CREDAI Andhra Pradesh hails cabinet nod for amendments to building rules

VISAKHAPATNAM: The Confederation of Real Estate Developers' Associations of India (CREDAI), Andhra Pradesh Chapter, has lauded the State Cabinet's approval of key amendments to the Andhra Pradesh Building Rules, 2017, calling it a landmark step in reforming the urban development framework of the State.

In a statement issued on Wednesday, CREDAI Andhra Pradesh President Bayana Srinivas Rao extended the association's heartfelt gratitude to Chief Minister Nara Chandrababu Naidu for his leadership in clearing the long-awaited regulatory amendments. He also acknowledged the pivotal roles played by the Minister for Municipal Administration and Urban Development, Dr. P. Narayana, and the Minister for IT & HRD, Nara Lokesh, in steering the reforms forward.
Welcoming the Cabinet decision, chairman of CREDAI AP Buddiga Srinivasu described the move as a progressive measure aimed at enhancing transparency, efficiency, and investor confidence in the real estate and construction sectors.
'These amendments mark a new chapter in urban governance and planning in Andhra Pradesh,' said Dasari Rambabu, General Secretary of CREDAI AP. 'The reforms reflect the Government's proactive and development-oriented vision.
They are expected to streamline the approval processes, eliminate long-standing bottlenecks, and create a more predictable environment for project execution,' he said.
CREDAI city chapter presidents from across the State echoed similar sentiments, underlining the crucial role of the real estate and construction sectors in powering economic growth, creating employment, and driving urban transformation.

By addressing key regulatory challenges and modernising the legal framework, the State Government has taken a decisive step towards positioning Andhra Pradesh as a globally competitive and investment-ready destination, the association noted.
Describing the Cabinet's decision as a 'catalyst for sustainable development,' CREDAI expressed confidence that the reforms would open up new avenues of opportunity across the sector and contribute meaningfully to the Chief Minister's vision of building a $1 trillion economy for Andhra Pradesh.
Reaffirming its commitment to collaborative development, CREDAI Andhra Pradesh pledged to continue working closely with the Government to deliver quality housing, develop world-class infrastructure, and contribute to shaping a Viksit Andhra Pradesh that meets the evolving aspirations of its people. Amaravati: Chief Minister Nara Chandrababu Naidu on Tuesday directed officials and contractors to expedite the construction of Amaravati Greenfield Capital with an aim to complete the works six months ahead of the schedule. The state government had earlier set a three-year timeline for the completion of the capital construction works. During a review meeting of the capital construction works at the Secretariat on Tuesday, the Chief Minister reiterated his vision of making Amaravati the world's most livable city. The meeting, which included Municipal Administration and Urban Development P Narayana and officials from Andhra Pradesh Capital Region Development Authority (APCRDA) and EDC, focused on the progress of various projects, including infrastructure development in Land Pooling Scheme (LPS) layouts, residential units for ministers and officials, road networks, and flood-control measures. Officials reported that tenders for projects worth Rs 50,552 crore have so far been issued, and 74 projects are already underway. The CRDA proposed projects worth Rs 81,317 crore. The Chief Minister stressed that the progress should be visible to the public and announced that he would conduct monthly reviews. He warned that any delays would be the responsibility of both the contractors and the officials involved. Naidu also called for 'real-time monitoring of all projects, urging them to operate in 'autopilot mode'. Regarding plots for farmers, the Chief Minister instructed officials to ensure that the process of returning plots does not cause inconvenience while upholding the integrity of the master plan. Narayana said the issue would be resolved within a week. Contractors at the meeting highlighted a significant challenge from the previous administration, alleging that construction materials like iron and sand stockpiles were pilfered. The Chief Minister has since directed the Mining Department to replenish the sand supplies. To accelerate development, Naidu ordered officials to fast-track approvals for institutions planning to build offices in Amaravati. He called for quick land allocation to prominent institutions such as BITS Pilani and XLRI. He also instructed continuous monitoring of the 72 organisations that have already been allocated land to ensure they begin their projects promptly. "Mere allocation of land does not complete the capital's development," Naidu said. "Investments and ventures need to follow." He called for investments in various sectors, including sports city, tourism, airport infrastructure, biotechnology, and healthcare. The Chief Minister also spoke about the trust placed in him by the Prime Minister. The Chief Minister stressed that a capital city would be incomplete without a thriving economy. He said that once construction is finished, it would attract investors, create jobs for the youth, and make Amaravati a truly livable city. He called for the creation of an ecosystem focused on a knowledge economy and startups. Naidu also directed officials to invite India's top 10 real estate companies to undertake projects and advocated for the promotion of electric vehicles to transform the capital into a green energy corridor. He also asked officials to monitor and display real-time air quality data across the region.

