Kazakhstan Sees Malaysia As Gateway To ASEAN, Eyes Dialogue With Central Asia

KUALA LUMPUR, Aug 20 (Bernama) -- Kazakhstan regards Malaysia as its gateway to Southeast Asia and the wider ASEAN region, and to further bolster cooperation, the Central Asian republic is proposing the establishment of a future ASEAN-Central Asia dialogue platform.
Kazakhstan's Ambassador to Malaysia, Bulat Sugurbayev, said Malaysia's current role as ASEAN Chair 2025 further strengthened its position as a priority partner for Kazakhstan in its outreach plans to the region.
'Malaysia has been our gateway since 1993, when we first established diplomatic relations.
"Our first embassy set-up to reach out to other countries in Southeast Asia was located in Kuala Lumpur, and it covered all ASEAN countries in the region. This reflects how important Malaysia is as a gateway to ASEAN,' he said.
He said this during Bernama TV's The Nation programme titled 'Diplomacy In Action: Malaysia & Kazakhstan', which was aired on Tuesday.
Sugurbayev added that Prime Minister Datuk Seri Anwar Ibrahim's official visit to Kazakhstan last year had set 'a new momentum, a new sort of pace towards building bilateral ties, particularly in trade and investment'.
'This year, Malaysia, being the chairman of ASEAN 2025, we believe it is very important for us to continue bringing forth this message to Kazakhstan as well as from Kazakhstan to Malaysia,' he said.
On ASEAN's wider role, he noted that the grouping, which began as an economic instrument, had evolved into a stabilising force in the region.

He said the amendment involving Sections 507B to 507G of the Penal Code strengthened the legal provisions against acts of bullying. Saifuddin Nasution said since the amendment to Section 507 of the Penal Code was enforced and gazetted on July 11, police had opened 11 investigation papers related to bullying. Advertisement 'These investigation papers fall under Sections 507B, 507C and so on. This shows that the strengthening of the law has enabled the police to take action. 'Now, in the case of Zara, for example, in which the accused were charged on Wednesday, it is under one of the amended sections, making this the first case we have prosecuted (since the amendment),' he said when winding up the debate on the 13th Malaysia Plan (13MP) for the Home Ministry in the Dewan Rakyat. He was responding to a supplementary question from Syed Saddiq Syed Abdul Rahman (Muda-Muar), who raised the issue of the police's allegedly slow response in investigating bullying cases, including a recent case in Johor. The Penal Code (Amendment) 2025 Act and the Criminal Procedure Code (Amendment) 2025 Act, aimed at addressing bullying more effectively and comprehensively, including cyberbullying, were passed in the Dewan Rakyat on Dec 10, 2024, and in the Dewan Negara on Dec 16 the same year. Earlier Wednesday, five teenage girls were charged in the Children's Court in Kota Kinabalu, Sabah, with using insulting words against Zara Qairina. The charges were framed under Section 507C(1) of the Penal Code, read together with Section 34 of the Code, which carries a penalty of up to one year's imprisonment, or a fine, or both, upon conviction. In line with this legal development, Saifuddin Nasution said the Ministry wanted the police to act swiftly in investigating every reported case of bullying. At the same time, he reminded all parties not to play up sentiments or create inaccurate impressions as though there was an attempt to protect any individual or cover up matters. 'When I reviewed the chronology and sequence of the police investigation, with the large number of witness statements taken in detail, I also felt sad that, with all the police's diligence, simply because of one part where the police were said to have failed, (which was) to conduct a post-mortem. Aug 4 was the first time the police submitted the investigation papers to the AG (Attorney General), and on Aug 3, Zara's mother had lodged a police report after noticing bruises while bathing Zara's body. So at the same time, in the investigation papers submitted to the AG, we recommended that Zara's grave be exhumed,' he said. 'By combining Malaysia's cost advantages and land security with proximity to Singapore's global financial and logistics ecosystems, MBW Innexus is positioned as a launch pad for regional expansion,' he added. Meanwhile, Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz, who officiated the launch, said the project reflected Johor's strong position to attract investors. 'The demand is there otherwise companies like MB World will not be investing in infrastructure as we see today. 'Investors enter Johor because the state has the right ecosystem. 'We welcome this project, with a gross development value over RM2bil and expected generation of about 37,000 jobs,' he added. At the launch, Rising Gateway also exchanged a bilateral financing agreement with Maybank Islamic Bhd for a facility of up to RM635.6mil. MBW Innexus Industrial City will also be supported by robust infrastructure, including a 132kV main intake station, high-capacity water tank, sewage treatment plant and wide roads designed for smooth cargo movement.

KUALA LUMPUR: Dayang Enterprise Holdings Bhd 's net profit for the second quarter ended June 30, 2025 (2Q25) slipped to RM76.64mil from RM131.43mil in 2Q24. In a filing with Bursa Malaysia, the company said its revenue fell by 41% to RM267.35mil against RM455.84mil previously due to a lower vessel utilisation rate of 64% as compared to 91% in 2Q24. This decline was mainly driven by the delay in oil majors' contract commencement and the drydocking of two anchor-handling tug supply vessels in April and June 2025 for ship class extension, it added. For the first half ended June 30, 2025 (1H25), the company's net profit dropped to RM88.95mil against RM159.34mill in 1H24, while revenue slid by 40% to RM421.17mil versus RM702.96mil previously. The company said it is confident that solid activities will continue in the third quarter and taper off in the fourth quarter, given its performance in 2Q25, supported by steady vessel utilisation. — Bernama
