Speaker refers matter to Privileges Committee, Kejriwal, Sisodia to be summoned
He also directed the Privileges Committee to summon former Speaker Ram Niwas Goel and Deputy Speaker Rakhi Birla for allegedly hurting the sentiments of the members of the House and the people of Delhi by 'distorting' history.
Earlier, the Speaker had dismissed the claims of the previous AAP government that the structure, which was renovated and inaugurated in 2022 by then chief minister Kejriwal as a phansi ghar was actually a 'tiffin room' as per records. Displaying a 1912 map of the Assembly complex, he had said on Wednesday that there was no documentation or evidence indicating that the space was used for executions.
'We gave the Opposition three days to present their position, but their silence proves that this was a deliberate fraud. After consulting the Indian Council for Historical Research, Jawaharlal Nehru University, Delhi University, National Archives, and historians, the House has come to the conclusion that there was neither a hanging room nor a tunnel,' the Speaker said.
'As the matter is related to patriotism and emotions, the House has decided to remove the phansi ghar and restore the Assembly premises. I am sending the matter to the Privileges Committee to investigate… It will summon the former CM, Deputy CM, Speaker, and Deputy Speaker, as the so-called phansi ghar was inaugurated under their guidance and presence,' he added.
He also said that the plaque of the 'fake' phansi ghar should be removed. 'The plaque bearing Kejriwal and Sisodia's names outside phansi ghar will be removed. The 1912 map depicting it as tiffin room will also be displayed,' he said in the House.
Gupta reiterated his allegation that 'falsehood' was spread in the name of Phansi Ghar and history was distorted. 'When we were in the Opposition, we were led to believe that there was an execution room here. We were also emotionally connected to the site,' he recalled.
However, after becoming the Speaker, he conducted a thorough research and it was discovered that the structure in question was actually a 'tiffin ghar' (lunch room), which was 'deeply upsetting', Gupta said.
He further said that the previous AAP government spent crores on this 'fake' phansi ghar and its advertisement.
Environment Minister Manjinder Singh Sirsa said it was 'highly condemnable' that a place where people would have consumed non-vegetarian food was called phansi ghar. 'This was a place where the British used to eat meat… AAP has hurt the sentiments of people by connecting it to martyrs… this is an insult to the martyrs.'
Built in 1912, the Delhi Assembly premises was originally meant to house the Imperial Legislative Council. It later served as the Central Legislative Assembly after 1919.

Through this technology, not only security but also the presence, activities and performance of the MLAs will be analysed. The AI-based cameras will have facial recognition technology, enabling them to identify the names and faces registered in the list of MLAs. Also, a detailed profile of every MLA will be fed into the system, which will include the name, party, constituency, gender, date of birth, photo and other personal details. Using AI technology, the system will record which MLAs attend the assembly, how long they stay, the number of topics they address, and the specific subjects covered in their speeches. Additionally, the AI will perform topic-based content analysis. CM INAUGURATES NEW DOME, RENOVATED HALL, CANTEEN The chief minister inaugurated a newly constructed dome at the entrance of Vidhan Bhavan, along with the renovated assembly hall number 15 and a VVIP canteen. Punjab:Burlton Park in Jalandhar revamp hits roadblock over tree felling
The much-hyped Burlton Park sports hub project hit a roadblock after the auction related to cutting down fully grown trees was deferred twice following strong objections from environmentalists. As per the detailed project report, the Jalandhar municipal corporation had planned to cut 50 trees to clear the land for the construction of the new stadium. However, the corporation's plans irked the environmentalist organisations, which decided to move the Punjab and Haryana high court against the local body. Jalandhar Mayor Vaneet Dhir said the corporation had discussed the environmental concerns involving the project and decided to come up with an alternative to tree felling. 'We have come up with an alternative. The corporation will shift these fully grown trees to another suitable location within the Burlton Park. We have been identifying the places for relocation of the trees so that they don't come in the way of the construction of the new stadium,' Dhir said. He added that the issue will be resolved after a detailed discussion. 'We have ensured that nearly 300 more mature trees will be planted to ensure quick growth,' he said. The sports hub, which is to come up on 60 acres, will include outdoor sports facilities such as a cricket stadium, an astroturf hockey ground and a seven-a-side football ground (natural grass), each with separate pavilion areas. It will also have indoor sports facilities for multiple disciplines, including yoga, skating, cycling and jogging. Stalled since 2008 The project was first floated by the Shiromani Akali Dal-Bharatiya Janata Party (SAD-BJP) combine in 2008. In 2016, the Union ministry of housing and urban affairs announced that Jalandhar would be developed as a Smart City, with the sports hub set to be one of the key projects. In 2022, just before the state assembly elections, the then Congress government had awarded the project's tender to a Chandigarh-based firm, with a completion deadline of 12 months. But only the construction of the boundary wall was done. A sum of ₹1.13 crore was also released to the company, after which the MC terminated the tender. Dhir said after much deliberation, the municipal corporation has re-allotted the tenders to the same company, which was assigned the project earlier, for the construction of the sports hub. 'In the past few months, multiple meetings were held with contractors, who were assured that all the required logistics would be provided for the completion of the project,' said Dhir. It may be mentioned that CM Mann announced that Burlton Park will be renamed after a legendary Punjabi athlete, shedding its colonial legacy.

Protest will pressurise Centre for statehood restoration: Khera

This protest will obviously create pressure and they will have to return this right of the 1.4 crore people of Jammu and Kashmir,' he said. As part of its series of protests which started last month on July 19, J&K Congress started a hunger strike from Saturday till August 20 seeking the restoration of statehood. On the launch of the hunger strike, J&K Congress president Tariq Hamid Karra said that this strike was aimed to push the government to listen to the wishes of 1.4 crore people of J&K. 'August 9 coincides with Quit India Movement, which had started in 1942 in the AICC session of Maharashtra on the call of Gandhi ji and keeping that in mind, we have started a hunger strike which will be observed across J&K in all districts till August 20. It is being done so that the emotions and desires of 1.4 crore people of J&K reach this blind and deaf government,' Karra said. On July 17, Lok Sabha leader of Opposition Rahul Gandhi and Congress president Mallikarjun Kharge had written to PM Modi to introduce a bill in the ongoing monsoon session to restore J&K's statehood. The J&K Congress then started its protest campaign on July 19 followed by a demonstration on the first day of the monsoon session in Delhi. On August 5, the party observed a 'black day' in protest against the revocation of J&K's statehood. Khera said that RSS would even consider the protests for freedom from the British futile when people were fighting the British. He said that when the statehood was revoked 5-6 years ago many promises were made. 'We were promised that terrorism will be eradicated, some 5 years ago. Many promises were made on demonetisation. Don't trust their promises. The rulers sitting in Delhi don't know how to run the government. They only know word play. Everyday there is new drama and new 'mann ki baat'. The Prime Minister doesn't know how to run the government,' he said. On why their alliance partner National Conference didn't join the protest, Khera said: 'It is our party's program. It is in our manifesto and we are fulfilling that. And whoever wants to join, the doors are open.' He said that the elected government of the union territory doesn't have enough powers. 'This is an incomplete government. It doesn't have powers. More powers are with LG. In a UT system, there are many compulsions. Efforts are more, compulsions are more, one's hands and feet are tied and still one has to move forward,' he said.
