on Tuesday wrote to the presidents of over 40 political parties seeking their support for the restoration of statehood to Jammu and Kashmir, saying it "must not be viewed as a concession, but as an essential course correction".
According to officials, Abdullah, in his two-page letter, called for bringing a legislation for the restoration of statehood to Jammu and Kashmir during the current Parliament session.

The chief minister's appeal comes nine months after his government's unanimous resolution calling for immediate statehood restoration, which, he says, was personally handed to the Prime Minister with an assurance of progress.
It also comes on the sixth anniversary of the revocation of the special status of Jammu and Kashmir and its bifurcation into two Union Territories -- Ladakh, and Jammu and Kashmir.
"Restoration must not be viewed as a concession, but as an essential course correction -- one that prevents us from sliding down a dangerous and slippery slope where the statehood of our constituent states is no longer regarded as a foundational and sacred constitutional right but reduced instead to a discretionary favour bestowed at the will of the central government," the letter said.

Under the Constitution, India is a 'Union of States', and the powers of a State and a Union territory under the federal system are clearly DID THE SUPREME COURT SAY?In 2023, while passing its verdict, the Supreme Court noted that the Parliament under the Constitution has admitted and established new States in article 3 of the Constitution would legally allow the Parliament to 'extinguish' the status of a State in the manner that was done by reorganising J&K into two Union territories was left open by the five-judge bench, however, noted that 'states under the Indian Constitution have their own independent constitutional existence.'The Supreme Court had agreed not to go into the issue of legal validity of the J&K Reorganisation Act 2019, after the Solicitor General for the Union of India told the court that 'statehood will be restored to Jammu and Kashmir and that its status as a Union territory is temporary.'The Court in its verdict noted that the Solicitor General had clarified that 'the status of the Union Territory of Ladakh will not be affected by the restoration of statehood to Jammu and Kashmir.'The Court in its verdict had directed that 'Restoration of statehood shall take place at the earliest and as soon as possible.' It has, however, been nearly 2 years since the Sc is also a petition pending before the Supreme Court of India, likely to be heard on August 8, seeking restoration of statehood to J&K. The petition has argued that delay in restoration of statehood is 'gravely affecting the rights of the inhabitants of Jammu andKashmir and also violating the basic structure of federalism.'WHAT DOES STATEHOOD MEAN UNDER THE CONSTITUTION?States are the foundational units of India's federal structure. According to a paper by former Law Commission member P.M. Bakshi, 'The essence of federalism lies in the sharing of legal sovereignty by the Union and the federating units.'advertisementDemarcation of legislative power between the Center and the states also helps in defining the boundaries of the executive power shared by the two, as usually the legislative power controls the powers of the Executive legislatures have exclusive powers over subjects enumerated in List II of the Seventh Schedule of the Constitution and concurrent powers over those enumerated in List powers of the legislature include authorisation of all expenditure, taxation and borrowing by the state legislatures, apart from exercising the usual power of financial control, use all normal parliamentary devices like questions, discussions, debates, adjournments and no-confidence motions and resolutions to keep a watch over day-to-day work of the executive. Currently, the role of the Administrator of J&K and Ladakh is held by the Lieutenant Governor (LG).At present, following the J&K Reorganisation, the Union territories of Jammu and Kashmir and Ladakh have limited powers to legislate and the Reorganisation Act, the UT of J&K has been included under Article 239A of the Constitution, which means that the UT has a legislative Assembly with 107 seats that are filled by direct UT of Ladakh is directly administered by the President, which means that it does not have an elected Assembly, and the Parliament of India passes any laws and monitors the administration of the the parliament under these provisions can introduce changes to the powers of the UT legislature, the J&K Reorganisation Act has granted extensive powers to the LG. Which means that, effectively, the Home Minister of India has control over the Police and bureaucratic apparatus in both union to Section 36 relating to Financial Bills in the Reorganisation Act 2019, no Bill or amendment shall be introduced in the Legislative Assembly without the recommendation of the Lieutenant Governor, if such a Bill deals with amendment of the law of any financial obligation taken or to be incurred by the legislature of the Union Territory, among other provision has had wide significance as virtually every policy decision may give rise to a financial obligation for the Union Territory. US rejects India's WTO tariff talks request on steel, aluminium: Govt

The US did not accept India's request for consultations under an agreement of the World Trade Organisation (WTO) concerning American tariffs on steel, aluminium, and related derivative products, Parliament was informed on Tuesday. The US has maintained that these measures were introduced on the grounds of national security, Minister of State for Commerce and Industry Jitin Prasada said in a written reply to the Lok Sabha. India, however, considers these measures to be safeguard actions that should have been notified and subjected to consultations under the WTO's Agreement on Safeguards (AoS). "India has accordingly reserved its right to suspend substantially equivalent concessions (right to impose equal trade measures in response) due to the US's non-compliance with its obligations under the AoS," he said. In a separate reply, the minister said India is actively involved in the discussions with the US on the Bilateral Trade Agreement (BTA) with the aim to expand trade and investment. India-US bilateral trade agreement negotiations were launched in March 2025. Five rounds of negotiations have been held, the last being from July 14-18th, 2025, at Washington, USA. "To safeguard the interests of farmers and the domestic industry, international trade negotiations allow for the inclusion of sensitive, negative, or exclusion lists -- categories of goods on which limited or no tariff concessions are granted," he said. In addition, in case of surge in imports and injury to the domestic industry, a country is allowed to take recourse to trade remedial measures such as anti-dumping and safeguards on imports. In another reply, the minister said India has not taken any decision to suspend or restrict trade or tourism activities with Turkey and Azerbaijan. However, the import from Turkey has declined from USD 3.78 billion in 2023-24 to USD 2.99 billion in 2024-25. The major items imported from Turkey during 2024-25 include Petroleum Crude, Gold, Inorganic Chemicals, Granite, Natural Stones and Aircraft & Spacecraft parts. The major items of import from Azerbaijan during 2024-25 include Finished Leather, Medical and Scientific Instruments, Raw Hides and Skins, Fruits/Vegetables Seeds and Hand Tools, Cutting Tools of Metals.

The authorities didn't allow the political parties to organise protest marches in the city centre, Lal Chowk, while the BJP was allowed to organise a celebratory function at the historic clock tower in Lal Chowk of Srinagar.