During the review meeting with officials at the Secretariat, the Chief Minister directed them to take proactive measures to ensure smooth implementation of the scheme without any issues. Naidu emphasized the importance of effective crowd management and increasing capacity to handle the expected high ridership. He also stressed the need for robust safety measures and called for staff to be courteous to passengers, ensuring no complaints are received. The Chief Minister also instructed the officials to regularly collect passenger feedback and use it to improve the scheme's implementation. He also suggested using an outsourcing agency to manage certain services. He highlighted the need for a robust system to address any problems immediately. He instructed officials to ensure e-POS machines are GPS-enabled to track buses and provide real-time information to passengers. He also mandated that bus stations be kept 'exceptionally clean', with trash removed regularly and toilets cleaned every two hours under constant official supervision. To enhance passenger comfort, Naidu ordered the installation of RO water plants at all bus stations. He also noted that the renovation and painting work on bus stations with Rs 30 crore should be completed by December of this year. New fans and chairs are to be installed where needed, and RTC staff must be available round the clock to assist passengers.

Greater Noida to issue partial occupancy certificates to buildings with 25% cleared dues

The Greater Noida authority will issue partial occupancy certificates (OCs) to housing projects that have cleared 25% of their recalculated land cost dues under the Uttar Pradesh government's December 21, 2023 policy for legacy stalled projects, officials said on Tuesday. Under the new arrangement, completion certificates will be issued proportionate to the percentage of payments made beyond the initial 25% of dues. (Sunil Ghosh/HT Archives) The move is expected to benefit thousands of homebuyers in long-delayed projects, allowing them to take possession and execute the registry of their flats while the remaining 75% dues are paid over the next three years, officials said. Authority officials said the decision will initially cover at least 37 apartment societies whose developers have already deposited one-fourth of their net dues and obtained a no-dues certificate (NDC). 'We will issue partial occupancy certificates to at least 37 apartment societies so that the homebuyers' grievances can be addressed. The decision is taken after the developers demanded partial OCs in projects where they have already paid part payments,' said Saumya Srivastava, additional chief executive officer of the Greater Noida authority. To be sure, an OC is issued by a local authority certifying that a building complies with approved plans, building codes, and safety norms, making it legally fit for occupation. In Uttar Pradesh, OCs are granted after verifying construction quality, safety measures, and clearance of dues, enabling legal possession, utility connections, and property registration. Recently, UP RERA mandated that possession letters can only be issued after obtaining an OC, aiming to curb unsafe, illegal occupancy. The move sparked controversy, as many delayed projects in Noida and Greater Noida lack OCs due to pending dues or incomplete clearances, leaving homebuyers, often paying both rent and EMIs, unable to move in or register homes. Critics say the rule unfairly penalises buyers in legacy stalled projects. Under the new arrangement, completion certificates will be issued proportionate to the percentage of payments made beyond the initial 25% of dues. This will enable possession and registration of completed units while developers continue paying instalments. The authority said the plan was approved by its board last month after representation from the Confederation of Real Estate Developers' Associations of India, Western UP chapter (CREDAI-WUP). 'We asked the authority that the partial OC issuance would enable developers to hand over homes, execute tripartite sub-lease deeds, and use the funds collected from buyers to clear pending dues, a step it said would benefit the authority, developers, and buyers alike,' said Dinesh Gupta, president of CREDAI-WUP. Officials explained that delays in securing mandatory clearances from six to seven departments, a process that can take over six months, had led some developers to miss deadlines for second or third instalments, prompting the planning department to withhold fresh NDCs and block OC issuance. As a result, thousands of buyers have been unable to move into ready or nearly completed flats. According to the authority, Greater Noida has 98 defaulter projects under the state's stalled projects policy. After recalculation, which factored in a two-year zero period for the Covid-19 pandemic, dues for 13 projects became zero, while 37 projects have cleared all dues. Twenty-seven projects have paid 25% of recalculated dues and will now be eligible for partial OCs. The remaining 21 projects have not opted for the policy, with most cases pending in court.
