"No Need To Protect Anyone...": Supreme Court On Manipur Violence Audio Leaks

The Supreme Court on Monday underlined its resolve to not protect any individual "involved in wrongdoings in relation to the communal violence" that erupted in Manipur in May 2023.
A bench led by Chief Justice Sanjiv Khanna said this as it heard a plea by the Kuki Organisation for Human Rights Trust, or KOHUR, for a court-monitored probe against ex-Chief Minister N Biren Singh over leaked audio clips in which he can allegedly be heard instigating the violence.
The remark was made after Solicitor General Tushar Mehta, appearing for the central government, questioned the credibility of the KOHUR, calling it a "rookie" group.
The court, however, dismissed such arguments, stressing, "We are not concerned. Let us ignore the petitioner... but if something wrong has been done, we don't have to protect the wrongdoer."
In today's hearing the Chief Justice-led bench was going through a Central Forensic Science Laboratory report on the authenticity of those audio clips. The report had been requested by the court after the government questioned the credibility of an earlier report, from a private lab.
The contents of the report - sealed for the court - have not been made public but, interestingly, after examining it, the court told Mr Mehta he would have to "speak to your officers about it".
"I have not seen it...have to respond to content," Mr Mehta said, to which the court said, "Read the content and then talk (to the government). Please examine and bring fresh report."
The court then set the week beginning July 21 for the next hearing, noting that in the meantime investigations against N Biren Singh will continue and that this will take about a month more.
"Now we have President's Rule there... it should not be a problem," the Chief Justice said.
Earlier KOHUR, represented by lawyer Prashant Bhushan, termed the contents of the leaks a "very serious matter", and said Mr Singh was purportedly heard saying Meitei groups were allowed to loot arms and ammunition of the state.
The petitioner cited a report by a private lab - Truth Labs - that confirmed a 93 per cent match between the voice on the tapes and that of ex-Chief Minister Biren Singh.
"Truth Labs reports are far more reliable than the FSL reports," Mr Bhushan had argued.
The government's lawyer, however, questioned the veracity of the Truth Labs report.
More than 260 people have been killed and thousands displaced since the ethnic violence broke out between the Meitei community and the Kuki tribes in May 2023.
Mr Bhushan alleged the recorded conversation prima facie showed the complicity and involvement of the state machinery in the violence against the Kuki Zo community.
And KOHUR's plea alleged that Mr Singh - who resigned in February - was instrumental in "inciting, organising and thereafter centrally orchestrating the large-scale murder, destruction and other forms of violence against the Kuki-dominated areas in Manipur".

The Congress last week had accused Prime Minister Modi of "insensitivity" to the suffering of people in the state. Ramesh had said the suffering of the people of Manipur is not only of the state and the northeastern region but of the entire country. The Centre had on February 13 imposed President's rule in the northeastern state after Chief Minister N Biren Singh resigned. The state assembly, which had a tenure till 2027, has been put under suspended animation. Prime Minister Modi on Sunday morning embarked on a three-nation tour during which he will take part in the G7 Summit in Canada, and visit Cyprus and Croatia to shore up India's bilateral cooperation with these two countries. Modi will first be in Cyprus at the invitation of the country's president, Nikos Christodoulides. In the second leg of his visit, Prime Minister Modi will travel to Kananaskis in Canada on June 16-17 to participate in the G7 Summit at the invitation of Canada Prime Minister Mark Carney. In the final leg of his tour, Modi will undertake an official visit to Croatia on June 18 at the invitation of the prime minister of the European country, Andrej Plenkovic.

NEET UG 2025: 12.37 lakh qualify, no perfect 720 scores this year

Protesting teachers in Bengal go on hunger strike ‘till government meets demands'
Protesting teachers in West Bengal, whose appointments were cancelled after the Supreme Court order, have gone on a hunger strike, demanding that the government pause fresh recruitments until their review petition yields a result. Ten protesting teachers — Mita Sarkar, Chinmoy Mondal, Koushik Sarkar, Balaram Biswas, Sukumar Soren, Bikash Roy, Manik Majumder, Kishore Kumar Roy, Anirban Saha, and Achinta Das — started 'fasting unto death' from 1 am on June 13. As of going to press, they would have completed nearly 48 hours of their hunger strike. 'We lost our livelihoods for no fault of ours, but because of the government's corruption. So we have been forced to take this extreme step. We will not end our hunger strike till our demands are met, or till our bodies give in,' fasting teacher Mr Mondal said. This development follows months of protests after a Supreme Court order on April 3 invalidated nearly 26,000 teaching and non-teaching job appointments from the recruitment panel published by the West Bengal School Service Commission (SSC) in 2016, citing a 'vitiated and tainted' hiring process. Following a consequent order by the Supreme Court, the West Bengal government published the rules and notification for fresh recruitments to fill 44,203 vacancies for the position of assistant teachers. Meanwhile, the State and the SSC have also filed review petitions at the Supreme Court. 'The process of the review petition [before the Supreme Court] and fresh appointments will continue simultaneously,' Chief Minister Mamata Banerjee had said on May 27 this year. However, 'sacked and untainted' teachers have raised questions on why the application deadline for fresh recruitments is set before the Supreme Court can take a decision on the review petition. 'Our primary demand behind the hunger strike is for the government to postpone or put on hold fresh recruitments till the Supreme Court pronounces a judgement on the review petition. As of now, the deadline to apply for fresh recruitment closes before the Supreme Court is due to reopen after summer recess on July 14. We believe the government is not interested in pursuing the review petition earnestly,' Mehebub Mondal, a protesting teacher and leading voice of the Jogyo Shikkhok Shikkhika Adhikar Mancha (JSSAM), told The Hindu. He explained that the review petition is one of the last remaining hopes for 'untainted' teachers to have their job appointments reinstated without re-examination. 'We have proved our worth once and have worked diligently as teachers for seven years. We are innocent victims of the government's corruption. The SSC should publish a certified list of 'untainted candidates' and a fresh merit list for 2016 after re-evaluating our OMR sheets. That will help us retain our jobs, and the worthy waitlisted candidates can also find their deserved position in the merit list,' Mr Mondal said. He added that if the sacked teachers must reappear for fresh recruitments, they demand to be recruited through a separate notification and selection process, meant only for the affected teachers of the cancelled 2016 panel. Mr Mondal also claimed that the SSC chairperson, during his meeting with JSSAM representatives on June 12, did not accept any of the demands put forth by the protesting teachers.
