IRB Identifies 5,800 Non-Compliant Taxpayers, RM484 Million Undeclared Income Detected

The Inland Revenue Board of Malaysia (IRB) has identified 5,800 taxpayers who previously failed to submit their Income Tax Return Forms (BNCP) following checks through the e-Invoicing system, which revealed undeclared income amounting to RM484 million.
IRB said the move resulted in additional tax collection of RM82 million after these taxpayers came forward to declare their past assessment years' income.
'As of July 30 2025, approximately 413 million e-Invoices have been issued overall, involving over 83,000 taxpayers. This includes mandatory compliance from phases one to three, as well as voluntary participation from phases four and five,' IRB said in a statement.
The agency said e-Invoicing implementation has shown positive acceptance, aligning with efforts to strengthen voluntary and continuous tax compliance.
Taxpayers whose grace period has ended are reminded to fully comply with e-Invoicing requirements as per the issued guidelines. Related

PAC chairman Datuk Mas Ermieyati Samsudin said the committee also recommends that IRB strengthen enforcement of existing tax laws while implementing improvements from time to time to enhance the management of accounts receivable. "PAC acknowledges IRB's initiatives to enhance the management of accounts receivable, including internal improvements such as automating the issuance of tax arrears notification letters and expediting travel restriction procedures. "Continuous monitoring must be carried out to ensure the effectiveness of the overall tax assessment process, along with more proactive enforcement of tax laws to curb leakages and fraud in tax payments," she said in a statement today. Accounts receivable refers to the money owed to a business by its customers for goods or services that have been delivered or used but not yet paid for. On the implementation of the e-Invoice system, Mas Ermieyati said PAC welcomes the government's initiative, which takes into account the commitments of taxpayers, particularly those in the Micro, Small and Medium Enterprise category, in complying with the legal requirements for e-Invoicing, and the need for sufficient preparation time. She said PAC recommends that IRB provide comprehensive support and guidance to all taxpayers throughout the preparation phase for e-Invoice implementation.

KUALA LUMPUR: Lien Hoe Corp Bhd has received additional tax assessments totalling RM1.39mil from the Inland Revenue Board (IRB) for seven years of assessment. In a filing with Bursa Malaysia, the property group said it received notices of assessment on July 29, covering the years 2017 to 2023. The total sum of RM1.39mil includes surcharges and relates to deemed interest income under Section 140A of the Income Tax Act. 'This additional income tax payable will be recognised in the financial statements for the three-month period ended June 30, 2025. 'It is expected to negatively impact both net asset value and earnings by 0.42 sen per share for the financial year ending Dec 31, 2025,' Lien Hoe said.
