China Proposes Global AI Cooperation Organization
China has proposed the creation of a global organization dedicated to cooperation on artificial intelligence (AI), calling for international collaboration on both development and safety frameworks.
The announcement was made on Saturday by Chinese Premier Li Qiang during the opening ceremony of the World Artificial Intelligence Conference (WAIC) in Shanghai.
Describing AI as a new engine for global economic growth, Li
stressed
that international governance in the field remains fragmented. He urged nations to coordinate their efforts and work towards establishing a widely accepted global framework for AI regulation.
The three-day event gathers top industry leaders and policymakers amid intensifying tech competition between China and the United States, the world's two largest economies.
With AI emerging as a critical strategic domain, the conference reflects growing global concerns over how the technology is governed, accessed, and deployed.
Premier Li stated that significant differences remain between countries regarding regulatory philosophies and institutional standards for AI. He called for urgent efforts to develop a global AI governance framework that enjoys broad international consensus.
The proposal comes at a time when the US has tightened restrictions on the export of advanced technologies to China, including cutting-edge AI chips developed by firms like Nvidia and key semiconductor manufacturing equipment.
These measures are grounded in national security concerns, particularly around the potential military applications of AI.
Despite these barriers, China has continued to make substantial progress in AI development, drawing scrutiny from American officials. Though Li did not mention the United States directly, he warned that AI must not become an exclusive tool controlled by a few powerful nations or corporations.

Minister Abdelatti briefed his Turkish counterpart on Egypt's coordination with Qatar and the United States to resume a ceasefire and facilitate the delivery of critical humanitarian, medical, and shelter aid to the besieged population. Nada Mustafa Badr Abdelatty, Egypt's Minister of Foreign Affairs received a phone call on Sunday from his Greek Counterpart Mr. Georgios Gerapetritis. The call came as part of the regular consultations between the two ministers and focused on bilateral relations and regional developments. Both ministers praised the historical ties and strong relations between the two friendly countries. They welcomed the momentum in bilateral cooperation following the upgrade of relations to a strategic partnership in May, and expressed their shared commitment to strengthening collaboration and expanding relations across all fields. Senior Hamas official slams US envoy's 'staged' visit to Gaza
'Mr. Witkoff, Gaza is not an animal farm that requires a staged personal visit to take some personal photos in front of the death traps overseen by your American companies,' Basem Naim, a former Palestinian health minister in Gaza, said in a statement shared with CNN. 'To remind you once again: The people of Gaza are not a group of beggars, but a free, proud, and noble people (if you understand what these words mean), who seek only their freedom, independence, and return to their homeland,' Naim said. Witkoff entered the southern Gaza city of Rafah on Friday to visit a controversial US-backed aid distribution site, run by the Gaza Humanitarian Foundation (GHF) Naim said the GHF distribution mechanism was a 'humanitarian scandal.' The mechanism was set up to replace the United Nations' aid role in Gaza, after Israeli officials complained that UN aid was making it to Hamas. But the GHF mechanism has been broadly criticized for failing to improve conditions as starvation spreads in Gaza. More than 1,000 Palestinians have been killed by the Israeli military while trying to get food, hundreds of them near GHF sites, according to the UN. The GHF disputes this.
