PD uncertain on power tariff changes from July 1

ISLAMABAD: The Power Division stated on Friday that it currently has no definitive estimate of whether electricity tariffs for distribution companies (Discos) will increase or decrease from July 1, 2025, as this depends on the approval of cost components already submitted to the regulator.
These remarks were made by Additional Secretary (Power Finance) Mehfooz Bhatti during a public hearing on the interim distribution and supply tariffs of eight Discos for FY 2025-26 under the Multi-Year Tariff (MYT) regime. The statement came in response to a query raised by textile sector representative Aamir Sheikh.
Eight Discos—GEPCO, QESCO, MEPCO, SEPCO, HESCO, PESCO, TESCO, and HAZECO—have submitted tariff petitions under the MYT framework for the five-year period from FY 2025-26 to FY 2029-30, seeking National Electric Power Regulatory Authority (NEPRA)'s approval of a combined revenue requirement exceeding Rs 455.6 billion for the upcoming fiscal year.
'I have no indication at all of what the industry tariff will be from July 1, 2025,' said Aamir Sheikh. 'Our tariff for B3 has dropped to Rs 31/32 (about 11 cents) per unit currently, and the government has committed to reducing it further. We have already booked export orders for the next quarter based on these rates. It's imperative for NEPRA, the Power Division, and the Government of Pakistan to ensure tariffs do not increase beyond May/June levels.'
The hearing was briefly suspended by NEPRA Chairman Waseem Mukhtar, who demanded representation from a senior Power Division official. Mehfooz Bhatti eventually joined the session, replacing the Joint Secretary, whose presence NEPRA deemed insufficient.
Bhatti, who liaises directly with the Finance Division on power sector subsidies, appeared uncertain regarding the projected tariff changes. 'There is an indication of Rs 250 billion in the budget for Targeted Distribution Subsidy (TDS) for 2025-26. We've already presented seven scenarios to the Regulator. Once the distribution margins are determined under MYT, we'll be in a better position to outline consumer tariffs after incorporating the government's subsidy. At this point, I can't provide figures, but rebasing will take effect from July 1, 2025,' he said.
The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) strongly opposed any additional financial burden on consumers for the losses incurred by Discos under the MYT, until comprehensive reforms are implemented. The FPCCI argued that the burden of inefficiencies—including high technical and commercial losses, pension liabilities, and poor governance—is being unfairly transferred to consumers.
Rehan Jawed from Karachi raised concerns about the poor performance of Hyderabad Electric Supply Company (HESCO), prompting NEPRA to announce that a verification team will visit HESCO upcoming Monday to investigate consumer complaints.
Tanveer Barry of the Karachi Chamber of Commerce and Industry (KCCI) criticized Discos for rising losses due to operational inefficiencies, stating that consumers across Pakistan are unfairly burdened with the DSS surcharge on Power Holding Limited (PHL) loans.
'Discos' technical and commercial losses are worsening, and their recoveries fall short of NEPRA's targets. They haven't submitted investment and distribution plans, and the MYT submissions are incomplete,' Barry said. He emphasized that with power generation capacity projected to increase to 46,605 MW, resulting in higher capacity payments, the Time of Use (ToU) mechanism for industrial consumers should be abolished. He also called for third-party audits of Disco losses to present an accurate picture to NEPRA.
CEOs and CFOs of the eight Discos presented details of their proposed distribution margins and expenditures.
According to the tariff petition, GEPCO has sought approval of revenue requirement of Rs 67.821 billion of which Rs 16.598 billion is on account of pay & and allowances, Rs 13.815 billion post-retirement benefits, other expenses Rs 4.909 billion (total O&M cost Rs 43.446 billion), depreciation Rs 4.792 billion, RORB Rs 8.750 billion and other income negative Rs 5.418 billion other income and Prior Year Adjustment (PYA) Rs 24.375 billion.
MEPCO has sought NEPRA's approval for revenue requirement of Rs 139.106 billion of which, pay and allowances are Rs 22.302 billion, post-retirement benefits Rs 29.384 billion, repair and maintenance, Rs 7.869 billion, travelling allowance Rs 1.936 billion, vehicles maintenance, Rs 1.161 billion, other expenses Rs 507 million (total O&M cost Rs 79.653 billion), depreciation Rs 4.792 billion, RORB Rs 8.750 billion, other income negative Rs 8.731 billion and Prior Year Adjustment Rs 79.453 billion.
