Goa minister says 17 lakh square metres underwent land use correction, Opp slams ‘destruction of agri land'

Goa's Town and Country Planning (TCP) Minister Vishwajit Rane on Thursday said the TCP department granted approval to 'correct' land use of over 17 lakh square metres of land under section 17(2) of the Goa Town and Country Planning Act, 1974.
Section 17 (2) was introduced through an amendment to the TCP Act and notified in March 2023. The controversial section allows the correction of privately owned plots in Goa's Regional Plan 2021, based on individual applications from such parties to 'correct inadvertent errors' or 'rectify inconsistent or incoherent zoning'. The section was read down by the High Court of Bombay at Goa in March. The state government has subsequently challenged the High Court order in the Supreme Court.
During Question Hour in the Assembly, Rane said that no cultivable land has been converted under the provisions of the TCP Act. Rane said the TCP department received 950 applications for land use zone changes under section 39A of TCP Act. Section 39A, notified in 2024, empowers the chief town planner to alter the regional plan and/or the outline development plan to carry out zone change of land after 30 days' public notice.
'Out of those, 200 applications were considered and 35 notified and a total of 2.7 lakh square metres land use was corrected under section 39A of TCP Act,' Rane said.
Congress's Yuri Alemao, Leader of Opposition in the Assembly, said, 'A deeply troubling picture of systematic destruction of Goa's agricultural land, all pushed through in the name of 'zone correction' under section 17(2) of the TCP Act, is seen. I want to ask the government whether it will bring a new regional plan.'
Alemao said the provision was brought for Goans who owned little land and whose land was wrongly zoned. 'The data, however, shows that land (being corrected) is neither small, nor is it for Goans. Why is the department allowing large scale conversion of paddy fields and orchard land? People are worried about their lands being alienated. The 'Sharmas and Vermas' are buying second homes here. There are concerns about the carrying capacity of villages,' Alemao said.
Rane, however, said, 'We are not converting any land under section 17(2). It is correction.'
The Indian Express had reported in September 2024 that two state ministers, politicians from across party lines, and several real estate companies in Goa are alleged beneficiaries of the change in land use under section 17(2) of the TCP Act. According to the Express investigation, the TCP department approved a change in land use for at least 20 lakh square metres of land from March 2023 to August 2024, converting 'green zones' into 'settlements' — allowing construction activity for both residential and commercial purposes, pushing up the land's value manifold.

Speaking to reporters in Nagpur, Pawar said he facilitated a meeting between these people and Congress leader Rahul Gandhi, but the two leaders ultimately dismissed the offer, stating, 'This is not our way'. 'We did not give it the attention it perhaps required. But I still remember — before the Assembly elections were announced, two people came to meet me in Delhi. They told me that Maharashtra has 288 Assembly seats, and out of those, they would guarantee us 160 seats. I was surprised. To be clear, even though they claimed such a guarantee, I had no doubts about the Election Commission. But such people do show up, so I ignored them.' 'I arranged their meeting with Rahul Gandhi. They told him whatever they wanted to. However, both Rahul Gandhi and I felt that we should not pay attention to such things. This is not our path. We decided we would go before the people and find ways to earn their support,' Pawar told reporters in Nagpur. Pawar lauded Rahul Gandhi's recent presentation on alleged polling irregularities and criticised the Election Commission of India (ECI) for seeking a separate affidavit from him. 'The Election Commission is an independent body. Rahul Gandhi said he has already taken an oath in Parliament, so there is no need for a separate affidavit. If the Election Commission still insists on such a thing, that is not right. Rahul Gandhi's allegations need to be probed in depth. The truth must come out. My only point is that the objection was regarding the Election Commission. Then why do BJP leaders or the chief minister need to respond? We want an answer from the Election Commission, not from the BJP,' said Pawar. Referring to the recent INDIA bloc meeting in Delhi, Pawar dismissed speculation over Uddhav Thackeray's seating position, comparing it humorously to movie-goers avoiding the front row. 'First, I must say I have been seeing since yesterday that there is politics over where Uddhav Thackeray was seated in Delhi. When you watch a presentation, you don't sit in the first row just as when you go to watch a movie, you don't sit in the first row, you sit further back. Similarly, I, too, was seated at the back. The point is, you don't sit close to the screen; you keep some distance. Unfortunately, politics is being done over where Uddhav Thackeray was seated,' he said. Hours after Pawar's comments, Maharashtra Chief Minister Devendra Fadnavis said the Opposition has a habit of lying and running away. 'Although Rahul Gandhi has often raised doubts about the EVM machines, Sharad Pawar has never said so. In fact, Sharad Pawar has often taken a clear stand that it is wrong to blame the EVMs. However, now, after Rahul Gandhi's meeting, Sharad Pawar has suddenly started talking about changes in the voting process. This is the result of Rahul Gandhi's meeting,' said Fadnavis. 'No matter how much confusion the Opposition creates, elections are not held anywhere as transparent and free as in India. Those who accuse EVMs and the Election Commission speak in public. But they are not ready to give an affidavit. They say that we have taken an oath in Parliament. But is the oath in Parliament valid in the Supreme Court and the high court? They know that if they are caught lying, criminal action can be taken against them tomorrow. Therefore, these are cowardly people who lie and run away every day,' criticised Fadnavis.

Earlier on Wednesday, Parents of school students met Delhi Chief Minister Rekha Gupta and Delhi Education Minister Ashish Sood, thanking them for the School Education (Fee Regulation and Transparency) Bill, 2025. On the Delhi School Education (Fee Regulation and Transparency) Bill, 2025, Jahanvi Kaur, a parent whose child is enrolled in a school in Delhi, said, "No minister has ever had such a commendable performance. The fact that this bill was passed is a very wonderful thing. We were afraid to ask the school why the fees keep increasing because we were afraid that some staff member could do something to our child. I hope that the future of our students will be even brighter." The Bill was tabled on the first day of the Monsoon session of the Eighth Legislative Assembly, which commenced on Monday and will continue until August 8. However, the session may be extended depending on the exigencies of legislative business. Sood stated that education is "a sacred duty -- a duty we must fulfil for the progress and prosperity of our motherland." He emphasised that the aim of education should not be 'earning', but rather 'learning' and nation-building. "This bill is a small effort on our part to honour Dr Mukherjee's vision and to ensure that education does not become a burden on the people of India but instead becomes a path leading them to a better future," he said.
