Income Tax dept working on rules for new direct tax law: CBDT chief

The Central Board of Direct Taxes (CBDT) chief on Thursday said that the Income Tax department has begun drafting rules, forms and procedures for the Income Tax Bill, 2025, PTI reported.
The bill, which seeks to replace the current income tax law, was tabled in Parliament in February and reviewed by a parliamentary panel that submitted its report to Parliament on 21 July, the report added.
Speaking at an event in Delhi, CBDT chairperson Ravi Agarwal said, 'Work is already underway to give shape to its rules, forms and procedures - a critical next step. These will define how the law functions in practice. And I am confident that just like the bill, these too would reflect our shared commitment to clarity, simplicity and taxpayer convenience.'
He noted that the department is aligning its enforcement approach with a principle of 'empathy', aiming to improve voluntary compliance. 'Rather than launching compliance measures at once, we are now enabling taxpayers to review and voluntarily update their filings. This is enforcement with empathy and it reflects the department's evolving mindset to trust persons,' Agarwal was quoted as saying.
The CBDT chief also highlighted the department's increasing use of data analytics through its 'Nudge' initiative - short for 'non-intrusive usage of data to guide and enable taxpayers' - which uses behavioural insights and transaction-level data to identify discrepancies in tax filings. The system focuses on issues such as under-reported income, incorrect deductions or suspicious claims.
In a separate interview with The Indian Express, Agarwal also stated that the department has started using artificial intelligence (AI) to monitor taxpayer behaviour. This includes tracking activity on online tax portals, identifying high-value transactions and filtering out PANs associated with suspicious claims. The long-term aim, he said, is to build a 360-degree view of individual financial activity and detect behavioural patterns that may indicate tax non-compliance.

The US President has said this 26 times that he forced India and Pakistan to announce a ceasefire," he said. Gogoi asked how many of India's fighter jets were downed during the conflict, saying these jets cost millions of rupees. 'We want to know from Rajnath Singh ji today how many of our fighter jets were downed. We have to tell this not just to the public but also to our jawans, as they are being lied to as well," he added. Trinamool Congress MP Kalyan Banerjee also questioned the government over Trump's ceasefire announcement, saying, 'PM Modi, why once you couldn't post on your 'X' handle that whatever the American President said is incorrect… The moment you stand in front of the American President, your height is reduced to 5 feet, and your chest is reduced to 36 inches from 56 inches. As many as 31,555 Central Government employees have opted for the Unified Pension Scheme (UPS) till July 20, 2025, and the last date to enrol under the scheme is September 30, 2025, the Parliament was informed on Monday (July 28, 2025.) In a written reply in the Lok Sabha, Finance Minister Nirmala Sitharaman said as on July 20, 2025, at least 7,253 claims have been received and out of which 4,978 claims have been processed for payment of benefits under UPS. Editorial | Middle path: On the Unified Pension Scheme From April 1, 2025, the government has introduced UPS as an option under the National Pension System (NPS) for the Central Government employees. The UPS will provide assured payouts to the employees. In reply to a separate question in the House, Minister of State for Finance Pankaj Chaudhary said, 'as on July 20, 2025, 31,555 employees have opted UPS.' Further, Ms. Sitharaman said based on the representations from employees and associations, the cut-off date to opt for UPS was extended for a period of three months up to September 30, 2025. Centre finally notifies Unified Pension scheme option for government staff covered by NPS "As per eligibility criteria, there are 25,756 retired Central Government subscribers eligible to receive additional benefits under UPS," Ms. Sitharaman said. 'These eligible subscribers are those Central Government employees who have either superannuated or deceased, or retired under Fundamental Rules 56(j), on or before March 31, 2025, after completing 10 years or more of qualifying service and were covered under NPS,' the Minister said. The government has extended the benefit of 'Retirement gratuity and Death gratuity' under UPS. Further, the government employees who opt for the UPS under NPS shall also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement. The government has also extended tax benefits to UPS as are available to NPS under the Income Tax Act, 1961. To a question on whether the government proposes to extend such benefits to other pension schemes or sectors in the near future, Ms. Sitharaman said, "UPS has been introduced as an option under National Pension System (NPS) for the employees of Central Government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sector."
