
Centre mulls options to give Vi relief on Rs 84,000 cr dues

(Vi) through conversion of earlier receivables into stock, is weighing multiple options to provide the telco further relief on outstanding regulatory dues of Rs 84,000 crore over concerns that the telecom operator would flounder without executive latitude.
Among the options on the table to address adjusted gross revenue (AGR)-related dues is increasing the repayment tenure to 20 years from six now and simultaneously applying a simple interest on the outstanding amount instead of compound interest, or interest on interest, people aware of the details told ET. If such terms indeed apply to Vi, its annual payment burden will shrink significantly, although some are questioning whether telco's existing cash flows are sufficient to honour even the most generous repayment covenants. Asecond option is to charge a token amount of around Rs 1,000-1,500 crore annually toward part payment of those dues until a final decision is taken on the broader AGR issue, said a person in the know.
'Apart from these two options, some other creative proposals are also being explored, and the relief may be given by either one or a combination of options,' said one of the persons cited above, on the condition of anonymity. Another person said the government's intent is to keep the company afloat. If Vi folds up, New Delhi would be the biggest loser: The Centre is the largest shareholder with a 49% stake, and a majority of the outstanding dues would come to the treasury.
'Since the known or existing options (such as waiving the interest and penalties) are not working out, something new has to be forged. But whatever option is finalised, it would be legally tenable,' said the second person.
Vi has outstanding
AGR dues
to the tune of Rs 83,400 crore as of March 2025, annual payment instalments of which fall due starting March, 2026, and need to be paid until March, FY31. As things stand, the loss-making telco needs to pay Rs 18,064 crore by March of this financial year. At the end of March, its cash and bank balance totalled Rs 9,930 crore, and the government fears that without any relief on the AGR dues, the company won't survive.
INTEREST COST SAVINGS
Currently, telcos such as Vi and
Bharti Airtel
, which are affected by the 2021 AGR ruling of the Supreme Court, pay around 29-30% compound interest annually on the outstanding dues. If the same is converted into simple interest of 8-10%, it would reduce the overall outgo and accumulation for the coming years.
'Vi can save over Rs 16,000 crore in interest cost after the conversion if the decision is implemented prospectively. The savings will be much higher if the decision is implemented retrospectively,' said an expert. Vi, for example, must pay Rs 18,064 crore by March 31 of every year until 2031. But in case the interest is converted into simple interest of 8-10%, the annual instalment would be around Rs 15,000 crore.
'But since the company won't be able to pay even that amount given its cash flows, the instalments could be extended to 20 years. In such a case, the annual outgo could be lower,' said the first person cited above. In its scenario-building for Vi, the government estimates that if the company is required to pay the full Rs 18,064 crore instalment due by end-FY26, it would not have funds to meet the liability in FY27 and thus may go bankrupt.
SURVIVAL AT STAKE
And even if the annual instalments are reduced to Rs 6,000-8,500 crore each by extending the payment period, it would still not bring any tangible benefits and, given the telco's cash flows, it may not meet the liabilities beyond 2028-29.
To be sure, the government had earlier converted Rs 36,950 crore of spectrum auction arrears into equity in March, and became the largest shareholder in the telco, with a 49% stake. These arrears were related to pre-2021 spectrum auctions. The company still needs to pay the instalments for post-2021 auctions.
The company had told the government that it was not able to pay both the AGR and spectrum dues after the end of a four-year moratorium this fiscal. Its annual payments before the equity conversion were more than Rs 30,500 crore for FY26, but even after the equity conversion, the company needs to pay over Rs 20,000 crore in annual instalments, including both AGR and spectrum auction dues.
The telco has been trying to raise Rs 20,000- 22,000 crore from its lenders, which have sought more clarity around the AGR dues before extending credit. Earlier this month, the company's board also approved raising up to Rs 20,000 crore more via various instruments.

