated views of both the pine trees and the river, while further along, an even more impressive bridge is the similarly arched Hyakutai Bridge. Inspired by the very first line of Oku no Hosomichi, hyakutai literally means '100 generations' and refers to eternity. The pines of the promenade certainly seem peacefully ageless, and given the influence of Basho's poetry, the naming of this bridge is most appropriate.
Soka's Tribute Festival
As if a nationally recognised promenade wasn't enough, the city celebrates Matsuo Basho's place in its history with the annual Soka Matsubara Dream Festival. First held in 2015, this relative newcomer to the summer festival scene is held on the first weekend of July and features some lovely night illumination of the promenade's pine trees as well as the Yatate and Hyakutai bridges. Traditional Japanese street stalls are, of course, aplenty, while boat rides along the Ayase River are a popular attraction. Each year, the organizers find new ways to appear, with some years seeing rickshaw and even hot-air balloon rides.
Japan has changed incredibly since the three centuries when Basho left the old Edo capital on his journey into the wild lands. What hasn't changed, however, is the extraordinary respect and admiration that one of Japan's greatest masters continues to inspire. Small though it may have been, Soka's role in nurturing that inspiration was both real and pivotal and is now easily enjoyed by thousands of visitors annually.

Take the Tobu Skytree Line to Dokkyo Daigaku Mae Station (formerly known as Matsubara Danchi Station). The Soka Matsubara Promenade is a five-minute walk from the East Exit.

The staple diet for Nara deer is noshiba (Zoysia grass) and other small plants. The shika senbei , or deer crackers, sold in the park are made from rice bran and wheat flour and are regarded as a snack for deer. Responding to the increase in foreign tourists, the representative said, 'the deer in Nara are not free-roaming. They have lived in Nara Park a long time, staying a reasonable distance away from humans. If people get too close, they can be hurt, so caution is needed.' Traffic Deaths In the year since July 2024, there were 140 deer deaths, a year-on-year increase of 10. Of these, 36 died in traffic accidents, a rise of 7 compared to the previous year, and 30 died from disease. The cause in around half the fatalities could not be determined, however, due to the amount of time that had passed after death. There were 72 traffic accidents involving deer in Nara Park over the past year, up 8 from the year before, with the highest number of accidents (23) occurring on the section of National Route 369 between the Prefectural Office East Intersection and Kintetsu Nara Station. In Okinawa's new Junglia theme park, there are two ways to buy a one-day pass. If you land on the park's English-language site, the ticket price is ¥8,000 yen before tax — ¥8,800 after. That's about $59 at today's exchange rate. Switch to the Japanese-language portal, though, and the same ticket costs ¥6,930, tax included — around $47. But you can't just click and buy it. You'll need to enter a Japanese address and phone number. According to Honichi , the policy comes from Katana Marketing, headed by Morioka Tsuyoshi, the man credited with pulling Universal Studios Japan out of a tailspin two decades ago. Katana's reasoning is simple: Inbound tourists spend three times as much as domestic visitors. If they have the means — and the willingness — to pay more, why not let them? Long-term residents voiced a different frustration — the fear of being misclassified. 'And um, how do they know? When I've been here for two decades I'm not a goddamn tourist, despite what everyone thinks,' one wrote . The debate spread beyond Shibuya. When a tonkatsu restaurant in Asakusa announced plans for a 10% service charge 'for foreign tourists,' another thread lit up. 'Imagine the face of Japanese tourists if Paris restaurants started to charge them more than the displayed menu. (A tale that won't happen, as it would be highly illegal here),' a French commenter wrote . The Global Norm Before we get too precious about this, let's acknowledge the obvious: Charging visitors more is normal almost everywhere. India's Taj Mahal charges foreign visitors 1100 RS, or roughly $12 — over twenty times the domestic price. France's Louvre Museum is free for residents of the European Economic Area under 26. Everyone else over 18 pays €22. Many U.S. national parks have lower entry fees for state residents and higher rates for out-of-staters. In Southeast Asia, 'foreigner rates' at attractions are so common they're part of the travel budget. The justification is consistent: Locals help pay for the upkeep of these sites through taxes. Visitors do not, so they make up the difference at the gate. It's not discrimination; it's fiscal logic. Japan already has its own reverse example: the consumption tax exemption . Foreign tourists and temporary returnees can avoid paying the 10% sales tax on a wide range of purchases. It's effectively a nationwide 'tourist discount.' 'We get the 10% tax free benefit on pretty much everything. I don't mind paying a bit more for the food,' said a user on Reddit. Why People Are Talking About Two-Tier Pricing in Japan Two-tier pricing isn't new to Japan — it's just more visible now. The conditions are perfect for it to spread. Without differentiated pricing, locals risk being priced out of their own neighborhoods as businesses raise prices to match what tourists are willing to pay. Two-tier pricing is, in that sense, a way to keep services accessible to residents. When It Works — and When It Doesn't Hawaii's kamaʻāina discount is the textbook example: Show proof of residency, get a reduced price. It's transparent, consistent and residency-based. It doesn't matter what you look like, what passport you hold or what language you speak — it matters whether you live there. Japan could apply the same logic to attractions, restaurants and services in tourist-heavy areas. For places funded in part by local taxes — museums, gardens, heritage sites — the justification is even stronger. So the problem isn't the principle of two-tier pricing. It's the execution. Too often, 'tourist' is defined by sight alone. If you look foreign, you might be charged more. If you speak accented Japanese, you might be charged more. When tourist prices are decided on sight, long-term residents — people who've lived in Japan for decades, pay taxes and raise children in Japanese schools — can find themselves erroneously paying 'tourist' rates based on their appearance. One foreign resident said on Reddit: 'There are levels to which this is acceptable. But it's a slippery slope and I'm not looking forward to having to explain that I'm not a tourist to restaurants profiling customers.' In other words, it's about more than money. Being treated as a 'visitor' in your own neighborhood cuts deeper than a 10% surcharge. Japan has every right to use it, especially in tourist-heavy areas where demand from abroad distorts the market. The problem comes when the criteria are vague and enforcement is left to a glance at someone's face. That's when policy slides into prejudice. If Japan wants to charge tourists more, it must set clear rules and remove subjective judgment from the equation. A national standard — with definitions, documentation and guidelines — would prevent the current patchwork of ad hoc decisions and awkward confrontations at the counter. Here's the harder truth: If Japanese wages kept pace with other developed economies and the yen regained its purchasing power, the gap between what locals can afford and what tourists are willing to pay would shrink. The whole debate over two-tier pricing would fade into the background. Until then, the question isn't whether Japan can charge tourists more — it's whether it will do so with the clarity and fairness that respects both the residents who live here and the guests passing through.
