Sabah invests RM1.33 billion in human capital under SMJ Plan

By: Ricardo Unto Text Size: KOTA KINABALU: Sabah spent RM1.33 billion on human capital development from 2021 to 2024 under SMJ 1.0, including RM848.26 million for education aid and RM485 million for talent development, said Assistant Minister Datuk Nizam Abu Bakar Titingan. Fourteen new initiatives worth RM164.14 million benefited over 210,000 students. The Sabah TVET Council, launched in May 2025, now oversees 160 technical institutions. For social wellbeing, RM1.49 billion was disbursed to 336,076 recipients, and the SMJ Friendly Homes Initiative has delivered or is building 7,482 homes. The Syukur programme supports 100,000 low-income households with RM300 monthly. In health, 100 haemodialysis machines worth RM4.5 million were distributed, with RM4 million more in treatment subsidies. The 'Program Homeward' has helped 1,169 people so far. Sabah is also expanding conservation areas, with 2 million hectares of land under Totally Protected Areas and a goal of 2.2 million hectares by 2025. SINGAPORE: Goh Cheng Liang, founder of Wuthelam Group and Singapore's richest person, died today at the age of 98, his family said, according to a report published in The Straits Times today. According to Forbes' 2025 ranking of the world's billionaires, Goh topped the list for Singapore with an estimated net worth of US$13 billion (RM55 billion). Advertisement He held a majority stake in Japan's Nippon Paint Holdings, which he helped build into a global coatings powerhouse. Born in 1927, he grew up in a rented shophouse room in River Valley and was sent to Johor during World War II, where he helped sell fishing nets. In 1949, he bought surplus paint from a British army auction and began making his own Pigeon Brand paints using a Chinese dictionary to decipher chemical names. His business boomed during the Korean War when imports were restricted. He later became Nippon Paint's distributor in Singapore and founded Wuthelam Holdings in 1974, building it into a multinational company with nearly 60 per cent of Nippon Paint. Goh's other ventures included developing and later selling the former Liang Court mall and Mount Elizabeth Hospital. Known for avoiding publicity, he told The Business Times in 1997 that he preferred private companies to public ones. Through the Goh Foundation, he funded cancer research, treatment facilities and scholarships, and supported welfare agencies in Singapore as well as roads, schools and sanitation systems in Chaozhou, China. A cancer survivor himself, he also backed the Goh Cheng Liang Proton Therapy Centre at the National Cancer Centre Singapore. Investigations found the claims, made in 2022 and 2023 to the Department of Industrial Development and Research, involved the supply of a retort machine and equipment worth over RM400,000, and certification services including MeSTI, My Food, and Halal certificates worth over RM3.2 million. Advertisement Sabah MACC director Datuk S. Karunanithy confirmed the arrests, saying the case is being investigated under Sections 18 and 28(1)(c) of the MACC Act 2009. The rate fell from 6.7pc in Q1 2025, with jobless numbers declining from 144,500 in early 2024 to 120,300, lower than pre-pandemic levels. Advertisement 'This proves that job opportunities are increasing, particularly due to rapid industrial growth in recent years,' said Industrial Development and Entrepreneurship Minister Phoong Jin Zhe. 'Large investments from local factories and foreign investors have directly created jobs for Sabah's youth". He noted that Sabah's employed population grew by nearly 150,000 in 18 months, the second highest increase in Malaysia after Selangor. However, Phoong acknowledged that Sabah still records the highest unemployment rate in the country and stressed that sustained efforts are needed. 'I will not be satisfied or stop here.