MSMEs set to play key role in job creation
Vijayawada: Micro, small, and medium enterprises (MSMEs) are pivotal for employment generation in Andhra Pradesh, with various government departments coordinating efforts to impart skills and create job opportunities across the state, said State 20-Point Programme chairman Lanka Dinakar. He, along with Society for Employment Generation and Enterprise Development in Andhra Pradesh (SEEDAP) chairman Deepak Reddy and AP MSME Development Corporation T Siva Shankar. Dinakar said that the coalition government has attracted investments worth Rs 9.3 lakh crore in its first year. He added that the state government aims to provide job opportunities to 20 lakh unemployed youth over the next five years. He emphasised that the government is shifting from an 'Ease of Doing Business' model to a 'Speed of Business' approach, ensuring quicker implementation and better synergy across departments to create jobs. A review meeting was held at the Secretariat with chairpersons and officials from MSME, SEEDAP, and the planning department. The discussion focused on strategies to generate employment through skill training, particularly in underdeveloped districts. Dinakar also stated that MSMEs play a vital role in achieving 'Viksit AP' (developed Andhra Pradesh) and 'Viksit Bharat' (developed India). He announced that a proposal would be submitted to the Chief Minister to restructure and further strengthen MSMEs. MSME Development CAorporation chairman Siva Shankar elaborated on comprehensive measures being taken to establish MSME parks across Andhra Pradesh. He stressed the need to restructure the MSME department for better policy implementation and to appoint an additional commissioner to oversee these initiatives. Sankar also highlighted the crucial role of MSMEs in transforming backward districts like Alluri Sitarama Raju and Parvathipuram Manyam by providing skill-based employment to local youth. CEEDAP chairman Deepak Reddy outlined his organisation's efforts to provide industry-aligned training and facilitate buyback financing for trained candidates. As part of the 'Swarnandhra 2047 Vision,' CEEDAP aims to empower youth with skills and create extensive employment avenues. Reddy announced plans to establish business and entrepreneurial units in rural areas, allowing local youth to find employment within their communities. He stated that 40 such business units have already been identified, with a target to scale this up to 300 in the next six months. Additionally, efforts are underway to introduce 10 more central government schemes in the state. He further informed that CEEDAP currently trains 16,000 unemployed youth every three months and has set a goal to train more than 60,000 candidates this year. Currently, 103 training centres are operating under CEEDAP, with plans to add 200–250 new centres in various colleges by next year.

UP government launches subsidised goat rearing scheme for SC families
LUCKNOW Amid the BJP's continuing Dalit outreach programme, the UP government has launched a goat rearing scheme aimed at boosting income of landless and impoverished livestock farmers from Scheduled Caste (SC) communities. As per guidelines issued by the government on June 18, the total cost per unit is set at ₹ 60,000, with the state government providing 90% (Rs. 54,000) as subsidy. The beneficiaries will contribute the remaining 10% ( ₹ 6,000). (Pic for representation) The ₹ 90-crore scheme for the current financial year aims to boost rural income and nutritional self-sufficiency while reducing malnutrition among dalits who account for around 20% of the state's total population. The scheme will establish 750 goat farming units across all 75 districts of the state, with each district receiving 10 units. Each unit will consist of five female goats and one male goat. 'Goat farming is closely tied to the rural economy and social structure. The milk and meat from goats provide important sources of income and nutrition,' an official from the animal husbandry department explained, adding 'This business offers minimal risk with maximum profit potential.' The government expects the increased production of goat meat and milk to contribute to the state's overall gross income while providing employment to poor families from SC communities. Preference will also be given to applicants who have received goat farming training from the Sheep and Goat Training Center in Etawah or the Central Goat Research Institute in Farah, Mathura. The selection process will involve committees at both village and district levels. Village-level committees will include the deputy chief veterinary officer, the veterinary officer concerned and the village head. District-level committees will be headed by the chief development officer with the chief veterinary officer serving as member secretary. Selected beneficiaries must deposit their share of ₹ 6,000 into their bank account before receiving the government subsidy. They will be provided with medicines for the goats and insurance coverage for one year. Beneficiaries are required to operate the unit for at least three years, as per an affidavit they must submit. To ensure sustainability, the government will also provide insurance, health care, and goat-rearing training. 'This scheme represents a significant opportunity for economic advancement among our most vulnerable communities,' said the official.

ACME Solar shares in focus after securing Rs 1,072 crore refinancing for 250 MW project in Rajasthan
Shares of ACME Solar Holdings will be in focus on Tuesday after the company announced that it has secured a Rs 1,072 crore domestic project finance facility to refinance existing debt for its 250 MW operational solar project in Rajasthan. The project, which has been operational for 18 months, achieved an annual Capacity Utilisation Factor (CUF) of 29.3% in FY25, according to the company's statement. The refinancing was arranged through a consortium of lenders led by Bank of America and Standard Chartered Bank. This latest refinancing deal adds to the Rs 4,575 crore of refinancing completed by ACME Solar in the past six months, as part of its broader strategy to optimise its capital structure, lower debt costs, and improve its credit profile.'This refinancing aligns with our strategy to create an efficient capital structure by reducing the cost of debt while diversifying our sources of funds and lending partners,' said Rajat Kumar Singh, Group CFO of ACME Solar Holdings.
