Asean+3 in an age of global uncertainty

In times of geopolitical uncertainty, regional unity is the surest path forward. In July, the Asean+3 Macroeconomic Research Office (AMRO) released its updated outlook for the ten members of the Association of Southeast Asian Nations, plus China, Japan and South Korea. AMRO revised down its growth forecasts for 2025 and 2026 to 3.8 per cent and 3.6 per cent, respectively, and highlighted the urgent need for greater regional integration.
Amid rising global turmoil, particularly surrounding US President Donald Trump's tariff measures, Asean+3 countries have demonstrated remarkable resilience. In the first half of 2025, growth was buoyed by front-loaded exports, as businesses rushed to ship goods ahead of anticipated US tariff hikes. But this boost is expected to be short-lived, and its positive impact is already beginning to fade.
The unpredictability of Trump's trade and economic policies has made planning increasingly difficult for businesses. Moreover, bilateral negotiations with the US administration have been marked by volatility and confusion, with tariff rates changing abruptly and without warning.
Despite these headwinds, domestic demand remains robust across most Asean economies, bolstered by favourable labour-market conditions and price stability. Financial markets have also held up well, with several Asean+3 currencies appreciating against the dollar amid mounting worries over US policy uncertainty. Since April, policymakers have taken pre-emptive steps: half of the region's central banks have eased monetary policy, while several governments have implemented targeted fiscal measures to cushion the impact of potential trade shocks.
Still, several threats are clouding the near-term outlook for Asean+3, the most immediate of which is rising protectionism. AMRO's scenario analysis suggests that regional growth could fall below 3 per cent if US tariffs are extended to previously exempt sectors. Such a slowdown would mark the region's weakest non-pandemic performance since the 1997 Asian financial crisis, underscoring its vulnerability to trade disruptions.
Adding to these challenges are tightening global financial conditions, driven by diverging monetary policies, commodity-price volatility linked to the Middle East crisis and a trading system that is becoming increasingly fragmented. The result is a fragile economic landscape that will place Asean+3 economies and their policy frameworks under growing pressure in the months ahead.
As Asean+3 governments respond to this confluence of near-term challenges, they must also confront deeper structural shifts that will shape the region's long-term growth trajectory. Chief among them is a demographic transition of historic proportions.
By 2050, one in four people in Asean+3 will be 65 or older. Population ageing is projected to strain public finances, with fiscal costs ranging from 0.9 per cent of GDP in Indonesia to 9.3 per cent in South Korea, while also limiting governments' ability to invest in productivity-enhancing infrastructure and human capital.

Climate change poses an equally urgent threat, as Myanmar, the Philippines, Vietnam and Thailand rank among the world's ten most climate-vulnerable economies. To mitigate the worst effects of the climate crisis, Asean+3 economies must complete the Net-Zero transition. Doing so will require not only massive infrastructure investments but also costly adaptation measures and careful management of transition risks, such as stranded assets in carbon-intensive industries – all without undermining long-term growth.
Perhaps the most troubling trend is the secular decline in the region's growth potential. AMRO's analysis finds that the potential growth rate of Asean+3 has declined from 6 per cent to around 4 per cent since the early 2000s, and could fall to 3 per cent by 2050. This slowdown is primarily driven by weaker capital accumulation and sluggish productivity gains, indicating that the traditional growth model – heavily reliant on expanding labour and capital inputs – is running out of steam.
In the face of these intensifying pressures, regional integration is more vital than ever. As the global economic order continues to fragment, Asean+3 governments must foster cooperation and develop effective policy-coordination mechanisms.
They have already demonstrated the power of collective action. The Regional Comprehensive Economic Partnership, which entered into force in January 2022, now covers the world's largest free-trade area and serves as a critical buffer against economic fragmentation. At the same time, regional financial cooperation has evolved from mere crisis management to resilience-building, with cross-border payment connectivity and local-currency settlement frameworks reducing reliance on third-country currencies. The Chiang Mai Initiative Multilateralisation is a prime example.
But these efforts must go further. Asean+3 must position itself as a pillar of stability and principled engagement by reaffirming its commitment to an open, transparent and rules-based multilateral trading system, even as others turn away from it. The region must show that cooperation can deliver prosperity without compromising national sovereignty. In an interconnected world, resilience depends on the willingness to work together.
The next few years will test policymakers' resolve. But with sound macroeconomic management, forward-looking structural reforms, and a firm commitment to multilateralism, Asean+3 countries can weather unfavourable conditions and lay the foundation for sustained, inclusive growth. @Project Syndicate, 2025

The comments come as on Wednesday (local time), Trump sharply attacked India's trade barriers and directly targeted its Russian oil purchases and military equipment. He doubled down on his threat to impose 25 per cent tariffs on all Indian imports and threatened an additional "penalty" in response to India's energy purchases. Trump's tariff escalation comes on the heels of a series of deals with major US trading partners that have set a rough baseline for tariffs of between 15 per cent and 20 per cent, and included a series of pledges to expand market access for US products and foreign investment commitments, as per CNN. Meanwhile, Trump also said that he believes that that the BRICS grouping seeks to counter the US and wants to dent the status of the dollar as the world's reserve currency as reported by TASS. "They have BRICS, which is basically a group of countries that are anti the United States, and India is a member of that, if you can believe it," he told reporters at the White House when discussing the tariffs that he wants to impose on India. Talking about BRICS, Trump also said, "It's an attack on the dollar, and we're not going to let anybody attack the dollar."

