Minister orders removal of encroachments from port lands
The Federal Minister was chairing a high-level progress review meeting on Monday to assess and accelerate ongoing land reform initiatives at the Port Qasim Authority (PQA) and Karachi Port Trust (KPT).
The meeting brought together senior officials to evaluate current progress, discuss key strategies, and identify coordinated solutions to long-standing issues of land encroachment and underutilization at the two major seaports.
During the meeting, the Federal Minister underscored the strategic importance of safeguarding and developing ports land for sustainable economic growth and investment.
He suggested both PQA and KPT to form a joint anti-encroachment force with the mandate to secure and protect the property of both ports from illegal occupation and misuse.
The Minister emphasized that this dedicated force should operate with full authority and coordination with local law enforcement agencies to ensure effective on-ground enforcement.
'The maritime sector is a critical pillar of Pakistan's economic framework. We cannot allow valuable portland, which holds tremendous economic potential, to remain encroached or underutilized,' said Minister Chaudhry. 'It is imperative that both PQA and KPT work together to enforce land protection measures, implement digital transparency, and enable private sector investment through proper planning and legal frameworks.'
Management of the Port Qasim Authority (PQA) briefed the Minister on the ongoing initiatives being undertaken as part of a new comprehensive master plan. This master plan will include the regularization and optimal use of leftover pockets of land, reclaimed areas, and currently non-utilized plots. These spaces are intended to be repurposed for high-value investment, commercial use, and strategic infrastructure development aligned with national economic priorities.
PQA also plans to launch a digital land automation system, a dedicated module designed to improve transparency, traceability, and operational efficiency in land management, officials informed the meeting. This system will be fully integrated with the PQA Port ERP, allowing seamless data synchronization, secure digital record-keeping and real-time decision-making.
The Karachi Port Trust (KPT) management also presented their updates and reaffirmed their commitment to addressing the issue of encroachment on port land. The KPT officials informed the Federal Minister that enforcement actions are already underway and that the Trust is closely collaborating with the Survey of Pakistan, which is actively conducting a detailed land demarcation survey to accurately identify and map the boundaries of KPT land holdings. This demarcation exercise is expected to pave the way for stronger legal action against encroachments and provide a foundation for more informed land-use planning.
Minister Junaid Anwar Chaudhry reiterated the urgency of translating planning into tangible results. The Minister also expressed his resolve to personally oversee the progress of these initiatives and announced that monthly review meetings will be held to monitor implementation and resolve inter-agency bottlenecks. He urged all maritime stakeholders to align their activities with the national vision of sustainable port development and economic resilience.

Also, an increasing number of businessmen have started thinking that the government is managing the economy in a better way than the previous administration. The improvement comes despite inflation, high utility costs and electricity load-shedding, which continue to hinder business operations. The Business Confidence Survey for the second quarter of 2025 was conducted between July 23 and 27, capturing the views of 524 businesses across manufacturing, services and trade sectors. The standout finding is a significant rebound in perception of the country's overall direction. The "Direction of the Country Score" now stands at -2%, a sharp improvement from the far more pessimistic readings of late 2024. While the score remains marginally negative, it marks the highest level of confidence in national direction since Q4 2021. "This uptick suggests a moderate easing of political and economic uncertainty from the perspective of the business community," the survey said. The number of businesses holding a good perception about the government's ability to manage the economy has improved over the past year. According to the survey, 46% of businessmen called the government's management of the economy better than its predecessor, compared to 24% a year ago. Commenting on the survey, Gallup Pakistan Executive Director Bilal Ijaz Gilani said the latest edition was pointing to a "cautiously improving mood" among Pakistani businesses. "While the shift is incremental, it reflects a growing sense of stabilisation among economic actors," he said. The most visible change, Gilani said, was improvement in perception of the direction of the country and also the positive trend in trust in the government's handling of the economy. "As always, sustained momentum will depend on continued macroeconomic reforms, policy consistency and greater institutional responsiveness, especially towards businesses operating outside the formal sector," said the official. Business performance was another area that showed encouraging signs as 61% of respondents described their current operations as "good" or "very good," up six percentage points from the previous wave. While services and trade enterprises reported the largest gains, the respondents from the manufacturing sector underscored comparatively slower signs of recovery. The survey found 61% of businesses optimistic about the coming months, with the Future Business Confidence score improving by just one percentage point. "This indicates that while businesses are not anticipating worsening conditions, there is also limited momentum for stronger optimism at this stage," the survey said. Asked about challenges, the businessmen cited price hike, high energy costs and taxes as their biggest concerns, which shows the structural challenges remain deeply entrenched in Pakistan's business sector. The Consumer Price Inflation, which eased to a record 0.3% in April from 38% in May 2023, emerged as the most pressing issue, cited by 28% of respondents as the top priority for government action. High utility costs, 18%, while concerns over taxation, 11%, exhibited a slight decrease from last year's levels. Energy insecurity also continued to affect operations as nearly half, 47%, of those surveyed said they were experiencing load-shedding on the day of the interview. "While still a concern, this figure is lower than during the same quarter in prior years, indicating some potential seasonal or regional relief," said the survey. Overall, the survey indicates a measured improvement in private sector sentiment, especially regarding businessmen's perceptions of national direction and current business operations.

