Maharashtra Names Chief Justice "Permanent Guest" Days After Protocol Lapse

The Maharashtra government has issued protocol guidelines to ensure adherence to the official decorum during the visit of the Chief Justice of India to Mumbai and other parts of the state.
As per the guidelines, CJI B R Gavai is now officially designated as a permanent state guest in Maharashtra, a state government release issued on Tuesday said.
While the guidelines cited the State Guest Rules, the state government was embarrassed on Sunday when CJI Gavai expressed his displeasure over the absence of the state Chief Secretary, the DGP or the Mumbai police commissioner to receive him during his first visit to the state after being elevated to the top judicial post.
CJI Gavai, who took the oath of the new office on May 14, was in Mumbai for a felicitation programme.
On Monday, state cabinet minister Chandrashekhar Bawankule said he had phoned and apologised to CJI Gavai on behalf of the state government over 'protocol lapse'.
As per the Maharashtra State Guest Rules, 2004, dignitaries included in the list of declared state guests or those considered as such are accorded reception and farewell arrangements at airports by the State Protocol Sub-division.
At the district level, the District Collector's office ensures similar arrangements through designated protocol officers.
Accordingly, the Chief Justice of India will continue to be entitled to all protocol-related facilities as per the State Guest Rules, 2004, including accommodation, vehicle arrangements, and security throughout the state during visits.
During the Chief Justice's visit to Mumbai, the Chief Secretary or their senior representative, the Director General of Police or a senior representative, and for visits to other districts, the respective District Collector and Commissioner/Superintendent of Police or their senior representatives are instructed to welcome the dignitary.
As per the General Administration Department's circular dated March 7, 2022, the department concerned with the purpose of the dignitary's visit must appoint a liaison officer to facilitate coordination and reception.
Accordingly, during visits to Mumbai, the Law and Judiciary Department, Ministry of Maharashtra, shall appoint a Group-A level gazetted liaison officer. For visits to other districts, the respective district courts, in coordination with the District Collector, shall appoint such officers.
The General Administration Department has instructed all concerned authorities to strictly implement these guidelines.

TIRUPATI: The National Human Rights Commission (NHRC) has taken suo motu cognizance of a shocking incident in Narayanapuram village of Kuppam mandal, Chittoor district, where a woman was tied to a tree and assaulted in front of her son over an unpaid loan. The commission described the act as a serious violation of human rights and issued notices to the Chief Secretary and the Director General of Police (DGP) of Andhra Pradesh, seeking a detailed report within two weeks. The NHRC also acknowledged the formal complaint submitted by Tirupati MP M Gurumoorthy and said it has been clubbed with the suo motu case. The Commission warned that it is the state government's responsibility to ensure that such inhuman acts are not repeated and emphasised the need for accountability and preventive measures. The incident, which took place on June 16, involved a woman named Sirisha, whose husband had reportedly absconded after taking a loan, leaving behind his wife and three children. In his absence, the creditors allegedly tied Sirisha to a tree and beat her in front of her minor son, triggering widespread outrage.V The case drew immediate attention from Chief Minister N Chandrababu Naidu, who represents the Kuppam constituency in the State Assembly. He condemned the incident and directed officials to take stringent action. The police arrested those involved and booked them under multiple sections of the BNS. In response to the incident, the State Government has announced a financial assistance package for the victim. Sirisha was granted Rs.5 lakh in aid, and the government has pledged to take responsibility for her children's education. Additionally, she will be allotted 50 cents of land within Kuppam municipality limits to help her rebuild her life.

The SOP, released by the director general of police (DGP) of the union territory of Chandigarh, outlines detailed instructions on how police officers must conduct themselves when interacting with military personnel—whether they are complainants, accused, witnesses, or mediators. 'This SOP has been established to ensure that all interactions with Army personnel are conducted in a lawful, professional, respectful, impartial, and transparent manner," stated the DGP's official order. 'Maintaining a respectful and courteous demeanor, ensuring prompt attention to grievances, and providing necessary legal and logistical support is key to this protocol." A key highlight of the SOP is the clause that serving Army personnel cannot be arrested without prior permission from the central government unless involved in serious crimes such as rape, murder, or kidnapping unrelated to official duties. In such cases, immediate intimation must be sent to the nearest military station headquarters with all details of the arrest. 'All actions must remain fair, lawful, and transparent to foster trust and cooperation between the two institutions," the order emphasised. The DGP has given various key provisions while dealing with Army personnel in different situations. Army personnel lodging complaints are to be given priority and treated with confidentiality and dignity. In case of arrest, strict adherence to Sections 42 and 43 of BNSS is required, and military authorities must be informed immediately. The SOP says witnesses or mediators from the Army should be engaged respectfully, with preference for remote communications unless physical presence is absolutely necessary. As per the SOP, a dedicated desk under a DSP-rank officer will handle all Army-related matters to ensure seamless communication and coordination. High-profile or sensitive cases may involve the formation of a special investigation team (SIT). Any police misconduct involving defence personnel will be dealt with in a strict and transparent manner. The SOP also mandates that Army property, such as weapons, vehicles, and equipment, must be handled carefully and reported promptly. Media disclosures involving Army personnel are restricted without official clearance to safeguard sensitive information.
