
Ronnie Puno: House members not afraid to bare travel records
Puno made the response after the Vice President said that members of the House should disclose records of their travel abroad amid criticisms that she was often overseas.
'Lahat tayo, maglabasan tayo ng travel. May dalawang klase ng travel ha. Official travel at personal travel. 'Yung personal travel, hindi binabayaran ng gobyerno. Official travel, binabayaran ng gobyerno. Personal travel, nandyan sa leave mo, sa personal na oras mo,' Puno said in a a press conference.
(Let us all show our travel records, both official travel and personal. The government pays for official travel, while personal travel is charged to your leave, on your personal time.)
"Ako, payag ako. Pero wala naman siguro ang natatakot 'yan rito sa Congress. Official travel, ilabas natin lahat, tapos i-hambing natin 'yun sa actual travel," he added.
(I am all for it. And I don't think members of the House will be afraid to do so. We can show our official travel records and compare them with personal ones.)
The Vice President has said she was always overseas to visit her father, former President Rodrigo Duterte, who is detained in the International Criminal Court (ICC) detention center in the Netherlands due to alleged crimes against humanity over drug war deaths.
She said she also visited Filipino communities abroad because overseas Filipino workers had been unhappy with the administration.
Puno then said that travel records of the members of the House can be provided by the Office of the House Secretary General.
During the orientation for new House members last month, Secretary General Reginald Velasco reminded lawmakers to submit requests for travel authority three days before the dates of their departure.
Velasco issued the reminder after revealing that there were House members in the past who only asked for a travel authority from him while they were already on the way to the airport, or they were already in their country of destination abroad.
Back in March this year, the House of Representatives also granted travel clearance to the Vice President's brother, Davao City Rep. Paolo Duterte, for Congressman Duterte's personal trip to 16 countries and Hong Kong, a special administrative region of China.
The travel clearance granted to Congressman Duterte was during the same month that his father, former President Duterte, was arrested on March 11 and eventually detained in the Netherlands. –NB, GMA Integrated News

Marcos admin proposes P10.77-B confi, intel funds for 2026; none for OVP
The Marcos administration is proposing over P10 billion in confidential and intelligence funds (CIF) under the Fiscal Year 2026 P6.793-trillion National Expenditure Program (NEP). 'For the 2026 NEP, the total for confidential and intelligence funds is P10.77 billion,' Budget Secretary Amenah Pangandaman said at a press conference following the turnover of the proposed national budget to the House of Representatives on Wednesday. The proposed CIF next year is lower than the P12.1 billion allocated under the 2025 General Appropriations Act. 'Ito po ay bumababa from the GAA ng P1.35 billion or 11.18%,' the Budget chief said. Broken down, confidential funds stand at P4.386 billion while intelligence funds amount to P6.398 billion. Confidential funds refer to allocations in the national budget, as its name suggests, for confidential expenses involving surveillance activities in civilian government agencies Likewise, intelligence funds are meant for expenses related to intelligence activities or information gathering activities of the military, uniformed personnel, and other intelligence agencies tasked with ensuring national security. Pangandaman said the Office of the President will get the highest CIF allocation at P4.5 billion, followed by the Department of National Defense with P1.848 billion. The entire proposed OP budget for 2026 stands at P27.362 billion, higher than the P15.9 billion under this year's national budget. 'Then other executive offices including the Anti-Money Laundering Council, Games and Amusement Board, NICA (National Intelligence Coordinating Agency), National Security Council, Office of the Presidential Adviser on Peace Reconciliation and Unity, Philippine Drug Enforcement Agency— will get P2.292 billion,' she said. Of the above-mentioned agencies, the Budget chief said the NICA will receive the bulk of the allocation at P1.471 billion. Other offices such the Commission on Audit and the Office of the Ombudsman were also allocated with CIF at P10 million and P51 million, respectively. Meanwhile, the Office of the Vice President (OVP), for the second straight year, did not get a CIF allocation under the 2026 NEP. The OVP earlier said it did not request CIF for next year. Last year, the House decided to reduce the budget of the OVP from the originally proposed P2 billion to P733 million amid Duterte's refusal to answer lawmakers' questions on OVP budget use, including confidential funds. Under the 2026 NEP, the proposed budget for the OVP was set at P902.895 million. 'On our side, on the part of the House, we'll assess it [CIF] based on… general provisions there are certain agencies and offices that are allowed to have confidential and intelligence funds based on necessity primarily those engaged in national security and those that have police and enforcement powers,' said House Appropriation Committee chairperson Nueva Ecija 1st District Rep. The Marcos government has requested approval from Congress to spend over P17 billion on the ASEAN Summit Meetings in the Philippines next year. In the 2026 National Expenditure Program submitted to lawmakers, a total of P17,495,734,000 was appropriated for the ASEAN Summit and its related meetings. The chunk of this amount shall be released directly to the Office of the President, with P10,783,656,000.