QESCO's total proposed revenue requirement for FY 2025-26 is Rs 50.120 billion which includes, pay and allowances Rs 9.947 billion, post-retirement benefits, Rs 3.044 billion, repair and maintenance, Rs1.496 billion, travelling allowance, Rs 1.936 billion, vehicles maintenance, Rs 797 billion, other expenses Rs 1.356 billion, (total) O&M cost Rs 17.100 billion), depreciation, Rs 2.944 billion, RORB Rs 15.696 billion, other income negative Rs 1.950 billion and PYA Rs 16.298 billion.
SEPCO has sought total revenue requirement of Rs 58.053 billion, of which O&M cost is Rs 22.226 billion, Distribution Margin/Supply Margin, Rs 25.3032 billion, PYA Rs 25.522 billion.
TESCO's revenue requirement for FY 2025-26 is estimated to be Rs 7.303 billion of which Rs O& M expense is Rs3.883 billion and DM/SM Rs 5.629 billion.
PESCO's total revenue requirement for FY 2025-26 is Rs 81.449 billion which includes O&M expense Rs 37 billion, DM/ SM- Rs 52 billion and PYA Rs 29.344 billion.
Hazara Electric Supply Company (HAZECO) which has been bifurcated from PESCO also presented its one-year revenue requirement.
HESCO's total revenue requirement for FY 2205-26 is Rs 39.448 billion of which O& M expense is Rs 25.130 billion, DM/SM Rs 33.693 billion and PYA Rs 5.755 billion.
HESCO's total revenue requirement is Rs 12.320 billion for the FY 2025-26, which includes O&M Rs 7.883 billion, depreciation, Rs 831 million, RORB Rs 3.028 billion, advance tax Rs 1.129 billion and other income negative Rs 550 million.

ISLAMABAD: Federal Minister for Energy (Power Division) Sardar Awais Ahmad Khan Leghari said the government is working on a proposal for a 'Surplus Power Package' for industrial and agricultural consumers, in line with the 'Bijli Sahulat Package' for the next three years. Speaking during the question hour in the National Assembly on Monday, the minister said the proposed package would be available to all industries, including the export sector, based on incremental power consumption. He said the Energy Ministry is developing a plan to offer discounted electricity rates on additional usage. Greenfield industries—such as data centers and crypto-mining operations—may receive these discounted rates on their entire consumption, subject to certain conditions. Responding to a supplementary question, Leghari said the government is also working on a direct subsidy scheme to end cross-subsidies, which place a burden on domestic consumers. In a written reply, the minister informed the house that as of May 2025, the circular debt in the power sector stood at Rs2.47 trillion. He said the main causes of debt accumulation were inefficiencies in distribution companies (DISCOs), high technical losses, and revenue recovery shortfalls compared to targets set by National Electric Power Regulatory Authority (NEPRA). He said that other sources of debt increase include unbudgeted subsidies and financial cost (delayed payment charges) of payables to the power producers. He said that in order to reduce debt stock, an amount of Rs1.275 trillion is being arranged to finance/refinance the current stock of circular debt. He said that the loan will have a six-year tenure at an interest rate of 3-month KIBOR minus 0.9 per cent and will be repaid through the Debt Service Surcharge already collected from electricity consumers in their monthly bills as the Financial Cost Surcharge (FCS). To prevent fresh accumulation of debt, the minister said multiple measures are underway, including tariff renegotiations with independent power producers (IPPs), privatization of four DISCOs, reducing technical losses through efficiency improvements, market liberalisation, and ensuring future capacity additions are made on a least-cost basis. Responding to a calling-attention notice, Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry said the National Disaster Management Authority, in coordination with provincial authorities, regularly runs public awareness campaigns and issues timely updates, forecasts, and precautionary measures on weather conditions, rainfall, floods, and other natural disasters. Later, the National Assembly unanimously passed a resolution urging the federal and provincial governments to take necessary steps to celebrate the 1,500th Eid Milad-un-Nabi (SAW) in a befitting manner. The resolution, moved by Pir Syed Fazal Ali Shah Jillani, called for organising Milad programmes at the highest level and illuminating both government and private buildings. It emphasised the importance of promoting the teachings of the holy Prophet Hazrat Muhammad Sallallaho Alaihe WaAlayhee Wassallam, Khatim-un-Nabiyeen. In connection with National Minorities Day, the House also passed another resolution moved by Naveed Aamir Jeeva. The resolution is calling for the inclusion of Quaid-e-Azam Muhammad Ali Jinnah's historic address, delivered on 11 August 1947 to the first Constituent Assembly of Pakistan, into the national curriculum. In that address, the founder of Pakistan declared that 'you are free to go to your temples, mosques, or any other places of worship in this country. CTBCM: Electricity market that has never arrived

