Regional forensic labs in the offing
The Punjab Forensic Science Authority (PFSA) will operate as a first responder in cases of terrorism and other serious offences for collecting evidence directly from crime scenes.
The chief minister has allocated Rs8 billion for the authority's modernisation, including the procurement of state-of-the-art equipment, infrastructure development and the construction of upgraded facilities.
The PFSA has been granted the status of an autonomous authority, empowering it to oversee crime scene protection and the transportation of forensic material.
According to a spokesperson for the Punjab Home Department, the reforms will not only enhance the quality of forensic work but also ensure effective prosecution in courts.
Under the new law, the chief minister will serve as the chairperson of the PFSA Board, while a vice-chairperson will be appointed to manage day-to-day operations. The board will include key stakeholders such as the home, finance, law and prosecution secretaries, chairperson of the planning and development board, and inspector general of Punjab Police. Additionally, five forensic science experts have been appointed as board members to provide technical guidance.
The spokesperson said the establishment of updated offices and laboratories across the province would enable local handling of cases, reducing delays and improving efficiency.

Sugar import plan raises many eyebrows
Listen to article Last year, sugar mills had submitted sugar stock figures to the federal government and Prime Minister Shehbaz Sharif had been very happy with these stock figures. Based on the stock figures, the government had allowed the export of sugar which was linked with Rs2 per kg increase in retail price. It was agreed that sugar export would be halted if the retail prices went up from the benchmark price. But that price increased from the ex-mill price of Rs141 per kg to Rs200 per kg. Now, a game of imports has started with the Ministry of National Food Security and Research announcing on Saturday that the government is going to import 0.2 million tons of sugar to intervene to overcome sugar prices hike. The traders and sugar mill owners are both beneficiaries in the dirty game of price hike. First, the government allowed the sugar mills to pocket millions of dollars by exporting sugar and even raised prices in the domestic market. Now, the government is betting on the sugar import rather than taking strict action against the mills which had given an understanding that they would not increase the prices of the sweetener. The Ministry of National Food Security and Research in a statement announced the government's decision to import 200,000 tons of sugar. A spokesperson said the final order for sugar import has been placed and the import of sugar has entered the final stage after the opening of the tender. He said sugar is being imported from China. "The first shipment of imported sugar will reach Pakistan in early September 2025," the spokesperson said, adding that the aim of the import is to ensure the availability of sugar in the market and maintain price balance. He added that the relevant committee formed by the government also successfully obtained a discount at the time of purchase in the international market. The arrival of imported sugar, he said, will maintain price balance in the local market and directly benefit consumers. Federal Minister for Food Security Rana Tanveer Hussain recently claimed during a press conference that sugar is available in abundant quantities and its price is within the reach of the common man. He ruled out the claims that sugar was first exported and is now being imported to allow a mafia to mint money. "Except for one or two years, sugar has historically been exported in large quantities and then imported to meet demands. The sugar issue emerges seasonally like monsoon frogs," he remarked. He said the Sugar Advisory Board includes federal ministers, representatives from all four provinces, and relevant stakeholders. The government allowed sugar export in a phased manner. At the time when the export request was made, the global market price of sugar was $750 per ton. Hussain also claimed that there is a difference of Rs8 to Rs10 per kg between ex-mill and retail prices. After the export, he said, the local price of sugar dropped to Rs119 per kg. He said the government has maintained a buffer stock of 500,000 tons. Despite an increase in the cultivated area, sugar production fell. "As soon as we learned about the shortfall, the prime minister halted the remaining sugar export and 40,000 tons of sugar was not exported," he added.

