CM expands financial powers of administrative secretaries, HoDs
New Delhi: In a move to accelerate "good governance", chief minister Rekha Gupta has enhanced the financial powers of administrative secretaries and heads of all Delhi govt departments, officials said on Thursday. Tired of too many ads? go ad free now According to CM, administrative secretaries will now be able to directly procure all IT-related items, and undertake repairs, rentals, and maintenance, in addition to purchasing equipment and other related material, without procedural delays. "CM highlighted that this is the first revision in officers' financial powers in nearly six years, with the last amendment made on Aug 7, 2019," CM's office said in a statement, adding that technological progress, rising costs, and the introduction of new welfare-oriented schemes have brought about significant changes in the execution of projects. "To build a 'Developed Delhi' and to ensure that the benefits of govt schemes reach the people promptly, her budget this year has risen to Rs 1 lakh crore, compared to Rs 54,800 crore at the time of the last revision. Therefore, the decision has been taken to make effective use of the allocated budget, prevent unnecessary delays in departmental work, speed up the execution of projects, and ensure their timely completion by increasing the financial powers of senior officers," the statement read. In special cases, Gupta added, administrative secretaries have been granted complete financial powers. These include the appointment of individual consultants, consultancies, professionals, project management units, and other specialists; the procurement, repair, rental, and maintenance of all IT-related items; the hiring of human resources; the purchase of equipment; and the acquisition of new vehicles in place of condemned ones. Tired of too many ads? go ad free now "This change in financial powers has been made to protect public trust and to accelerate Delhi's pace of development. It is our responsibility to ensure that public funds are used at the right time, in the right place, and for the right purpose. This decision will not only strengthen good governance but will also make service delivery to the public more effective and timely, while eliminating delays caused by unnecessary inter-departmental movement of files," she said.

Delay in trial: Kerala HC grants bail to fifth accused in Edakkara Maoist case
Kochi: High court on Thursday granted bail to T K Rajeevan of Koothuparamba in Kannur, the fifth accused in the Edakkara Maoist case. He is alleged to have participated in physical and arms training to commit terrorist acts and to wage war against the Govt of India. A bench of Justices V Raja Vijayaraghavan and K V Jayakumar granted bail to Rajeevan on the ground that he has been in detention for the last four years and the trial has not yet commenced, even though charges were framed against him in Jan 2025 by the Special NIA Court in Ernakulam. The bench, while considering his bail plea, directed that he be released on executing a bond for Rs 1 lakh with two solvent sureties each for the like sum. The court also imposed conditions, including that he shall remain in Ernakulam district until the conclusion of trial and furnish the details of his place of residence to the NIA investigating officer. Rajeevan, a south zonal committee member of the proscribed terrorist organisation CPI (Maoist), was arrested in Nov 2020, based on information that he had conspired with co-accused inside the deep reserve forests of Malappuram district on various occasions in 2016 to conduct and participate in physical and arms training, collect arms and men and abet waging war against the nation. The case was later handed over to NIA, and both a charge sheet and a supplementary charge sheet were submitted before the special court, Ernakulam, in 2022. The bench noted that there are 274 witnesses in the case and that completion of the trial in the near future is highly improbable. Rajeevan has been incarcerated for approximately four years and eight months. HC observed that any further incarceration would amount to a violation of the fundamental right to life and personal liberty under Article 21 of the Constitution of India, and accordingly granted him bail. ASHA workers end three-day sit-in strike in Belagavi
Pic: ASHA workers walk towards Channamma Circle on Thursday Belagavi: Thousands of ASHA workers, who were staging a protest in the premises of the Belagavi deputy commissioner's office day and night for the past three days, ended their protest on Thursday. Earlier in the day, they created a human chain at Channamma Circle. Thousands of ASHA workers, who were staging 24X7 sit-ins demanding the fulfilment of various demands, including the provision of Rs 10,000 as an honorarium, took to the streets on the third day on Thursday, to protest against the govt. The ASHA workers, who walked from the DC's office, formed a human chain at Channamma Circle and blocked the road to express their anger against the govt. Later, they went to the zilla panchayat office and the deputy commissioner's office and submitted a memorandum to the govt. The protest was led by the District Association of ASHA workers in collaboration with the All India United Trade Union Congress (AIUTUC). The protesters demanded that the work of evaluating the education department should not be entrusted to ASHA workers and that they should be given an honorarium of Rs 10,000 as promised. They sought that various demands, including not dismissing ASHA workers, should be fulfilled. They raised slogans. An ASHA worker said that they work day and night, whether it is the rainy season or summer season. Chief minister Siddaramaiah promised to give them a minimum honorarium of Rs 10,000 but did not take any action after that. Advocate Raju Ganagi said that numerous ASHA workers flooded Channamma Circle. Despite their holding a three-day protest, no govt representative or minister visited them. This govt is not qualified to give at least Rs 10,000 to ASHA workers as an honorarium. Laxman Jadagannavar, district president of AIUTUC, said that a three-day night dharna has been held in 31 districts of the state. "During a meeting held in January, the CM announced a guarantee that 10 thousand would be given every month from April. Even after 7-8 months, it has not been implemented. We have been holding a day-night dharna for the last three days for the implementation of the order. We have made three main demands. Officials visited the dharna site in Bengaluru and wrote in writing that the ASHA workers will not be removed from their work. But there is no information about giving 10 thousand rupees honorarium. The order should be implemented immediately. Otherwise, a fierce struggle will be held in the coming days. We are ready to go to jail, he said. The office bearers of the ASHA workers association, Geeta Rayavvagol, Reeta Fernandes, Jayashree Navi, Sujata Kadmath, and Sumitra Hiremath, participated.