Delays, poor design, and lack of consultation with industries risk turning CTBCM into a missed opportunity for Pakistan's power sector and its industries. For years, Pakistan's power sector has operated on a single-buyer model that leaves industrial consumers with little to no choice, rising costs, and no meaningful competition in the sector. The Competitive Trading Bilateral Contracts Market (CTBCM) was supposed to change that. Approved by NEPRA in 2020, it promised to open the market so Bulk Power Consumers (BPCs), those using more than 1 MW, could buy electricity directly from generators at negotiated or cheapest prices. The vision was simple: competition would drive efficiency, private investment would flow, and tariffs would become more competitive. Billions have since been spent on training, IT systems, and legal frameworks to make this happen. Donors, consultants, and the market operator have put in years of work. Yet, five years later, the market is still not there. Therefore, the industry confidence is wearing thin. One of the biggest frustrations from businesses is the almost complete lack of awareness and engagement. Gurus sitting and making tariffs and decisions are absolutely unaware of ground realities of how industries in Pakistan operate, they seldom leave their air-conditioned offices to actually go and check the working and functionality of the industry. Beyond a handful of isolated efforts, a seminar at NED University led by then-Chairman Tauseef H. Farooqi, seminars, and efforts from Renewables First, and an analysis by Arzachel, there has been no sustained outreach. No consultation No regular workshops, no clear timelines, no detailed explanation of how the market will actually work. Many factory owners still don't know what CTBCM or Electricity is, let alone how to participate in it. There was one online consultation held in which the government and regulator's own officials kept throwing illogical comments and ideas at each other and industry was not even allowed to speak. While policymakers talk, industry is acting. In the last four years alone, Pakistan has imported over USD 4 billion worth of solar panels, with a record USD 2.1 billion in just the first half of 2024. Solar now often delivers electricity for under Rs 10 per unit, compared to Rs 30 or more from the grid. Large industrial zones, especially in Karachi, are covered in rooftop and ground-mounted solar arrays. And every month that CTBCM is delayed, more megawatts are locked into captive generation, shrinking the future customer base for the market before it even begins. This lack of urgency is paired with a lack of consultation. The Power Division never sits with industry when designing tariffs or market rules. ISMO is online, but there are 5 other agencies and departments overlapping the function of ISMO in different ways. That's how we end up with illogical structures like high-voltage industrial consumers (B3, B4) paying more per unit than low-voltage B2 consumers, which the Gurus of Power Division are still unable to understand, even though the former invest in their own transformers and save the grid significant costs. In the CTBCM process, the first real invitation for feedback only came in May 2025, when key rules and cost recovery mechanisms were already drafted. One such mechanism, forcing open-access consumers to pay for legacy capacity charges from old DISCO contracts, has been heavily criticized by industry groups like the Korangi Association of Trade & Industry. It violates the principle of open access and removes the very savings that would make the market attractive. Then, surprisingly, there's the proposed 800 MW cap for CTBCM's first phase. It's not in the NEPRA Act, the National Electricity Policy 2021, or the approved CTBCM design, yet it risks locking the market at barely 5% of national capacity. NEPRA has already warned that such a fixed limit could cause confusion and delay, and stakeholders think it will even lead to corruption. If there must be a cap, it should be auctioned transparently by NEPRA and expanded quickly if demand is strong. Wheeling charges are another red flag. The government's amended structure adds up to Rs 12.55 per unit before even adding a generator's bid price, largely because it includes policy and fiscal charges like the Rs 3.23 Debt Servicing Surcharge and Rs 3.47 cross-subsidy. These have nothing to do with using the network and, in many cases, are already being collected through other means. Internationally, such costs are kept out of wheeling to ensure open-access buyers aren't penalized for choosing competition. If Pakistan insists on loading them into wheeling, CTBCM will start life uncompetitive. There is a higher risk involved if this cross subsidy and DSS are made part of wheeling charges, they will be increased later on when open access becomes a reality because of the legendary and historic underperformance of the Power sector. There's also a missing piece in the current design: giving DISCOs and K-Electric the ability to compete as licensed suppliers. Power Division experts think it might become an obstruction for other competitive suppliers, but the reality is they can easily be managed with regulatory controls and checks. Right now, they're being boxed and forced into the role of 'supplier of last resort.' That might sound harmless, but it means they'll be left with only the least profitable consumers as the best-paying customers leave, which will blow up subsidy requirements and further erode