Waste repurposing plan sparks mixed reactions

The Star01-08-2025
PETALING JAYA: Optimising agricultural waste to promote a circular economy and expanding waste-to-energy (WTE) plants to reduce dependence on landfills under the 13th Malaysia Plan (13MP) have drawn varied responses from environmental groups and experts.
Centre to Combat Corruption and Cronyism event and projects officer Wong Si Peng stressed the importance of viewing waste as a resource for a circular economy.
She said ensuring proper separation of waste was crucial for sound recovery paths and clean renewable energy.
She believes Malaysia should explore anaerobic digesters for WTE purposes as food waste constitutes 44% of the country's municipal solid waste.
'If all the food and organic waste are separated, they can be converted into green energy using the anaerobic digester technology before being sent to biogas facilities.'
However, Greenpeace Malaysia Climate and Energy Campaigner Hamizah Shamsudeen views WTE as a short-term solution.
'Malaysia needs holistic methods to combat waste management issues. We must reuse and repurpose, such as agricultural waste.'
She added that WTE is not a significant solution for achieving net-zero emissions by 2050, citing concerns about carbon emissions throughout its lifecycle, high operating costs, energy consumption and safety issues.
Meanwhile, environment and waste management specialist Dr Theng Lee Chong said the government needs to be more transparent with the cost of this paradigm shift from landfills to WTE in the coming years.
'How will the financial model work and who is going to bear the costs?' he asked.
Theng said the selection of a good WTE system is crucial, as it is expensive, especially when it becomes a private initiative.
Universiti Malaya Institute of Advance Studies Honorary Professor Dr Sumiani Yusoff welcomed the idea of reducing landfill dependency, acknowledging Malaysia's abundant biomass for energy conversion.
She emphasised the need for proper planning, implementation and meticulous management of these facilities.
'We need the waste to be properly segregated. We have talent here but we need to provide adequate training to those who will be managing these waste-to-energy facilities.'
During the tabling of the 13MP in Parliament, Prime Minister Datuk Seri Anwar Ibrahim said the use of agricultural waste will be optimised in driving the circular economy and generating new, sustainable added value.

Sabah and Sarawak development focus in 13MP parliamentary debate

KUALA LUMPUR: A proposal for federal and Sabah collaboration in developing the blue economy sector was raised in Parliament today. Datuk Seri Dr Jeffrey G. Kitingan (GRS-Keningau) emphasised Sabah's potential in fisheries, agriculture, and livestock during the 13th Malaysia Plan (13MP) debate. 'It needs to be implemented using a new approach that covers the entire industrial chain, rather than through standalone projects,' he said. Datuk Seri Mohd Shafie Apdal (Warisan-Semporna) urged the government to prioritise Sabah's development projects for tangible public benefits. He stressed the need to address water supply and school infrastructure to ensure balanced progress across states. Mohamad Shafizan Kepli (GPS-Batang Lupar) called for urgent upgrades to rural schools facing classroom shortages. 'Rural education needs to be strengthened through preschool facilities, early exposure to artificial intelligence technology, and interactive digital equipment to ensure children have equal learning opportunities,' he said. He also proposed a dedicated sports school in Sarawak to nurture young athletes like divers Datuk Pandelela Rinong and Bryan Nickson Lomas. Roy Angau Ginkoi (GPS-Lubuk Antu) suggested developing Lubuk Antu as an inland port due to its strategic location near Kalimantan. The parliamentary session will resume tomorrow. - Bernama

Sipitang MP tears up in Dewan Rakyat over Zara Qairina's death

KUALA LUMPUR: Sipitang member of parliament Datuk Matbali Musah could not hold back his tears in the Dewan Rakyat when speaking about the death of Zara Qairina Mahathir, who was from his constituency. He said the 13-year-old should have been protected at school as it should be a safe environment for learning. "Allow me to share the tragic story of the late Zara, a child from the Sipitang parliamentary constituency, whose death brought grief to her family and sparked concern across the nation. "This child should have been protected at the safest place, the school where she sought knowledge," he said during the debate on the 13th Malaysia Plan today. He said it was time for anti-bullying legislation to be enacted. He said there should be clear guidelines to protect victims and strict action must be taken against perpetrators. "The government must not let the passing of Zara be in vain. "She will not return, but her story must serve as a constant reminder in our minds." He said every child has the right to safety, to be loved and to be protected. Matbali thank the government for its serious commitment to addressing the issue transparently. "On behalf of the constituents of Sipitang, I wish to express my gratitude to the prime minister, the federal government, the Sabah chief minister, the state government and the lawyers representing the family of the late Zara, as well as all Malaysians, for their concern and serious commitment to addressing this issue in a transparent and thorough manner." Zara Qairina was found unconscious in a drain near her school dormitory at 3am on July 16. She was reported to have fallen from the third floor of the dormitory and was admitted to Queen Elizabeth I Hospital. She was pronounced dead the following day. The Attorney-General's Chambers (A-GC) has ordered an inquest into the death of Zara Qairina.

Gobind: 13MP Highlights Technology, AI To Boost Malaysia's Digital Transformation

GENERAL KUALA LUMPUR, Aug 13 (Bernama) -- The 13th Malaysia Plan (13MP) clearly emphasises technology, particularly artificial intelligence (AI), in line with the government's push to accelerate the country's digital transformation, said Digital Minister Gobind Singh Deo. He said one of the key priorities highlighted by Prime Minister Datuk Seri Anwar Ibrahim is the development of the AI Nation Framework, which aims to fully leverage the country's 5G network to create digital solutions, including smart city initiatives using existing data. 'The 13MP also emphasises 'data commission'. The Prime Minister has made it clear that the concept of a data bank is closely linked to digital trust, among other related areas. 'These are steps that we see as supporting the aspiration to achieve AI nation status in the near future,' Gobind told reporters after launching the 5G Enterprise and AI City Grant today. He said this initiative will be featured at the upcoming Smart City Expo Kuala Lumpur 2025 (SCEKL25), scheduled for Sept 17–19, which will serve as a platform to showcase Malaysia's smart city transformation and foster collaboration among city leaders, innovators, and digital solution providers. Leveraging world-class 5G connectivity, the minister said Digital Nasional Bhd (DNB) and the Malaysia Digital Economy Corporation (MDEC) have been tasked with leading the AI Cities initiative, which builds upon and complements the Smart Cities programme under the Ministry of Housing and Local Government. 'I hope these efforts have — and will continue to — lay the groundwork for real, actionable innovation. By aligning strategic leadership with on-the-ground execution, we have seen how national initiatives can translate into meaningful local impact. 'The grants awarded today are a direct outcome of this alignment — where policy meets purpose, and vision meets implementation,' the minister said. The grant was awarded to 14 recipients, comprising universities, companies, and local authorities.
