Avoid year-end spending sprees in civil service - Chief Secretary to govt
He said poor expenditure management not only undermines the efficient use of resources but also risks creating negative perceptions about the government's integrity and governance.
He added that although the Auditor-General's Report (LKAN) continues to raise issues on the government's financial management, misappropriation and wastage of public funds still occur.
'If left unaddressed, this issue could become increasingly complex and, without firm solutions, it will affect the credibility and public perception of civil servants in general,' he said in his speech at the opening of the 2025 Management Accounting Seminar organised by the Accountant General's Department of Malaysia (AGD), here today.

Shamsul Azri stressed that civil servants must ensure that transparency, integrity, and accountability remain central to the principles of governance and ethics.
He said the MADANI government is focused on optimising public spending by reviewing expenditure policies and the allocation of limited resources to ensure efficiency, effectiveness and value for money.
'Continuing to implement policies geared towards targeted subsidies allows the government to reduce wastage and leakage while creating fiscal space to improve assistance for vulnerable groups,' he said.
He added that the government has also taken a positive step forward by amending the Audit Act 1957, which will enhance audit scope in relation to public fund management.
This effort also ensures that audit recommendations are taken seriously and acted upon appropriately by all parties, including ministries, departments, agencies, and any entities or companies receiving public funds.
Shamsul Azri said the AGD, as the lead agency for management accounting across ministries, has introduced the Treasury Circular PS 1.3 - Implementation of Management Accounting.
He said the circular outlines the policy and implementation of management accounting via the introduction of Strategic Management Accounting and Reporting (SMARt).
'This initiative directly enhances the efficiency, effectiveness, and accountability of ministries in managing finances, risks, resources, and performance by ensuring optimal resource utilisation,' he added.
As such, Shamsul Azri urged all ministry secretaries-general, who also serve as controlling officers, to ensure the effective implementation of management accounting and SMARt in order to improve transparency and accountability in all financial decisions.
'Civil servants must proactively acquire increasingly complex technical competencies in finance and accounting, while also equipping themselves with non-financial intelligence to improve the effectiveness of management accounting practices in the public sector.
'The adoption of technologies based on big data analytics, artificial intelligence (AI) and smart automation can assist government agencies in collecting, analysing, and interpreting financial information in real time,' he said.

JERANTUT, Aug 16 (Bernama) -- Residents of Kampung Batu Balak, Kuala Tembeling, can now breathe a sigh of relief after several infrastructures in their village were upgraded and new ones built under the Kampung Angkat MADANI (MADANI village adoption initiative), with an allocation of RM2.5 million. Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said four projects were carried out in the village, including upgrading the Sungai Kenerak bridge with the installation of handrails. 'In addition, a tube well and water supply distribution system were built, the 6.9-kilometre Jalan Kampung Batu Balak was upgraded, and a new surau was constructed for the local community,' he said. 'With the delivery of these facilities, the residents have shown strong unity and cooperation with the Village Development and Security Committee (JPKK) to further develop the village. 'I have a special fondness for this village, as it is my first adopted village under the Kampung Angkat MADANI initiative. The next village will be in Jeransang near Lipis,' he said at today's handover ceremony of the Kampung Angkat MADANI project in Kampung Batu Balak, Kuala Tembeling. The project was carried out through strategic collaboration between the Public Private Partnership Unit (UKAS) and various state and local government agencies, including the Jerantut District and Land Office and the Pahang State Development Office. Meanwhile, Kampung Batu Balak JPKK chairman Mohd Johari Umar said more than 100 residents from around 40 households in the village have benefited from the initiative under the MADANI government. He said the village, located in a remote inland area, had previously faced infrastructure challenges such as poor road access and limited clean water supply, which have now been resolved. 'For example, the construction of a tube well has provided residents with clean water compared to the past, when they relied on hill water sources. The upgraded road has also brought greater convenience, not only for villagers here but also for neighbouring communities,' he said.

No new law yet, but Nancy calls for possible strengthening of anti-bullying measures
KUCHING, Aug 16 — The government should consider reviewing the need to strengthen existing laws to address bullying, said Women, Family and Community Development Minister Datuk Seri Nancy Shukri. She said that although amending laws is not under her ministry's jurisdiction, she is prepared to discuss the matter with the relevant authorities. 'There may not be a need to enact a new law. However, in light of recent bullying cases, it may give us new ideas to explore possible improvements to existing laws,' she told reporters after attending the Gempak Inspirasi @ Sepagi Bersama PPWS 2025 Programme here today. Nancy said the matter would be raised during the Cabinet meeting. She was responding to calls from the Anti-Bullying Act Movement (GAB) for the government to introduce a specific law to comprehensively address bullying. It was reported previously that GAB Secretariat chairman Wan Azliana Wan Adnan said drafting of the proposed act had been initiated since 2022, but no concrete progress had been made so far. Meanwhile, Nancy said there is currently no need for a new law, as bullying is already covered under the Penal Code (Amendment) Act 2025 and the Criminal Procedure Code (Amendment) Act 2025. Both Acts, which aim to address bullying more effectively and comprehensively, including cyberbullying, were passed in the Dewan Rakyat on Dec 10, 2024, and in the Dewan Negara on Dec 16, 2024. — Bernama