performance. This is the biggest obstruction in Disco Privatization as well, as no one would want a disco with only loss-giving or subsidy-dependent consumers. In India and other markets, DISCOs compete for customers while also fulfilling last-resort obligations, creating an incentive to improve service and retain clients, thus requiring less subsidy. This is one of the biggest issues where the Minister of Power himself must take notice and even SIFC must intervene, ignoring the hue and cry of Power Division officials. Independent Power Producers (IPPs) also need more flexibility. If their contracts were amended to allow partial capacity sales into the competitive market, it would boost liquidity and give buyers more choice. DISCOs could play a larger role too, becoming active competitive suppliers. The more players in the market, from large generators to retail suppliers, the more competition, and with competition comes efficiency. If CTBCM is to succeed, the government must move from promises to delivery. That means announcing a clear go-live date, stripping non-network costs out of wheeling charges, fixing irrational tariffs, making any capacity caps transparent and flexible, empowering DISCOs and KE to compete, allowing IPPs to sell into the market, and involving industry in every step of the design. Without these changes, CTBCM risks becoming an expensive formality in a power sector already splintering into captive and off-grid solutions. With them, it could still deliver cheaper, more reliable power and finally put Pakistan's electricity market on a competitive footing. ISLAMABAD: A National Assembly panel headed by PTI stalwart Atif Khan on Monday sought the names of sugar mill directors holding at least 20 percent shares from the Securities and Exchange Commission of Pakistan (SECP), amid reports of Rs 300 billion windfall profits made through price manipulation in connivance with dealers. Officials from the Federal Board of Revenue (FBR) informed the panel that at least 14 FBR officials, allegedly involved in the illegal release of sugar, have been suspended and are currently under investigation. The Additional Secretary of the Ministry of Industries and Production told the committee that millers and dealers manipulated prices following the expiry of the sugar export deadline, earning approximately $440 million from these exports. NA panel to probe Rs300bn sugar windfall He briefed the panel that in the 2024-25 crop year, sugarcane cultivation increased by 1.11% compared to 2023-24. However, due to climate change factors such as heat wave and crop disease, sugarcane yield and sucrose recovery declined. Consequently, sugar production fell to 5.862 million metric tons (MMT), around 1 MMT less than the previous year. Adding carryover stocks of 0.5 MMT, total sugar availability for 2024-25 was estimated at 6.362 MMT, roughly equal to domestic consumption in 2023-24. 'This tight balance between supply and demand led to price increases by the industry from January 2024 onward, following the exports,' he added. The committee, led by the Deputy Prime Minister, held several meetings with key stakeholders including the Pakistan Sugar Mills Association (PSMA), emphasizing price stability. They agreed to cap the ex-mill price at Rs 159/kg and the retail price at Rs 164/kg for one month, until April 19, 2025. 'In May 2025, the committee extended the status quo until June 15, 2025. However, PSMA did not comply and continued to raise prices,' he added. The Ministry of Industries summoned sugar millers, warning them that their actions were unacceptable, but the mills disregarded the ministry's warnings. A track-and-trace system was installed on sugar stocks in November 2021, whereby every sugar sack is stamped with a scanable mark revealing its details, according to FBR officials. However, some sugar bags were released without stamps, allegedly involving officials deputed at the mills. So far, the FBR has seized several trucks carrying unstamped sacks. Sales tax on sugar is deducted at 18% GST rate, amounting to Rs 1,485 per 50 kg sugar bag. Fourteen FBR officials have been suspended, and the Prime Minister has formed a special team including intelligence officials to monitor FBR operations. Sales tax collection from sugar has increased to Rs 100 billion from Rs 65 billion last year, despite a reduction of 1 MMT in sugar production. 'We might not even need to import sugar. The current stock is sufficient until November 15, 2025,' said the Additional Secretary of the Ministry of Industries and Production. It is estimated that only 200,000 tons of sugar may be imported, if any. Notably, 70% of sugar consumption is by industries, not the common man. Officials from the Ministry of National Food Security and Research stated that sugar imports are planned to prevent price hikes and avoid artificial shortages amid concerns about price could rise further in November 2025. After detailed discussions, the panel decided to summon SECP officials to obtain a list of sugar mill directors holding at least 20% shares, which will be shared with the media to reveal any political affiliations. The committee also resolved to review the Public Accounts Committee minutes where the Auditor General of Pakistan claimed sugar millers earned Rs 300 billion in profits within three weeks.