New Delhi: The government told the Parliament on Thursday that US President Donald Trump has announced a reciprocal tariff on Indian goods, and it is examining the impact of the recent events and will take all necessary steps to safeguard national interest. Commerce and Industry Minister Piyush Goyal made a statement in the lower House of Parliament a day after Trump announced the tariff. He later made similar statement in the Rajya Sabha. Goyal's remarks came a day after the government issued a statement on the US decision to impose tariffs. On Wednesday, Trump announced the imposition of 25 per cent tariffs on Indian goods and a penalty for importing Russian oil, even as there were hopes of an interim India-US trade that would have otherwise helped avoid elevated tariffs. Goyal said the Mnistry of Commerce and Industry is holding talks with exporters, industries and all stakeholders and gathering information on their assessment of this issue. "On April 2, 2025, the US President issued an executive order on reciprocal per cent baseline duty in effect since April 2025. With a 10% baseline tariff, a total of 26% tariff was announced for India. Full country-specific additional tariff was scheduled to come into effect on April 9 but on April 10 this was extended initially for 90 days and then extended till August 1 2025," Goyal said "Government gives utmost priority to the safeguarding of welfare of farmers, labourers, entrepreneurs, industrialists, exporters, MSMEs and stakeholders of the industrial sector. We will take all necessary steps to safeguard our national interest. The Government is confident that we will continue our swift journey of inclusive and consistent development towards the goal of Viksit Bharat 2047. Aatmanirbharta ki ore Bharat aatmavishwas se badh raha hai," he added. The Union Minister said that in less than a decade, India came out of the 'Fragile Five' economies and it has now become the fastest-growing economy in the world. "On the basis of the hard work of reforms, farmers, MSMEs and industrialists, we have come in the top five economies of the world from the 11th largest economy. It is expected that we will be the third-largest economy in a few years. Today, global institutions and economists see India as a bright spot in the global economy," he said. Goyal said India and the US started talks for a just, balanced and mutually beneficial Bilateral Trade Agreement (BTA) in March this year, and the goal of this was to finish the first stage of the Agreement by October-November 2025. On April 2, 2025, President Trump signed an executive order for reciprocal tariffs on various trade partners, imposing varied tariffs in the range of 10-50 per cent. He subsequently kept the tariffs in abeyance for 90 days, while imposing a 10 per cent baseline tariff. The deadline was to end on July 9, and the US administration later pushed it ahead to August 1. In March 2025, India and the US initiated talks for a BTA, with the countries stating that the first tranche would be signed by the fall of 2025. (October-November). Talks took place in New Delhi and the US, and there have also been virtual meetings. In its statement on Wednesday, Commerce and Industry Ministry said that it as taken note of a statement by the US President on bilateral trade and the Government is studying its implications. "India and the US have been engaged in negotiations on concluding a fair, balanced and mutually beneficial bilateral trade agreement over the last few months. We remain committed to that objective. The Government attaches the utmost importance to protecting and promoting the welfare of our farmers, entrepreneurs, and MSMEs," the statement said. "The Government will take all steps necessary to secure our national interest, as has been the case with other trade agreements including the latest Comprehensive Economic and Trade Agreement with the UK," it added. There were some reservations from the Indian side on the US demand for opening up the agricultural and dairy sectors for the US. Agriculture and dairy are critical for India as these two sectors provide livelihood opportunities to a large section of its people. US President Donald Trump had imposed reciprocal tariffs on dozens of countries with which the US has a trade deficit. Since assuming office for his second term, President Trump has reiterated his stance on tariff reciprocity, emphasising that the United States will match tariffs imposed by other countries, including India, to "ensure fair trade".

Muscat: The Omani Rial has surged in value against the Indian Rupee, offering a golden remittance window for Indian expatriates in the Sultanate. Triggered by U.S. President Donald Trump's surprise announcement of a 25% tariff on Indian exports, the rupee slumped to a five-month low, pushing the exchange rate past ₹227 per Omani Rial — a level not seen since February. At around 11 a.m. today, Bank Muscat quoted an exchange rate of ₹226.398, while private exchange houses offered as much as ₹226.70. Currency platform showed rates nearing ₹227.68, reflecting high market volatility. The Reserve Bank of India (RBI) is expected to step in to cushion the fall if the rupee edges closer to its all-time low of ₹87.95 against the U.S. dollar. Many Indian expatriates in Oman, particularly those who receive their salaries at month-end, are rushing to take advantage of the windfall. Santhosh Kumar, a Keralite working with a car parts firm, said, 'I've been saving up for this moment. With the salary just in, I'm sending the money today itself. This is the best rate we've seen in months.' The drop in the rupee's value means expats now receive significantly more in rupee terms for each rial remitted — a boon amid rising living costs and financial obligations back home. In a message to customers, Nixon Baby, General Manager of Joyalukkas Exchange LLC, Oman, noted: 'The Indian Rupee has recently shown a weakening trend… With the current exchange rate favoring the Omani Rial, now is a prudent time to consider sending money back home, as remittance can yield higher value in India.' He added that while the rupee may remain volatile in the short term, analysts expect the phase to be temporary. 'Timing your remittance during such dips is key to maximizing value,' the statement read. India's equity markets mirrored the nervousness: the BSE Sensex dropped over 600 points, while the Nifty50 fell 189 points (0.76%), led by export-heavy sectors like IT, pharmaceuticals, textiles, and auto. The pressure is compounded by foreign capital outflows, with $425 million exiting Indian equities and $4.6 million from bonds on July 29 alone. Meanwhile, U.S. Treasury yields rose to 4.36%, signaling a flight to safety amid growing trade tensions. As New Delhi studies the implications of Trump's tariff decision, analysts suggest that the current shock may be mitigated if India and the U.S. can reach a trade compromise. Until then, uncertainty is likely to keep the rupee under pressure — a scenario that could continue to benefit Omani remitters in the near term. For now, the currency swing has handed a rare tactical advantage to Indian expats in Oman, many of whom are seizing the moment.
