Six months after the government announced plans to set up the Eighth Central Pay Commission to review its employees' emoluments, it has received suggestions from staff representatives for the panel's consideration.
These suggestions include reinstating the Old Pension Scheme for government employees who joined service after 2004 and improving other retirement benefits, devising methods to ensure cashless medical benefits to employees and pensioners, and providing a child education allowance as well as a hostel subsidy till the post-graduation level.
The panel's recommendations would impact around 4.5 million government employees and 6.8 million pensioners, including defence personnel.

He flagged concerns over the use of Central Armed Police Forces to push forward survey and drilling activities without the Free, Prior and Informed Consent (FPIC) of local communities — a move he described as reminiscent of "colonial-style dominance". While reiterating the Congress' commitment to development, he maintained that such projects should not come at the cost of indigenous lives, livelihoods, and heritage. However, the mounting pension bill led to its replacement by the NPS, a market-linked, defined-contribution scheme under which employees contribute 10% of their salary while the government adds 14%.The UPS attempts to merge the two models. It retains employee contributions but guarantees a pension equivalent to 50% of the average basic pay drawn in the final 12 months of service. A floor of 10,000 per month is set for those with at least ten years of service. The scheme also includes inflation-indexing to preserve real these assurances, the transition to UPS has found few CLARIFICATIONIn response to India Today's queries, the PFRDA clarified that it does not maintain state-wise, month-wise, or department-wise data on UPS adoption. It also confirmed that it does not separately track opt-in numbers for officers from the All-India Services, such as IAS, IPS, and IFS cadres. This lack of granular transparency makes it difficult to assess how specific departments or senior officials are responding to the just two months remaining before the final deadline lapses, the fate of the Unified Pension Scheme hangs in the balance. While it was designed to bridge the gap between fiscal responsibility and employee demands for security, the initial numbers suggest it has yet to earn the trust of the very constituency it was meant to reassure. HYDERABAD: The Telangana High Court on Tuesday ruled that teachers recruited under the District Selection Committee (DSC)-2003 process are eligible for the Old Pension Scheme (OPS). Justice Nagesh Bhimapaka was hearing a batch of writ petitions filed by teachers selected through DSC-2003 but were brought under the New Contributory Pension Scheme (CPS) that was implemented from September 1, 2004. The petitioners argued that the DSC-2003 notification was issued in November 2003 to fill vacancies that had arisen prior to that date, and that the selection process was completed by June 2004—before the CPS came into effect. However, appointment orders were issued in November 2005, following administrative delays. Based on the date of appointment, the CPS was applied to them. Represented by senior counsel L Ravichander, the petitioners contended that the delay in issuing appointment orders was procedural and should not affect their eligibility for OPS. They maintained that their recruitment process was initiated and concluded while the OPS was still in force, and they should therefore be covered under it. Agreeing with this view, Justice Bhimapaka directed the state to extend a one-time option to the petitioners to opt for the Old Pension Scheme.
