Manipur marks 2nd anniversary of ethnic clashes with shutdown, mass gatherings

Hindustan Times03-05-2025
Imphal/Churachandpur, A statewide shutdown and mass gatherings marked the second anniversary of the ethnic clashes between the Meitei and Kuki-Zo communities of Manipur on Saturday, amidst demands for free and safe movement of all residents, and a separate administrative arrangement.
Shutdowns, observed in both the Meitei-majority Imphal Valley and the Kuki-Zo-dominated hill districts, brought life to a grinding halt across the state.
While the Coordinating Committee on Manipur Integrity enforced the shutdown in the valley, the Zomi Students' Federation and the Kuki Students' Organisation led similar actions in the hill areas.
In state capital Imphal, COCOMI organised a public convention at Khuman Lampak Stadium, where speakers urged the central government to ensure the "free and safe movement" of all residents in the state.
Christened the 'Manipur People's Convention', it adopted a resolution accusing the Centre of failing in its responsibilities and called for an immediate and time-bound roadmap to restore peace and normalcy.
"The People's Convention demands that the Government of India formally accept responsibility for its role in perpetuating the crisis and immediately initiate a comprehensive, time-bound roadmap for the restoration of peace, law and order, and a secure environment for all communities in Manipur," it stated.
The convention also condemned the Suspension of Operations agreements with militant groups like the Kuki National Organisation and United People's Front , claiming these units received "safe havens, financial backing, and logistical support" under the guise of the pact since 2008.
The resolution emphasised that Manipur's territorial integrity must not be compromised.
"Under no circumstance shall the territorial integrity, historical identity, and political unity of Manipur be compromised. Any attempt, external or internal, to divide or disintegrate the state will be firmly and collectively opposed by the people of Manipur," it added.
It also urged the Centre to address illegal immigration, alleging that many individuals have settled in the state using forged documents.
In Churachandpur, thousands of Kuki-Zo residents gathered at the 'Wall of Remembrance' in Tuibuong to observe 'Separation Day', marking their community's continuing demand for a separate administrative arrangement.
The day was marked by memorial events, musical tributes, and the distribution of compensation to 127 victims by the Kuki Women Organisation for Human Rights.
Ginza Vualzong, spokesperson for the Indigenous Tribal Leaders' Forum , said: "Until and unless our demands for a separate administration in the form of Union Territory is granted, we will continue to fight for justice."
Lenminlal Gangte, vice-president of KSO Churachandpur, added that peace cannot be set as a precondition for resolving the conflict with the Meiteis.
Another memorial event took place at the Sehken Village burial site, where MLA L M Khaute advocated for political autonomy, again in the form of a Union Territory.

States seek more urea; Centre says supply exceeds requirement this season

Several states participating in a virtual meeting with Union Agriculture Minister Shivraj Singh Chouhan on Thursday demanded additional urea to meet growing demand. The minister directed them to take strict action against hoarders and black marketers, stating that the Centre is supplying more fertiliser than required by the states this season. He also urged states to accurately map fertiliser requirements for the forthcoming rabi sowing season. 'There could be two main reasons for the increased demand for urea: first, an increase in the sowing of rice, maize, and other crops due to good rainfall; second, possible misuse of urea for non-agricultural purposes,' Chouhan said. He added that if the demand is genuinely for farming needs, urea will certainly be supplied, and the ministry is working promptly on this. However, if there is any suspicion of misuse, it will be treated as a serious matter, inviting strict action. Chouhan urged all state agriculture ministers to ensure proper use of urea by forming monitoring committees and strengthening oversight mechanisms to track fertiliser distribution and prevent non-agricultural use. The minister said the next rabi conference will be held in Delhi on 15–16 September. On the first day, central and state government officials will draw up a roadmap for rabi crops and discuss seed and fertiliser availability for the season. He added that an action plan for the agriculture sector for the next five years will be prepared, with suggestions from progressive farmers and experts, during the next phase of the 'Vikshit Krishi Sankalp Abhiyan', which will start on 3 October after Dussehra. Chouhan also announced that no permission will be granted for the sale of bio-stimulants until they are scientifically verified. He said Prime Minister Narendra Modi will launch the much-talked-about Natural Agriculture Mission from Delhi on 23 August.

NSCN-IM's Thuingaleng Muivah: Nagalim's history, flag, Constitution and territorial integrity are non-negotiable

Synopsis NSCN-IM General Secretary Thuingaleng Muivah declared that Nagalim's unique history, territory, sovereignty, flag, constitution, and integration of Naga areas are non-negotiable during their 79th Independence Day celebration. Despite ongoing peace talks with the Indian government, a stalemate persists over the demands for a separate flag and constitution, opposed by the government. IANS Guwahati: National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) General secretary Thuingaleng Muivah said that Nagalim's unique history, territory and sovereignty, national flag, national constitution (Yehzabo) and integration of all Naga contiguous areas are non-negotiable. NSCN-IM celebrates August 14 as Independence Day. Addressing the 79th Independence Day celebration of NSCN-IM in Hebron in Nagaland he said 'We will stand by our precious unique history and sovereignty, whether it is today or tomorrow. We do not demand anything from India and Burma (Myanmar) but we declare and proclaim what is rightfully ours. That is why the Nagalim's unique history, our territory and sovereignty, Nagalim national flag, Nagalim national constitution (Yehzabo) and integration of all Naga contiguous areas are non-negotiable. Hence, if India and Burma (Myanmar) respect the history of the Nagas, we will respect theirs ten times more.' Centre and NSCN-IM are holding peace parleys. There is a stalemate between the government of India and NSCN-IM over the contentious issue of separate flag and constitution. NSCN-IM has been demanding a separate flag and Constitution which the government of India had rejected. Greater Nagalim has been one of NSCN-IM's core demands. Greater Nagalim stipulates the integration of Naga inhabited areas of Assam, Manipur, Arunachal Pradesh and Myanmar. There is stiff opposition to the NSCN-IM's demand in these states. NSCN-IM had signed a Framework Agreement with Centre in 2015. NSCN-IM claimed that the agreement acknowledged the independent nature of the Naga people, and the Government of India officially recognized the uniqueness of Naga history. Coexistence of the two entities (Nagas and Indians) sharing sovereign power has also been agreed upon. In 2001, Manipur went up in flames and even the state legislative assembly was targeted. Many people lost their lives when the ceasefire between the Centre and NSCN-IM was extended without territorial limits.