Photo: file Pakistan is set to become the first South Asian nation to ratify the 2001 UNESCO Convention on the Protection of Underwater Cultural Heritage (UCH), marking a significant step toward safeguarding its submerged maritime legacy. Maritime archaeology, a specialised discipline that explores the relationship between humans and bodies of water through historical artifacts, is gaining prominence in coastal nations with rich nautical histories. In Pakistan's case, according to PTV, this includes shipwrecks, submerged landscapes, ancient maritime infrastructure such as piers and lighthouses, and historic trade routes along the Arabian Sea. Unesco representative Dr Cristina Menegazzi called on Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry this week and the two sides discussed collaborative efforts to document, preserve, and promote Pakistan's rich underwater archaeological resources. "We are committed to preserving our maritime cultural heritage and will soon ratify the 2001 Convention," said Chaudhry. "This will position Pakistan as a regional leader in protecting underwater cultural heritage and strengthen our voice on international platforms concerning climate change and cultural preservation." The minister underscored the government's focus on environmentally responsible exploration. "Any scientific activity in maritime archaeology must be conducted in a way that respects and protects marine ecosystems," he said. "The use of non-invasive technologies like remote sensing, diver-based observation, and photogrammetry will be prioritised, while excavations will only be carried out under strict scientific guidelines." In line with efforts to preserve both submerged and coastal heritage, Pakistan seeks Unesco's assistance in registering historic maritime buildings in Karachi. These include over 70-year-old structures under the Maritime Affairs Ministry, such as the Marine Fisheries Department and the iconic Marine Lighthouse.

Centre vows no let-up in K-P terror fight
Listen to article Minister of State for Interior Talal Chaudhry on Thursday ruled out the possibility of launching any fresh military operation in Khyber-Pakhtunkhwa (K-P) amid rumours of a fresh full-scale offensive triggered by the worsening law and order situation in the volatile tribal districts of the province. Chaudhry, however, said that the ongoing counterterrorism actions under the National Action Plan (NAP) would continue unabated. "Let me be clear — NAP operations will not be stopped by anyone, no matter who they are," he said while speaking on the floor of the National Assembly in response to concerns raised by MNAs Asad Qaiser and Shazia Marri. Chaudhry's statement came on a day the PTI government in K-P strongly opposed the launch of a new military operation in the province, warning that kinetic actions would only worsen the already fragile security situation in the province. The provincial government called for a non-kinetic strategy to eliminate terrorism and restore peace. Taking a swipe at the PTI, the minister questioned, "Who brought the TTP [Tehreek-e-Taliban Pakistan] back? Which chief minister said, 'We won't fight or we'll end up like the PPP or the ANP?'" Commenting on PTI's protest on Youm-e-Istehsal-e-Kashmir, Chaudhry defended the closure of Parliament House's entry gates, citing security concerns due to Section 144 being in force and the presence of a sizeable rally near D-Chowk. He clarified that the gates were closed to restrict the incoming crowd and not the lawmakers. "No MNA was barred from exiting the premises," he added. The minister played down the scale of PTI demonstrations on August 5. "In Islamabad, fewer than 100 people turned up and even those were briefly detained. No lawmakers were arrested," he claimed. "In Punjab, out of a population of 130 million, only 94 people were taken into custody. Most protests were symbolic and dispersed within minutes." He also rejected the PTI's defence of the May 9 riots, saying popularity does not grant immunity from the law. "Those who attacked state properties were not acting in public interest - they did so in pursuit of future election tickets," he alleged. "Now they are facing the consequences. Courts in Punjab and Peshawar are announcing decisions. What more fairness do they want?" On the issue of the suspension of overland travel for Shia pilgrims via Iran, Chaudhry said that the measure had been taken due to heightened regional tensions in the aftermath of the Israel-Iran conflict. He said the Ministry of Interior was engaged in talks with the protesters and the Majlis Wahdat-e-Muslimeen (MWM) leadership. "A delegation of pilgrims met ministry officials last Thursday, and further discussions were held recently with MWM leader Raja Nasir Abbas," the minister said, adding that he was willing to visit Karachi to continue negotiations. He added that the Sindh and Balochistan governments were fully on board, while the Sindh governor remained in close contact with the protesters. The minister further told the lawmakers in the House that the prime minister had instructed the defence minister to ensure facilitation of pilgrims via air travel. "We've increased the number of flights and engaged foreign airlines, including Iranian and Iraqi carriers, to enhance capacity. Talks are also under way to reduce fares," he added.
