Punjab:Burlton Park in Jalandhar revamp hits roadblock over tree felling

Punjab chief minister Bhagwant Mann and AAP supremo Arvind Kejriwal laid the foundation stone of the project on June 11, this year.
The project, which has remained in limbo for 17 years, is now estimated to cost ₹77.77 crore.
As per the detailed project report, the Jalandhar municipal corporation had planned to cut 50 trees to clear the land for the construction of the new stadium. However, the corporation's plans irked the environmentalist organisations, which decided to move the Punjab and Haryana high court against the local body.
Jalandhar Mayor Vaneet Dhir said the corporation had discussed the environmental concerns involving the project and decided to come up with an alternative to tree felling.
'We have come up with an alternative. The corporation will shift these fully grown trees to another suitable location within the Burlton Park. We have been identifying the places for relocation of the trees so that they don't come in the way of the construction of the new stadium,' Dhir said.
He added that the issue will be resolved after a detailed discussion.
'We have ensured that nearly 300 more mature trees will be planted to ensure quick growth,' he said.
The sports hub, which is to come up on 60 acres, will include outdoor sports facilities such as a cricket stadium, an astroturf hockey ground and a seven-a-side football ground (natural grass), each with separate pavilion areas. It will also have indoor sports facilities for multiple disciplines, including yoga, skating, cycling and jogging.
Stalled since 2008
The project was first floated by the Shiromani Akali Dal-Bharatiya Janata Party (SAD-BJP) combine in 2008. In 2016, the Union ministry of housing and urban affairs announced that Jalandhar would be developed as a Smart City, with the sports hub set to be one of the key projects.
In 2022, just before the state assembly elections, the then Congress government had awarded the project's tender to a Chandigarh-based firm, with a completion deadline of 12 months. But only the construction of the boundary wall was done. A sum of ₹1.13 crore was also released to the company, after which the MC terminated the tender.
Dhir said after much deliberation, the municipal corporation has re-allotted the tenders to the same company, which was assigned the project earlier, for the construction of the sports hub.
'In the past few months, multiple meetings were held with contractors, who were assured that all the required logistics would be provided for the completion of the project,' said Dhir.
It may be mentioned that CM Mann announced that Burlton Park will be renamed after a legendary Punjabi athlete, shedding its colonial legacy.

Chandigarh: Punjab BJP working president Ashwani Sharma on Tuesday said the withdrawal of the land pooling policy by the AAP government is a big victory for farmers and labourers, and that his party's protests put pressure on the state government. He said his party took a clear stand against this scheme from day one that it would not allow acquisition of even an inch of farmers' land. In the face of mounting pressure from farmer bodies and opposition parties, the Punjab government on Monday withdrew its land pooling policy, which it had once termed 'farmer-friendly'. The Punjab BJP on Tuesday held celebrations over the rolling back of the policy. 'Punjab and Punjabiyat have won. It is a big victory of farmers and labourers,' Sharma told reporters here. From day one, when the policy was released, the BJP took a clear stand that it would not let the AAP government acquire even an inch of land, he said. He further accused AAP leaders Arvind Kejriwal, Manish Sisodia and Satyendar Jain of 'looting' Punjab. 'Today, everybody knows Punjab is not run by Punjabis,' he said, claiming that AAP leaders sitting in Delhi call the shots. 'They (Delhi-based AAP leaders) brought the land pooling policy to loot Punjab,' the BJP leader charged. 'The BJP held protests at tehsil, block and district levels against the policy. We were to hold a protest, 'Zameen Bachao, Kisan Bachao' in Patiala on August 17. All these things put pressure on the state government,' Sharma said. He demanded that the state government issue a notification about scrapping of the policy. He said, 'Will Chief Minister Bhagwant Mann make a statement to ensure that not even a single inch of land of farmers will be acquired through any other way?' In a brief statement issued on Monday evening, the principal secretary of the Department of Housing and Urban Development said, 'The government hereby withdraws the land pooling policy dated May 14 and its subsequent amendments.' 'Consequently, all actions, like LOIs (letters of intent) issued, registration done, or any other action taken thereunder shall be reversed henceforth,' the statement said.

US appeals court upholds Arkansas law banning youth transgender care
Boston: A federal appeals court on Tuesday upheld an Arkansas law barring doctors from providing gender-affirming care including puberty blockers, hormones and surgery to transgender minors. The 8-2 decision by the St. Louis-based 8th U.S. Circuit Court of Appeals overturns a lower court ruling. It also follows the U.S. Supreme Court's June ruling holding that Tennessee's similar ban did not discriminate based on sex or transgender status. Citing that ruling, the 8th Circuit's majority agreed with Arkansas' Republican attorney general that the law did not violate transgender minors' equal protection rights under the U.S. Constitution. The 8th Circuit also went further than the Supreme Court, which has a 6-3 conservative majority, by deciding an unresolved legal issue of whether such bans violate parents' rights to provide appropriate medical care for their children. Lawyers for the plaintiffs -- a group of minors, parents and healthcare professionals -- argued the Arkansas law violated parents' due process rights under the U.S. Constitution's Fourteenth Amendment. But U.S. Circuit Judge Duane Benton, writing for the majority, cited a lack of historical support for the argument that parents have a right to obtain medical treatment for their children that a state legislature deems inappropriate. "This court finds no such right in this Nation's history and tradition," Benton wrote in an opinion joined by seven fellow appointees of Republican presidents. U.S. Circuit Judge Jane Kelly, an appointee of Democratic former President Barack Obama, dissented along with another judge, citing a "startling lack of evidence connecting Arkansas' ban on gender-affirming care with its purported goal of protecting children." "This is a tragically unjust result for transgender Arkansans, their doctors and their families," said Holly Dickson, executive director of the American Civil Liberties Union of Arkansas, which represented the plaintiffs. The decision overturns a ruling by a lower-court judge in 2023 who had declared the law unconstitutional after previously blocking it from taking effect in 2021. That year, Arkansas became the first U.S. state to ban gender-affirming care for minors. The Republican-led legislature passed the ban over the veto of then-Governor Asa Hutchinson, also a Republican.
