
Pay Rs 1,000/sqm for extra floor area ratio, height beyond limit
The town and country planning department has issued an order notifying the levy of a fee of Rs 1,000 per sqm on all proposals seeking additional floor area ratio (FAR) and building height beyond the prescribed limits.
TCP minister Vishwajit Rane said the fee will be recovered in a retrospective manner from all projects where higher FAR was granted. He made the statement in the legislative assembly after AAP MLA Venzy Viegas highlighted the lapse.
'The law department raised a query and we have started collecting money retrospectively for the additional FAR that was granted earlier. As far as the state is concerned, there is no loss of revenue,' said Rane.
Viegas, while speaking on the cut motions for the TCP department, had accused the department of granting additional FAR without charging any fees. This prompted Rane to protest. 'If there is a loss of revenue, go and file an FIR claiming there has been a loss of revenue,' Rane said to Viegas.
The TCP department issued the order under Regulation 6.1.1(2) of the Goa Land Development and Building Construction Regulations, 2010.
The order applies to all projects where technical clearances were granted along with FAR relaxations on a case-to-case basis. The department claimed that the additional FAR was granted after considering factors such as location, type of development, and intended use.
The additional fee for increased FAR will be applicable with retrospective effect from Aug 9, 2023, the date of commencement of the amended regulations. The fee shall be collected before issuing approvals granting the additional FAR or height relaxations.
Viegas had claimed that around 14.56 lakh sqm of built-up area was permitted by the TCP by granting additional FAR, which amounted to a revenue loss of Rs 2,900 crore for govt. Viegas had likened the lapse to a scam.

K'taka ex-MP Prajwal gets life term for raping domestic help

BENGALURU: Former JD(S) MP Prajwal Revanna was sentenced to life imprisonment Saturday after being found guilty of repeatedly raping a 47-year-old domestic worker, the first of three rape cases filed against him. The 34-year-old grandson of former PM HD Deve Gowda, once seen as a rising political star, became the first former MP in Karnataka to get life term as a convicted rapist. Special court judge Santosh Gajanan Bhat delivered the sentence in a packed courtroom, a day after Prajwal was convicted under eight sections of IPC. Two of those - IPC 376(2)(k) and 376(2)(n) - triggered a life sentence for rape by a person in a position of control and for repeated rape of a woman. Prajwal stood still, wearing a striped light blue shirt with a vermilion-sandal mark on his forehead. As the sentence was read out, he broke down. "Sir, I'm a mechanical engineer, I have passed all my exams on merit," the former Hassan parliamentarian said. "I bow to the court, but I request a lesser sentence." The woman alleged sleaze videos of Prajwal surfaced during 2024 LS election campaign, and her husband began suspecting her. Prajwal was arrested in June. His conviction put his family under intense scrutiny as his father HD Revanna, a former MLA, mother Bhavani, and brother Suraj, a surgeon-turned-politician, also face serious allegations. SIT chief BK Singh praised the survivor's courage. 'She stood like a rock. The defence tried every possible way to derail the proceedings,' he said. SIT faced challenges in gathering evidence since the crime occurred nearly four years before the survivor filed her complaint. 'Despite the time gap, her testimony proved crucial,' Singh said. CM vows one million homes for poor, digital overhaul
Chief Minister Rekha Gupta on Saturday said that the Delhi government is developing a comprehensive strategy to address the demand for one million houses for economically weaker sections (EWS) and slum dwellers across the Capital. During a visit to EWS flats built in 2011 in Sultanpuri, which are now in a dilapidated state, Ms. Gupta stated that the government plans to renovate around 50,000 unused flats constructed under the Jawaharlal Nehru National Urban Renewal Mission and allocate them to slum residents. 'Our government is committed to ensuring dignified housing and a better life for slum dwellers. In the first phase, 50,000 flats will be allocated. These efforts are fully aligned with Prime Minister Narendra Modi's resolve of providing housing for every poor,' she said. The CM said the government plans to relocate slum dwellers within a two-kilometre radius of these flats after carrying out necessary repairs and adding basic facilities. Ms. Gupta also directed officials to prioritise the immediate repair of salvageable units and reconstruct those beyond repair. Ms. Gupta blamed the Congress and the Aam Aadmi Party (AAP) for the years-long neglect of these flats. 'The same parties that did nothing while in power are now making noise. Why weren't these houses distributed before?' she said. Responding to her remarks, AAP said if the BJP was serious about protecting slum dwellers, it should urge Central agencies to withdraw legal cases pending against slum clusters in the High Court and the Supreme Court. Online reforms Ms. Gupta also announced a push towards digitising governance, stating that the Chief Minister's Office (CMO) has now fully transitioned to an e-office platform. 'The Delhi Secretariat is already digitised. All files now move through the e-office system and are e-signed. We aim to make the entire Secretariat paperless soon,' she said, adding that digitisation has improved transparency and sped up decision-making. According to the CMO, the e-office system saw rapid adoption in July. Of 199 departments, 119 now operate fully as e-offices, up from 22% in June. Digital file usage surged past 1.18 lakh, marking a 250% month-on-month increase.
