Service rendered in autonomous body to be counted for grant of gratuity at Centre
The Department of Pension and Pensioners' Welfare has notified the Central Civil Services Rules, 2021 for central government civilian employees, Union Minister of State for Personnel Jitendra Singh said in a written reply.
These rules are not suo motu applicable to the employees of autonomous bodies, he said.
"However, DoPPW vide Office Memorandum No.7/5/2012-P&PW/B dated 12th February, 2020 provides that on mobility from autonomous bodies having National Pension System with provision of retirement/death gratuity for its employees similar to that in the central government, the service rendered in the autonomous body would be counted for grant of gratuity in central government subject to condition that the employee resigns with proper permission to take another appointment in the government," Singh said.
The payment of gratuity, payment of interest or counting of service duration and the like by the autonomous bodies depends on the particular gratuity rules being followed by the particular autonomous body as the rules of DoPPW are not suo motu applicable to the employees of autonomous bodies, the minister added.
He was asked about the "details of rule position which allows an NPS employee, who moved from autonomous body to the government with proper permission and technical resignation, to opt not to have past service rendered in autonomous body counted in the Central Government and to receive payment of gratuity for past service", among others.
President of the All India NPS Employees Federation, Manjeet Singh Patel, welcomed the Centre's response and said it will help in removing any doubt from the minds of employees concerned.
"It is a very welcoming move by the government to assert that the service rendered in an autonomous body would be counted for the grant of gratuity in the central government. It will help in removing any doubt from the minds of the government employee concerned," he told PTI.

Parvesh's visit to CP opens floodgates of Oppn. flak over monsoon readiness
New Delhi A day after heavy rain left several parts of Delhi waterlogged, leaders of the Aam Aadmi Party (AAP) and ruling Bharatiya Janata Party (BJP) continued to exchange barbs on Sunday over the city's flood preparedness. The verbal duels intensified after Water Minister Parvesh Sahib Singh visited Connaught Place to inspect drainage issues, prompting AAP to accuse him of 'waking up 24 hours after the city drowned' rather than being on the ground during the crisis. According to the India Meteorological Department (IMD), Delhi received 26.6 mm of rainfall in the 24 hours ending at 8.30 a.m. on Sunday, with no downpour recorded between 8.30 a.m. and 5.30 p.m. More showers are likely daily until August 16. Mr. Singh said he had visited the Connaught Place site late on Saturday when heavy rain caused waterlogging along a 100-metre stretch near the popular Kake Da Hotel area. 'Century-old problem' He blamed the problem on a century-old British-era barrel drainage system that has been altered over the years, causing severe flow restrictions. 'To ease the load, we have installed two high-capacity pumps to push water forward more efficiently,' he said, adding that the Public Works Department is conducting a detailed study to find permanent fixes. The Minister highlighted that 34 critical waterlogging points, including Zakhira Underpass, Minto Bridge, Moolchand, and ITO, remained water-free this year, a change he credited to the government's interventions. 'This year, water accumulation on PWD roads has been significantly lower. We are working on every point and will ensure that in the coming years, Delhi will be completely free from waterlogging,' Mr. Singh said. AAP's Delhi chief Saurabh Bharadwaj accused Mr. Singh of conducting a delayed and meaningless inspection. 'Fooling people' 'Does Parvesh Verma even own a watch? Someone should gift him one. Waterlogging happened on Saturday, a child drowned in an open sewer on Saturday, and now, on Sunday, when not a drop of water is on the streets, he is inspecting Connaught Place. Who is he trying to fool?' he said. Mr. Bharadwaj asked why the Minister had not visited the families of the seven persons who had died when a wall collapsed in Jaitpur on Saturday. Expressing grief over the deaths, Mr. Singh called it 'an unfortunate and heartbreaking incident' and promised steps to ensure such tragedies never occur again.

Mahadayi water tribunal also gets year's extension
NEW DELHI: After giving back-to-back extension to two water disputes tribunals, Centre has extended the tenure of a third one, the Mahadayi Water Disputes Tribunal, as well for a period of one year with effect from Aug 16. Constituted in Nov 2010 for adjudicating the dispute over river water sharing among Goa, Maharashtra and Karnataka, the tribunal has had the third longest tenure among the four active water disputes tribunals in the country, which continue to get extensions year after year, as they have not been able to resolve the long-pending disputes. The last extension to the Mahadayi tribunal was granted in Feb for a period of six months but, ahead of expiry of its term, it requested Centre to extend the timeline for submission of its further report by one year. Accordingly, a gazette notification to this effect was issued last week, extending its tenure under Inter-State River Water Disputes Act, 1956. The tribunal had submitted its earlier report and decision in Aug 2018, but all the three states made objections, seeking revised reports which would address their respective concerns. The tribunal with the longest tenure is the Ravi and Beas Tribunal constituted 39 years ago, followed by the Krishna Water Disputes Tribunal which was constituted 21 years ago in April 2004. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Do you have a mouse? Last month, Odisha CM Mohan Charan Majhi wrote to his Chhattisgarh counterpart Vishnu Deo Sai for a mutually beneficial settlement. He has proposed that a joint committee, comprising officials of both the states and the Central Water Commission, arrive at an equitable and timely solution to the dispute.