Rs415 billion approved for rehabilitation of 'killer road'
The government on Friday conditionally cleared the construction of three different sections of the 'killer road', the Balochistan Expressway or N-25, at an estimated cost of Rs415 billion, which is being funded through Rs8 per liter levy on petrol and high speed diesel. The Central Development Working Party (CDWP) cleared, in principle, construction of the three sections having a total length of 692 kilometers with an estimated cost of Rs415 billion for three different sections, according to the Ministry of Planning officials. Once completed in at least three years, there will be a dual carriageway from Quetta to Karachi, which will also open new avenues of economic development and connectivity. The Deputy Chairman of the Planning Commission and Planning Minister Ahsan Iqbal chaired the CDWP meeting. The project, to be executed in three different sections, will be presented before the Executive Committee of the National Economic Council (ECNEC) for its final approval after the National Highway Authority addresses queries raised in the CDWP meeting on Friday. The CDWP has the mandate to approve up to Rs7.5 billion projects and refer the higher cost schemes to ECNEC, which is chaired by the Deputy Prime Minister Ishaq Dar. The CDWP recommended dualisation of Karachi-Quetta-Chaman road having 278 kilometer length for the approval of ECNEC. This route will be constructed with a cost of Rs183.4 billion in three years and Rs33 billion have been set aside in the budget for the current fiscal year. However, given the low allocations in the first year, it will be challenging to complete this major route in three years unless the allocation is increased to Rs75 billion annually from the next fiscal year. The CDWP also in principle cleared the Rs99 billion worth dualization of Khuzdar-Kuchlak section of N-25 having 332 kilometers length. For the current fiscal year, the government has allocated Rs34 billion for its construction. The cost of the Khuzdar-Kuchlak section is less compared to the other two roads due to the award of contracts in the year 2021. About 52% work on this Khuzdar-Kuchlak road is already completed and the remaining work is expected to be finished in two years. The CDWP also sanctioned the dualization of Karoro Wadh section & Khuzdar Chaman section at a cost of Rs133 billion to build 104 kilometer road. For this fiscal year, Rs33 billion have been earmarked for this section. This project will need Rs50 billion per annum allocation for the next two fiscal years to complete the scheme on time. Prime Minister Shehbaz Sharif in April this year imposed an additional Rs8 per liter levy on every liter of petrol and diesel consumed by rich and poor alike to fund these deadly roads. There had been criticism against the Prime Minister's decision due to the fact that people already are heavily taxed and the government should wisely use these resources instead of putting more burdens. The government currently charges Rs75 per liter petroleum levy, Rs2.5 per liter climate levy and 10% custom duty on every liter of petrol sold in Pakistan, making it one of the heaviest taxed products. The petrol is now sold at Rs272 per liter after adding all taxes and profit margins of dealers. But PM Shehbaz reacted to these criticisms and stated that those opposing road projects in Balochistan, were narrow-minded. "We will complete the Karachi, Kalat, Khuzdar, and Quetta highway projects to the highest standard," he had vowed. The premier had said that the initiative to build roads reflected the aspirations of the people of Balochistan and was aimed at enhancing connectivity and ensuring safer travel in the province. The CDWP raised questions about the alignment of roads, revisions in the cost and the land acquisition. Once the sponsoring ministries address these questions, the projects will be tabled before the ECNEC for the final approval. For the current fiscal year, the government has allocated Rs1 trillion for the federal Public Sector Development Programme. Out of this, Rs210 billion has been set aside for various projects of Balochistan.

Noor Mukadam's murder case: SC urged to review judgement upholding death sentence of Zahir Jaffer
ISLAMABAD: The Supreme Court has been asked to review its judgment upholding the death sentence of Zahir Jaffer for the gruesome murder of Noor Mukadam. Zahir Zakir Jaffer on Wednesday, through senior lawyer Khawaja Haris Ahmed, filed a review petition against the Supreme Court's judgment dated May 20, 2025. The petitioner contended that the judgment dated 20-05-2025 relies heavily upon the video recordings, and on that basis the capital punishment of the petitioner has been upheld, without taking into account that neither the DVR nor the hard disk stand proved during the course of the trial. 'On the contrary, the portions of these so-called recordings, on the basis whereof the inference of 'last seen' has been drawn against the petitioner, were never played during the trial,' it added. He maintained that during the proceedings in the appeal before the Islamabad High Court (IHC) when the hard disk was required to be played it was empty, while DVR was never played, rather portion of video clip in USB, provided by one of the appellant's counsel was played and made the basis of the judgment in the appeal. The USB is neither primary evidence, nor its authenticity is vouchsafed by any forensic report. He submitted that DVR and hard disk is not proved by PFSA's forensic report as per the law prevalent at the relevant date and time, as neither the scribe nor the executant (concerned forensic expert) entered into witness box to authenticate the same on oath, therefore, the PFSA's forensic report has no credibility. Khawaja Haris, who has drafted the review petition, stated that the judgment also suffers from an error apparent on the face of the record as it has not addressed the issue of unsoundness of mind or mental capacity of the petitioner that was raised before the apex court during the course of arguments by the petitioner's counsel. The petitioner's plea of unsoundness of mind or mental incapacity, though evident from his conduct and demeanour throughout the trial, was never given due weight or serious thought by the trial judgment, and even the IHC judges. He maintained that the record of trial court shows that the question of the mental capacity of the petitioner to stand trial was never taken or addressed seriously as mandated by the Supreme Court in inter alia Safia Bano's case. A three-member bench of the Supreme Court, headed by Justice Hashim Kakar, and comprising Justices Ishtiaq Ibrahim and Ali Baqar Najafi on May 20, 2025, upheld the death sentence of Zahir Jaffer for the gruesome murder of Noor Mukadam. It dismissed Zahir appeal against the IHC verdict. The death sentence in rape charge has been commuted to life imprisonment, and 10 years sentence in abduction charge has been reduced to one year. However, it maintained the earlier orders to Zahir to pay Rs0.5 million to Noor's legal heir. The bench also reduced the sentences of gardener Jan Muhammad and watchman Iftikhar, saying that the time the accused already served in jail is sufficient. Noor, aged 27 years, was found murdered at Zahir's Islamabad residence in July 2021, with the probe revealing she was tortured before being beheaded. Zahir's death sentence by the trial court was upheld by the IHC, which had also turned his jail term over rape charges into a second death penalty. Copyright Business Recorder, 2025
