Regional forensic labs in the offing
The Punjab government has approved a plan to establishment forensic laboratories in northern, central and South Punjab. The initiative recommended by the home department is part of the implementation of the Punjab Forensic Science Authority Act recently passed by the provincial assembly.
The Punjab Forensic Science Authority (PFSA) will operate as a first responder in cases of terrorism and other serious offences for collecting evidence directly from crime scenes.
The chief minister has allocated Rs8 billion for the authority's modernisation, including the procurement of state-of-the-art equipment, infrastructure development and the construction of upgraded facilities.
The PFSA has been granted the status of an autonomous authority, empowering it to oversee crime scene protection and the transportation of forensic material.
According to a spokesperson for the Punjab Home Department, the reforms will not only enhance the quality of forensic work but also ensure effective prosecution in courts.
Under the new law, the chief minister will serve as the chairperson of the PFSA Board, while a vice-chairperson will be appointed to manage day-to-day operations. The board will include key stakeholders such as the home, finance, law and prosecution secretaries, chairperson of the planning and development board, and inspector general of Punjab Police. Additionally, five forensic science experts have been appointed as board members to provide technical guidance.
The spokesperson said the establishment of updated offices and laboratories across the province would enable local handling of cases, reducing delays and improving efficiency.

PHOTO: EXPRESS In a move to bolster aviation safety and security, the Punjab Home Department has imposed Section 144 within a 15-kilometre radius of all airports and Pakistan Air Force (PAF) airbases across the province. The restrictions will be in effect from June 5 to June 20. Under the order, a complete ban has been placed on pigeon flying, fireworks, the use of drones or laser lights and the disposal of animal waste within the designated perimeter. The decision has been taken in the interest of protecting human lives and property and to ensure the smooth operation of flight services. The Home Secretary of Punjab issued the restrictions under Section 144(6) of the Code of Criminal Procedure, 1898, citing that such activities pose serious threats to flight safety and operations. Open disposal of sacrificial remains, in particular, attracts birds, which can pose severe risks to aircraft and passenger safety. The directives apply uniformly across all civil airports and PAF airbases in Punjab. All deputy commissioners have been instructed to ensure strict implementation of the ban and to maintain enhanced cleanliness in areas surrounding airports and airbases. A spokesperson for the Punjab Home Department emphasised that the move is a preventive measure aimed at mitigating potential hazards during the Eidul Azha period, a time when instances of open waste disposal and celebratory activities traditionally increase.

Imran again refuses lie detector tests
Incarcerated former prime minister Imran Khan on Monday refused to undergo lie detector test for the fourth time and a team comprising policemen and members of the Punjab Forensic Science Agency (PFSA) returned after waiting at Rawalpindi's Adiala Jail for four hours. An anti-terrorism court (ATC) in Lahore had allowed police to conduct the text on Imran in connection with cases filed against him and a number of PTI leaders after unprecedented incidents of vandalism in which dozens of army installations were attacked on May 9 and May 10 or 2023. According to sources, a Lahore police investigation team led by DSP Asif Javed arrived at Adiala Jail at 12:45 pm to conduct a polygraph test, photogrammetric and voice matching tests. Members of the PFSA were also part of the investigation team, including inspectors Muhammad Aslam, Tasaddaq, Saleem, and Naveed as well technical expert Abid Ayub. Upon their arrival, the prison authorities informed the PTI founder, but he refused for the fourth time to join the investigation. Sources said Imran was informed that the investigation team had come with a court order, yet he again declined to undergo the tests. After Imran's refusal to cooperate in the investigation process, the teams had to return after a long wait. Earlier, Imran Khan had stipulated that he would only participate in the investigation and undergo the tests in the presence of his lawyers. However, when the investigators returned with his legal counsel present, he provided a written response stating that Article 13 grants him protection from being compelled to become a witness against himself or assist in producing evidence that may be used against him. The judge had ordered completion of the tests within 12 days, saying the prosecution might meet the PTI founder in Adiala Jail during that period.
